In MP, about 40 lakh Ladli Laxmis have been made so far under the Ladli Laxmi Yojana, which was started from the year 2007 to make daughters self-dependent along with providing security to them. The state government has not only made all these Ladli Laxmis lakhpatis, but the responsibility of their education, health and higher education is also being fulfilled. The biggest benefit of the scheme is that now a girl child born in the state is considered a boon and not a curse.

It has been decided to expand Ladli Laxmi Yojna, born out of sensitive thinking of Chief Minister Shri Shivraj Singh Chouhan towards the daughters. Chief Minister Shri Chouhan says that every daughter of the state should be educated, her health should be better and she should feel self-dependent. The participation of the daughters of the state will also be ensured in the fulfillment of the goal of self-reliant Madhya Pradesh. From the birth of the daughter till her complete education and marriage, the responsibility is being taken up through Ladli Laxmi Yojana. On one hand, this scheme has given protection as guardian to the daughters of the state, on the other hand it has also changed the thinking of the society towards daughters. There was a time when the whole family used to get disappointed on the birth of a daughter. With the implementation of Ladli Laxmi Yojana, now families celebrate the birth of a daughter. Due to this change in the society towards daughters, the sex ratio of male and female has also improved in the state.

Chief Minister Shri Chouhan believes that empowerment of women is necessary for the empowerment of the society. A daughter born today could play her role in empowering the society, state and nation tomorrow. That’s what we are trying to do. Ladli Laxmi Yojana, the experiment of making the daughter strong and making her self-dependent, has been successful in Madhya Pradesh. As much as this scheme has been appreciated in the state, the scheme has been appreciated and adopted in other states also. New provisions are constantly being added to make the scheme more effective. The state government will now give 25 thousand rupees to the girls who passes 12th on taking admission in graduation. Along with this, the government will bear the cost of every ladli who gets admission in engineering and medical.

In a meeting of the Cabinet held at Mantralaya under the chairmanship of Chief Minister Shri Shivraj Singh Chouhan, decision was taken regarding withdrawing the work of management of 7 nutritional food plants of the state from M.P Agro Industries Development Corporation Ltd. and handing it over to the federations of women self-help groups formed under Madhya Pradesh State Livelihood Forum. The order regarding the decision passed in the Cabinet will be issued by the Panchayat and Rural Development Department.   

It may be noted that in March 2018, the Madhya Pradesh government had taken the decision to set up 7 THR plants in the state’s Anganwadis for pregnant / lactating mothers, children of 6 months to 3 years of age and adolescent girls by federations of self-help groups. In view of the above decision, plants were set up at Dewas, Dhar, Hoshangabad, Mandla, Sagar, Shivpuri and Rewa. Ready to eat take home ration (THR) is being provided from all these plants (except the districts of Bhopal division) in all other districts of the state. THR production and delivery work was entrusted to confederations of women self-help groups formed by the State Livelihood Forum. Many women self-help groups and their federations are associated with the plants. Along with providing direct employment in the necessary works of the plants, their participation in the dividend of the plants has also been ensured.

Director, Skill Development Shri Jitendra Singh Raje has informed that a special apprenticeship drive is being organised by Trident Limited Budhni for women trainees at ITI Bhopal on September 30. Shri Raje informed that a special drive will be conducted by Trident Group at ITI Bhopal from 10 am for the recruitment of 30 apprentice posts. In this, women candidates who have passed ITI and skill certificate holders in Dress Making, Sewing Technology (Cutting and Tailoring), Fashion Design and Technology Trade (PMKY/DDUGKY/MMKSY/MMKY/YSY) etc. can participate.

In the special apprenticeship drive, age of applicants should be between minimum 18 years and maximum 27 years. Applicants will be selected through interview. Director Shri Jitendra Singh Raje informed that it will be mandatory for everyone to follow the Covid-19 safety standards during the apprenticeship drive. He said that the successful applicants would get Rs. 10 thousand 400 per month stipend, free accommodation, medical and other facilities. Covid 19 vaccination of pregnant mothers of the state

Corona Virus vaccination of pregnant mothers in the state will start from July 23. Public Health and Family Welfare Minister Dr. Prabhuram Choudhary informed that from Friday, July 23rd, the Corona vaccine would be provided to pregnant mothers at all government medical colleges, all district hospitals, civil hospitals and community health centres in the state. He said that it would start at 9 in the morning and vaccination would be done till 4 in the evening. There will be provision for additional vaccination room, checking room, waiting room, supervision by the medical officer at the vaccination centres of pregnant mothers.

