Chief Minister Thakur Sukhvinder Singh Sukhu today inaugurated the Him Mahotsav being organised in Dilli Haat by HimCraft, HPTDC and Art, Language and Culture department from 17 to 30 December at New Delhi.

The Chief Minister said that the present state government was taking innovative initiatives to promote the Pahari culture of Himachal Pradesh and its uniqueness at various national and international platforms. The efforts had been made to design the Himachali caps in new designs and were showcased during his recent visit to Dubai. He said that the government was making efforts to export the Himachali Caps which were being appreciated by investors in Dubai also.

The Chief Minister said that Him Mahotsav would provide an effective platform for artisans and weavers of the state to sell their products and take big orders in the national capital besides expanding their business activities which would go a long way in strengthening their economic condition. He added that as many as 60 stalls had been showcased in the Him Mahatosav and cultural programmes would be presented by the Himachali folk artists which would be an added attraction to the tourists.

He said that this was also a significant opportunity to showcase unique art, culture and cuisine of Himachal Pradesh and promote its unique products, handicrafts as a Brand and get recognition in the country and abroad.

Thakur Sukhvinder Singh Sukhu said that the natural beauty of Himachal Pradesh attracts all and weather in winter was very good as compared to plains.

He welcomed the tourists to enjoy winter especially the last weekend of the year in the state and added that winter carnival will be an added attraction for them.

Speaking on the occasion, Industries Minister Harshvardhan Chauhan said that Him Mahotsav was an attempt to celebrate the art, culture and cuisine of Himachal Pradesh. He said that Himcraft had organised similar events during the International Trade Fair and G20 Summit where the handicrafts, handlooms and cuisine of the state were highly appreciated and registered good sales. He also detailed the activities of the Himcraft and the support being extended by the state government to the artisans and weavers.

Chief Secretary Prabodh Saxena in his welcome address detailed the aims and objectives of the event.

Managing Director Himachal Pradesh State Handicrafts and Handloom Corporation Limited Jatin Lal presented the vote of thanks.

{Punjab’s school education principal secretary misses NCSC hearing}

CHANDIGARH, January 7

Taking severest action against the principal secretary of Punjab’s department of school education for not attending the hearing before the National Commission for Scheduled Castes (NCSC) even after a duly served summon to do so, the court officer of the NCSC issued warrant and ordered Punjab’s Director General of Police (DGP) police to arrest the officer and ensure her presence before the court of Chairman NCSC Vijay Sampla at its headquarters in New Delhi on January 17.

It is pertinent to mention that the Punjab school education principal secretary was summoned for hearing in the matter of appointment of junior and general category principals as the education officer/principals of the year 2010.

In a communication to Punjab DGP, the court officer of NCSC clearly mentioned that a warrant has been issued against Jaspreet Talwar, Principal Secretary, Punjab government’s department of School Education, for not attending the hearing before the Commission on January 2. “NCSC, while exercising power of the Civil Court under Article 338 (8), orders you to arrest and bring her before the commission at 11 am on January 17”, the court officer directed the DGP.

NCSC further asked DGP to return the warrant on or before 17th January at 11 am with an endorsement, certifying the day and the manner in which the orders have been executed, or the reason why it has not been executed.

“Even though Dr BR Ambedkar was well educated and a learned man who could have enjoyed his life, still he decided to live a life in India to eradicate atrocities from society. He was dedicated to providing various rights to people, irrespective of their caste, gender and religion, and also focused on empowering women in the country. He emphasized that if a woman is educated, she can not only change her family but can also contribute to uplifting the society at large”, the National Commission for Scheduled Castes (NCSC) Chairman Vijay Sampla said, while paying tribute to BR Ambedkar on his death anniversary, at an event organized by Indira Gandhi National Open University (IGNOU).

He added, “Besides, BR Ambedkar had also focused on the upliftment of the Dalits so that they could also be considered equal in society. By writing an unbiased and rational Constitution of India, he ensured that every section of the society is treated equally”.

While addressing the youth, NCSC Chairman also emphasized the need to change the education system of India, which only focuses on providing skills to the people but is missing imparting ‘values’ among them.

“The education which youngsters are getting at present provides them enough knowledge about their rights but does not provide them the values and their duties. The people these days know their right to property but do not know their duties towards their family, and society”, Sampla said, adding that even though BR Ambedkar worked in spreading the message of brotherhood, not many are following it.

“A person should know his/her duties towards parents, brothers, sisters or children and ensure peace and harmony among them”, Sampla said.

“Though the school education cannot be easily changed, the college can add subjects for imparting value education to the people. In this, IGNOU could also play a crucial role”, he added.

Chandigarh / New Delhi, September 29

“All Public Sector Banks (PSBs) will begin a special campaign drive from October 2 this year for filling up of the backlog vacancies of scheduled castes”, National Commission for Scheduled Castes (NCSC) Chairman Vijay Sampla said, a day after conducting a review meeting which was jointly chaired by NCSC chairman and the union finance minister Nirmala Sitharaman regarding the performance of Public Sector Banks (PSBs) on credit and other welfare schemes for scheduled castes.

The NCSC chairman and finance minister had reviewed the various measures taken by PSBs in giving credit to persons belonging to the scheduled caste community and their welfare in terms of reservation, backlog vacancies, functioning of welfare and grievances redressal mechanism and other issues.

While addressing the media during a press conference on Thursday, Vijay Sampla said, “The banks will conduct the drive from October 2 to December 31 for filling up the backlog vacancies. Also, the banks have been directed to clear and complete the pending grievances of SCs during this drive, till October 31”.

“The banks’ branches will complete the targets assigned to them, especially the obligations towards the members of the SC community, as per the Stand Up India Programme of the union government. Similarly, with regard to other union government schemes like NRLM, NULM, Mudra, Swabhiman and Awas Yojana, banks should set a target to achieve the percentage earmarked for SC beneficiaries”, Sampla added.

Vijay Sampla further added, “The banks will send a report on reservation policy, with regard to recruitments and coverage of SC beneficiaries in all the schemes, and submit the progress of all the schemes to the NCSC, twice every year. Also, banks have been asked to make physical presentations before the NCSC during the period April 14-April 30 (Birthday of Dr. B.R. Ambedkar) every year; and send a report in the second fortnight of October of each year”.

The banks were also directed to give minimum wages to all the outsourced employees and submit the report regarding this to DFS and NCSC. The banks will review the data of all the loans that were approved but not disbursed, and analyze the gap.

“It was found that there are a lot of cases in SC-VCF (Scheduled Caste Venture Capital Fund) where accounts have become NPA. Banks were directed to examine the backward forward linkages at the time of sanctioning of loan. Banks may take services of advisors/ consultants to help the SC entrepreneurs for project appraisal before sanctioning of loan and to ensure the proper implementation of projects”, Sampla mentioned.

Bankers should ensure that every eligible Scheduled Caste person applying under the Credit Enhancement Guarantee Scheme for Scheduled Castes or other such schemes gets the benefit thereof, concluded Sampla.

AAP National Convenor and Delhi CM Shri Arvind Kejriwal said, “Everyone I met during my tour of Gujarat, be it traders, lawyers or farmers, have complained about rampant corruption in Gujarat. No work in the government offices gets processed without bribery. The entire system is rotting, from top to bottom. From a small worker to the top notch officials, everyone has been mired with serious corruption allegations. If someone raises a voice against them, it takes no time for these people to threaten the people. They threaten the traders and industrialists with bogus raids and to shut down their business. There is so much hooliganism and corruption in Gujarat.”

He added, “The AAP guarantees that if we come to power, we will give corruption-free and fear-free administration to the people of Gujarat. There are five points in the much-needed guarantee. Firstly, we will not let our CM, our ministers, MP and MLAs of any party or the officers indulge in corruption. They will not dare to misuse their powers. If someone commits a scam, they will be straightaway sent to prison, be it if they are one of our own. We have already done this in Punjab. Never in the 75 years of independence has a government sent its own minister to prison because he was found to be asking for bribes from someone. We will ensure that every single penny of tax collected from the people will be sent on them. No one will be able to gobble any money. These people have misappropriated taxpayers’ money and deposited it into Swiss Banks. They have distributed the money among their billionaire friends. This will be stopped. The entire money will be spent on 6 crore people of Gujarat. We also guarantee that each and every work of the citizens of Gujarat which needs to be done by any government office will be done without any bribery. No one needs to pay any bribe to any department or officer.”

 

He continued, “In fact, you need not go to a government office in the first place. We will create a system through which the government workers will come to your doorstep and get the work done. This will eliminate the malpractice of bribery or involvement of middlemen. We have already achieved this in Delhi and Punjab. We have started ‘doorstep delivery of services’ in Delhi under which we have issued a phone number 1076. Citizens can give a phone call on this number and tell the type of service they want, be it getting a ration card or getting water communication. Citizens also tell the time of their choice when they will be available to receive the service of the government workers. We will implement the same system in Gujarat.”