Health Minister Dr. Choudhary told that Covid vaccination can be administered to pregnant women at any time during pregnancy. The Covid vaccination of pregnant women will be done through “on-site registration”. The Covid vaccination of pregnant women will be done on regular vaccination days (Tuesday and Friday) in ANC clinics run at the government health institutions. For this, three rooms and other arrangements have been ensured near the ANC clinic as per the SOP of the Government of India. He said that the pregnant women coming to government health institutions on other days can also be vaccinated against Covid. Health Minister Dr. Choudhary informed that the telecaller of Suman Help Desk would contact the women who got vaccinated for 20 days and obtain health related information. DHO-1/DIO will be informed if there are signs of danger. Adverse symptoms can occur up to 20 days after the Covid vaccination, arrangements have been made for their quick monitoring and management. Health Minister Dr. Choudhary said that health department team have been instructed to compulsorily follow the guidelines issued after vaccination to avoid the risk of any side effects.

CM Shri Shivraj Singh Chouhan said that the Covid vaccine is a very powerful and effective way to prevent Corona Virus. So far more than 2.5 crore people have been vaccinated in the state. We have decided that now pregnant women and their unborn child should be provided with the protective shield of the vaccine while the vaccination campaign is on. For this, the Covid vaccination session will start in the state from July 23. CM Shri Chouhan informed in a tweet that Covid vaccination is a strong protective shield for pregnant women and their unborn child. State level vaccination is being started to protect pregnant women from getting Corona infected and to increase their immunity. In this special campaign starting from July 23, Chief Minister Shri Chouhan has appealed to all sections to be active in providing security cover to pregnant women just as people had shown enthusiasm for vaccination in the past so that 100 percent target can be gotten on time.

CM Shri Shivraj Singh Chouhan has said that the parts which depict women as inferior in educational courses should be removed immediately. The work of auditing the courses and making them gender neutral should be completed on priority. Along with this, a sense of equality is also important in the terminology used for the designation of women officers employees. In place of female teacher, female principal, similar terminology for men and women like teacher, principal etc should be used.

CM Shri Shivraj Singh Chouhan has said that those who commit crimes against women and children in the state should get strict punishment, for this, the government’s side should be kept firmly in the courts in such cases.

CM Shri Chouhan informed that 5205 girls who were abducted in the state in the last 6 months have been brought back which is 60.8% of the total 8566 girls abducted. He instructed that every girl child should be found and brought to her house safely.

CM Shri Chouhan was checking on the action taken in the cases of crimes against women and children and domestic violence in the state at Mantralaya. Home Minister Dr. Narottam Mishra, Chief Secretary Shri Iqbal Singh Bains, Director General of Police Shri Vivek Johri, Additional Chief Secretary Home Shri Rajesh Rajora and others were present in the meeting. It was told that in 18 cases of crimes against women in the state, the death sentences given by the courts have been kept unchanged by the High Court. Now the matter is in the Supreme Court. Chief Minister Shri Chouhan directed that the government’s side should be kept firmly in the cases in the Supreme Court.

Two districts of the state, Morena and Vidisha have been selected by the Central Government for the operation of Mahila Police Volunteer Scheme. Under the scheme, a woman police volunteer will be appointed in every village, ward, who will help in taking action against crimes against women. She will be given an honorarium of Rs 1000 per month. The decision to change the name of the Women’s Crime Branch of the police to Women’s Security Wing was also taken in the meeting. Urja Mahila Help Desk is being operated in 700 police stations of the state to help women. Through these, relief and assistance is being provided to women in cases of crimes against women. Necessary counselling is also being done in cases of domestic harassment. CM Shri Chouhan said that unemployment is also one of the reasons for crimes. Every month employment campaign should be conducted in every district in the state, through which maximum number of youth should be provided employment. CM Shri Chouhan directed that the vacant posts in the police department should be filled soon. Director General of Police Shri Johri informed that 18 thousand posts of police jawans are vacant in the state, whose recruitment process will  start soon.

Union Minister of State (Independent Charge) Development of North Eastern Region (DoNER), MoS PMO, Personnel, Public Grievances, Pensions, Atomic Energy and Space, Dr. Jitendra Singh said here today that New Northeast is destined to play a leading role in New India. Speaking on ‘Sustainable Livelihoods:  Investing in Women for a New India” at the 37th Annual Session organised online by Federation of Indian Chambers of Commerce & Industry (FICCI)-FLO here Dr. Jitendra Singh said, Northeast has had a rich tradition of women entrepreneurship and always took a lead as far as the women Self Help Groups (SHGs) are concerned. He recalled that it was way back in 1950s, only a few years after India’s independence, that the State of Assam had its first ever Mahila Mandal established, which actually paved the way for other States to follow.  Today, different North Eastern States have several vibrant women groups like the ‘Naga Mother Association’, which are contributing to the cause of livelihood as well as economic empowerment.