 

The AAP National Convenor said, “Thirdly, we will put an end to all the illicit trade run by the Ministers, politicians or officers in Gujarat. Spurious liquor is being sold In Gujarat. Who has patronized this trade? It is the people who are in power. Drugs are also being imported into Gujarat in huge quantities and they also have the protection of people in power. Fourthly, we will curb the problem of exam papers getting leaked. So many papers have been leaked in the past 10 years and yet, these people have already closed the matters. We will reopen those matters. All the masterminds behind this malpractice, even if they are in the government or they belong to any political party, will be imprisoned. No one will be spared.”

 

He concluded, “Fifth, whenever I come to Gujarat, people give me information about a fresh case of scam each time. Every single day, a new scam gets unearthed. We will investigate all the scams and recover all the money. It was taxpayers’ hard earned money. We will spend that money to build schools, hospitals, roads and to provide you with electricity and water. Gujarat will have an administration which is free of fear. No one needs to be scared anymore. BJP’s days in power are over. Elections are due in two months. ‘BJP jaa rahi hai, AAP aa rahi hai’.”

In his complaint submitted to the police, Manjinder Singh Sirsa disclose that today May 21 is death anniversary of Former Prime Minister Rajiv Gandhi who is also knows for his hatred against Sikh community. He said that on this day Congress MP Adhir Ranjan Chaudhary tweeted a tweet in the morning in which he reiterated stand of Rajiv Gandhi on death of Indira Gandhi that when big tree falls, earth shakens. He said that this remark of Rajiv Gandhi had incited people against Sikh community as a result of which thousands of Sikhs were massacred in Delhi and other parts of the country.

Sirsa said that reiterating same stand of Rajiv Gandhi on his death anniversary amounts to spreading hatred and hurting the sentiments of Sikh community.

He further disclosed that in Twitter image in the matter of the accused person, has intentionally done which is not only threatening, unacceptable, hatred spreading but has also caused resentment in the Sikh community as it has sprinkled salt on the wounds of the Sikh community.

He urged Delhi Police to immediately  register a case against Adhir Ranjan Chowdhury for hurting the sentiments of Sikh community under section 295A of IPC and other appropriate sections so that no one dares to do such act in future.

Responding to Chief Minister Captain Amarinder Singh’s urgent request for more vaccine supplies in view of the forthcoming festival season and the 26 lakh cases of people overdue for second Covishield shot, Union Health & Family Welfare Minister on Wednesday ordered immediate increase in Punjab’s allocation by 25%.

The Chief Minister had, during a meeting with the Union Minister, sought supply of 55 lac doses of Covid vaccine on priority for his state. Mandaviya assured the Chief Minister of all help in this regard and said that while supplies would ease from next month, he would fulfill the state’s requirement by Oct 31 and ordered the department to immediately increase Punjab’s allocation to meet its urgent requirement.

The Chief Minister said with sufficient supplies, the state government could arrange to vaccinate 5-7 lakh people daily.

He pointed out that allocation of vaccine for Punjab for the month of August currently stood at only 20,47,060 doses of Covishield, while around 26 lac doses of this were required just for those whose second dose was overdue. 

Citing data, the Chief Minister said Punjab has relatively very less allocation of vaccines (and hence very low per capita vaccination) as compared to the other states, and needs to be increase to cover more population and catch up with the others. He urged the Minister to ensure immediate supplies of both Covishield and Covaxin.

As of August 7, 2021, Haryana’s per capita vaccination stands at 35.2, Delhi’s at 39.4, J&K’s at 43.7, Himachal Pradesh’s at 62.0 and Rajasthan’s at 35.1, as against 27.1 for Punjab. The Chief Minister observed that Punjab has, till 7th August, received only 1,00,73,821 doses, as against Haryana (1,27,94,804), Delhi (1,06,79,728), J&K (66,90,063), Himachal Pradesh (55,51,177) and Rajasthan (34,954,868).

The Chief Minister further sought access for the state to the COWIN portal for analytical purposes.

Captain Amarinder also urged Mandaviya to considerably favourably Punjab’s request for setting up a Bulk Drug Park at Bathinda in response to the Department of Pharmaceuticals, Ministry of Chemical and Fertilizers. The state government had applied in October 2020 to set up the park over 1320-acre land at Bathinda, with the Council of Ministers approving attractive incentives for the same, he pointed out, adding that all conditions of the Union Ministry had been

The proposed incentives include: Power @ Rs 2 per unit, CETP Charges @ Rs 50/KL, Water @ Re 1/KL, Steam @ 50 paise/Kg Solid Waste Treatment @ Rs. 1/Kg, Warehouse Charges @ Rs. 2/sq. Feet and Annual Park Maintenance at Rs. 1/sq. m. In addition, the incentives available under State’s Industrial & Business Development Policy will also be applicable, said the Chief Minister.