The North Eastern Region, said Dr. Jitendra Singh, has been traditionally known for highly emancipated women society and the women folk there are not only enterprising but at the same time also innovative and visionary in their approach.  He said, the region is a home for knitting, weaving & handicrafts and the most distinct example of this came forth during the early weeks of COVID pandemic when there was a demand for face-masks from all parts of the country except the North Eastern region because the women Self Help Groups could readily make available face-masks not only in sufficient numbers and quantity but also in varied and fanciful designs to match with the attire worn.

The Modi government, said Dr. Jitendra Singh, is giving special impetus to entrepreneurship in Northeast and a big headway has been sought to be made in the area of bamboo trade and commerce.  He called upon women organisations like FICCI-FLO to come forward and contribute to promote women entrepreneurship in Bamboo industry.  He said, with Prime Minister Narendra Modi’s personal intervention, the 100 years old Indian Forest Act had been amended to exempt the home grown Bamboo from it and Import Duty on Bamboo products has been hiked in order to promote domestic bamboo products.

Dr. Jitendra Singh said, Prime Minister Modi described Northeast as the New Engine of India.  In the post COVID era, he said, the unexplored resource potential of Northeast is going to play a crucial role in the country’s economy.  He expressed confidence that just as Northeast today has emerged as a role model for the rest of India, Northeast women are going to be a role model for their women counterparts in other parts of India.

Also the provision of Permanent Commission to Women Officers in Judge Advocate General and Army Education Corps, the Government of India has recently announced grant of Permanent Commission to Women Officers in all other Arms/ Services in which they are eligible for commission.  Further, the Government of India has sanctioned 1700 women in Military Police Corps in a phased manner. IAF has done various induction publicity measures to encourage youth including women to join IAF.  Modules like direct contact programme, print and electronic media is extensively used to create awareness about IAF and educate students about various mode of entries. Approval to induct women in the Indian Navy was initially accorded in 1991 for a period of five years in the Education Branch, Logistics and


Law Cadre of the Executive Branch.  Since then, avenues for employment of Women Officers in the Navy have steadily expanded.  Women induction commenced in various Branches/ Cadres/Specialisations viz. Air Traffic Controller (ATC) in 1993, Naval Constructor Cadre in 2001, Observers in 2008, Pilot and Naval Armament Inspectorate (NAI) Cadre in 2017, Sports and Musician Cadres and lateral induction into Provost Specialisation in 2019. The total avenues presently available to Women Officers are 11 in various Branches/Cadres/ Specialisations.  Further, consequent to Hon’ble Supreme Court’s Order dated 17th March, 2020, Women Officers in the Indian Navy are eligible for consideration for grant of Permanent Commission in ten out of eleven avenues open to them.  Accordingly in December 2020, 40 SSC Women Officers have been granted Permanent Commission.  It is done In addition to the nine Women Officers who were granted Permanent Commission prior to the Hon’ble Supreme Court’s Order in the Cadres/Branches.

Women Safety measures Under Nirbhaya Fund

The Government has set up a dedicated fund Nirbhaya Fund, which can be used for projects specifically designed for better safety and security of women. It is a nonlapsable corpus fund, being administered by Department of Economic Affairs (DEA), Ministry of Finance. As per the guidelines, the responsibility of Ministry of Women and Child Development includes (i) nodal Ministry to recommend proposals and schemes to be funded under Nirbhaya Fund and (ii) to check and monitor the progress of sanctioned schemes/ projects in conjunction with the line Ministries/Departments. Under Nirbhaya Fund, schemes/ projects worth Rs. 9288.45 Cr. have been appraised till date. An amount of Rs.5712.85 crore has been allocated and an amount of Rs.3544.06 crore has been given by the concerned Ministries/ Departments. As per the Framework for Nirbhya Fund (available at https://wcd.nic.in/sites/default/files/Approved%20framework%20for%20Nirbhaya%20Fund_0.pdf), DEA is the nodal Ministry for any accretion into and withdrawal from the corpus. Budget allocations against approved projects are made in the budget of the respective Ministries/ Departments through Demands or Supplementary Demands for Grants. The salient features of Nirbhaya Fund like project contours, procedure for submitting proposals, procedure for processing proposals, funding pattern etc. is indicated in the aforesaid framework. Funding to Non Governmental Orgnisations is not envisaged under the framework. An Empowered Committee of Officers constituted under Nirbhaya Fund appraises and recommends the proposals for funding under Nirbhaya Fund and also reviews the status of implementation from time to time in conjunction with the concerned Ministries/ Departments/ Implementing Agencies. After appraisal by the EC, the concerned Ministry/ Department get / obtain approval of the Competent Financial Authority (CFA) to release the funds out of their respective budget and implement the project /scheme directly or through States/UTs / Implementing Agencies. Further, the monitoring and reporting mechanism is followed by the State/ UT Governments/ Implementing Agencies at their level as a part of the respective proposal.