During the meeting with the Union Minister, who holds additional portfolio of Chemicals & Fertilizers, the Chief Minister also reiterated his government’s demand for enhanced allocation of DAP stocks to Punjab, as per the revised demand by the State. Suppliers should be directed to ensure that adequate supplies are given as per schedule, he told the minister, reiterating the points he had raised yesterday in this regard during his meeting with Union Home Minister Amit Shah.

The timely availability of DAP would greatly help in reducing panic buying and black marketing, which would bring a bad name to both the State and the Central Governments, the Chief Minister emphasized.

Increase in the cost of phosphatic fertilizers subsumed by the Government of India into the subsidy only till October 31, 2021, would cause firming up of DAP prices in the international market, he pointed out, adding that, coupled with the uncertainty about the extent of subsidy, this was leading to apprehension of a likely shortfall of DAP in the ensuing Rabi season. Punjab requires 5.5 Lakh MT of DAP for the forthcoming Rabi season. About 50% of the total requirement is supplied through cooperative societies in the state. Since the consumption of DAP is mostly limited to a short period from the last week of October to the third week of November, when about 80% of the area under wheat is sown, it was necessary to preposition DAP in different parts of the State by the middle of October to avoid any last-minute shortage and resultant delay in sowing, stressed Captain Amarinder.

Punjab Cooperation Minister S. Sukhjinder Singh Randhawa on Thursday urged the Union Fertilizers Minister Mr. Mansukh Mandviya for immediate allocation of 2.5 Lac MTs of DAP for the month of August.

 

S. Randhawa called on the Union Fertilizers Minister in his office at Nirmaan Bhawan, New Delhi this morning in this regard so as to ensure uninterrupted supply of DAP to the farmers as per their requirement during ongoing Kharif season.

 

Responding to the issue raised by S. Randhawa, Mr. Mandviya assured him that his Ministry would make all out arrangements in advance for adequate allocations of fertilizers so that farmers are not put to any sort of hardship due to its scarcity. The Union Minister also mentioned that his ministry was committed to ensure requisite and timely supply of DAP to all states across the country adding he assured to move required quantities of DAP also well in time in Punjab.

 Thanking the Union Minister, S. Randhawa presented a hamper of products of Markfed and Milkfed as a token of gratitude.

 S. Randhawa was accompanied by MP Dr. Amar Singh, Registrar Cooperative Societies Mr. Vikas Garg, MD Markfed Mr. Varun Roojam besides OSD (F) Markfed Mr. Gagan Walia.

National Commission for Schedule Caste (NCSC) took strong notice on the creation of fake email ID of NCSC’s Chairman Vijay Sampla and asked the Special Commissioner of Police, Crime Branch, Delhi, to investigate the matter at the earliest.

As per information, an unidentified man has created a fake Gmail account in the name of Vijay Sampla, Chairman, NCSC, and is sending fake emails to the Commission members, using the email address: ceoboss120@gmail.com. Many officials thought that the emails are being sent by the Chairman himself but this email ID does not belong to Vijay Sampla.

The Commission, on the orders of its Chairman Vijay Sampla ordered the police to investigation the serious matter of ‘fake email ID’ so that the culprits are apprehended and the matter is resolved at the earliest.

According the India Meteorological Department (IMD) weather bulletin issued here today the Southwest Monsoon has further advanced into remaining parts of the country including Delhi, remaining parts of Uttar Pradesh,Punjab, Haryana and Rajasthan. Thus, the Southwest Monsoon has covered entirecountryon13th July,against the normal date of 08th July.

he continued prevalence of moist easterly winds from the Bay of Bengal in the lower levels for the last four days resulted in enhanced cloud cover and scattered to fairlywide spread rainfall.

The monsoon advanced over Delhi, thus occurred on 13th July against the normal dateof 27th June.

The dates of advance of monsoon over the country and Delhi against their normal date in recent years are shown intable1.

Rainfall recorded (from 0830 hours IST of 12.07.2021 to 0830 hours IST of 13.07.2021) (in cm),over areas where Monsoon advanced today is as follows:

Safdarjung-2.5, Ayanagar-1.3, Palam-2.4, CHO Lodi Road-0.9, Ridge-1.0, Gurgram-5.1, Faridabad-2.8, Panipath-1.0, Rohtak-2.2, Hisar-3.3, Fatehabad-3.0, Jaisalmer-7.7,Bikaner-6.8, Churu-9.0.
