Announcement of Holiday in 6 Districts of Punjab under Negotiable Instrument Act

Chandigarh, April 6, 2024

In light of the upcoming Lok Sabha Elections-2024, a special holiday has been declared for voters of Haryana who are employed in Punjab, allowing to cast their vote in their state on May 25, 2024.

The official spokesperson informed that if any government officials/employees working in Punjab’s government offices, boards/corporations and educational institutions, who are registered voters of Haryana, are eligible for special leave on May 25, 2024 (Saturday), upon presentation of their voter card. This leave will not be deducted from their leave balance.

He further apprised that, in accordance with Section 135B(1) of the Representation of People Act 1951, voters from Haryana employed in any industrial establishment, business, trade or other establishments in Punjab will also receive a paid holiday on May 25, 2024, to enable them to participate in the electoral process.

Additionally, a local holiday will be observed on May 25 in government offices/boards/corporations/educational institutions situated in the districts of Sri Muktsar Sahib, Bathinda, Mansa, Sangrur, Patiala, and Sahibzada Ajit Singh Nagar. This holiday will also be recognized under the Negotiable Instruments Act-1881. A notification to this effect has been issued by the Punjab government.

On lines of now-scrapped Delhi Excise Policy, Aam Aadmi Party-led Punjab government with the devious motive to illegally benefit a select few had come up with the Punjab Excise Policy. With the Enforcement Directorate arresting Delhi Chief Minister Arvind Kejriwal for his role in orchestrating massive corruption through Delhi Excise Policy, Punjab president of Bhartiya Janata Party, Sunil Jakhar, requested chief electoral officer of Punjab to order a detailed investigation by ED to unearth mountain of corruption sponsored and patented by Bhagwant Mann dispensation.

The BJP delegation, led by Sunil Jakhar, submitted a memorandum to Sibin C, Chief Electoral Officer of Punjab, and demanded ED probe into planned corruption in Punjab Excise Policy. Those present in the delegation include—union minister Som Prakash, Former Union Minister Vijay Sampla, Former State Presidents Ashwani Sharma and Manoranjan Kalia, General Secretary of Punjab BJP Parminder Brar, MLA Jangi Lal Mahajan, National Executive Member Sardar Harjit Singh Grewal, State Convenor Legal Cell NK Verma, State Convenor of Cells Ranjan Kamra, State Media Incharge Vineet Joshi and Senior BJP Leader Bibi Amanjot Ramoowalia.

In the memorandum, Jakhar said, “The need and salience of this probe assumes enhanced significance in the backdrop of recent developments with Constitutional Courts of the country not only refusing to bail applications of already arrested Delhi Deputy Chief Minister Manish Sisodia, Cabinet Minister Satyender Jain and AAP MP Sanjay Singh, but also registering strong observations against the Delhi CM while acknowledging the prima facie establishment of kickbacks and money trail in the Delhi Excise Policy.”

“In Punjab, where Bhagwant Mann-led government acted at the behest of its Delhi masters now behind bars to allow official plunder of Punjab’s resources; and there is an apprehension that Punjab has lost at least Rs. 1000 crore in revenue due to this favouritism and illegality perpetrated through Punjab Excise Policy. The fact that one such company whose proprietor is behind bars already for receiving illegal benefits under Delhi Excise Policy was handpicked and awarded 40% share in Punjab Liquor trade after the inception of AAP government in the state might just be the tip of the iceberg as far as blatant connivance of Bhagwant Mann-led government in appropriating the liquor trade in Punjab is concerned.”

“The probe, will not only unearth corruption by AAP in Punjab but also would be a step to ensure an end to further eroding of Punjab’s taxpayers’ money at the hands of this regime, Jakhar said, adding that officers of Punjab Excise Department had been coerced to sign on the dotted line by State AAP leadership at the behest of their Delhi masters.

Jakhar urged the Commission to also direct ED to safeguard those officers and bring out truth to ensure justice to the people of Punjab. “Some of those officers have already faced questioning and the ED probe must take it to its logical conclusion.”

“It is also a genuine apprehension that black money so received by AAP through kickbacks will be put to use to influence voters during ensuing Lok Sabha Elections. Moreover, under patronage of AAP leadership in Punjab, liquor barons already behind bars and gangsters in jails have been running the liquor mafia with impunity”, the memorandum further read.

To ensure elections in Punjab take place under a free and fair environment, Jakhar requested CEO to direct ED to probe smuggling of liquor from Punjab being facilitated by the state government at a huge cost to state exchequer and public health. The ongoing reports of human tragedy in Sangrur constituency – from where both the CM Bhagwant Mann and FM Harpal Cheema represent the people in Vidhan Sabha, due to spurious liquor begs for immediate action.

“By acting swifty, the ED probe must seize evidence of collusion of state government to inflict financial loot of Punjab and bring the guilty to book like the Central Agency has done in Delhi Excise Scandal”, Jakhar concluded.

The Department of Uro-Oncology and Robotic Surgery, Fortis Hospital Mohali, has successfully treated multiple patients suffering from complex urological cancers via the world’s most advanced 4th Generation Robot – Da Vinci Xi.

Dr Dharmender Aggarwal, Consultant,Uro-Oncology and Robotic Surgery at Fortis Hospital Mohali, hastreated twosuch patients through robot-aided surgeries.

In the first case, a 78-year-old Patient had been experiencing blood in his urine (hematuria) along with intermittent abdominal pain. A CT scan revealed a large tumour (7cm) in his urinary bladder, which was invading into its muscles. The Patientsubsequently underwent a re-section of the bladder tumour at another hospital. However, after his condition failed to improve, he approached Dr Aggarwal at Fortis Mohali. Following a medical examination, the team of doctors led by Dr Aggarwal performed Robot-assisted Radical Cystectomy, wherein the entire bladder and nearby lymph nodes were extracted.

During the robot-aided surgery, the Patient’s entire urinary bladder was removed, ureters were joined to a segment of the small bowel, and a new channel was created to pass urine in the Stoma Bag.Despite the Patienthaving pre-existing cardiacand renal issues, the surgery was successful and the Patient started walking after 10 hours of the procedure. He was discharged five days later on 20thDecember, 2023. He has recovered fully and is leading a cancer-free life today.

In another case, a 22-year-old Patienthad been experiencing blood in his urine (hematuria) along with abdominal pain. His CT scan revealed a large renal mass (7 cm) in his left kidney. The Patient was advised to undergo a surgery for removal of the entire left kidney. As his health deteriorated, he approached Dr Aggarwalat Fortis Mohali. The case was also complex as the renal lesion was 7 cm in size and had not only invaded more than half of his kidney, but was also closely attached to major blood vessels. Any delay in medical intervention would have caused the tumour to grow in size and impact the other organs.

Dr Aggarwal performed Robot-aided Partial Nephrectomy (removing part of the kidney to treat a disease) on 21stNovember, 2023. The tumour was not only removed completely, but the large kidney lesion was extracted and the remaining kidney was saved. The Patient had a smooth, post-operative recovery and started walking within eight hours of the surgery. He was discharged on the third day.

Discussing the cases, Dr Aggarwal, said, “Compared to the usual stay of 12-14 days in an open surgery, Robot-aided surgery allows a patient to walk on the same day of the procedure. Experiencing blood in urine is not a good sign and often points towards a more serious problem. With the help of newer technologies, we are now able to remove thetumouronly and save the kidney. Robot-aided surgery is the latest form of minimal invasive surgery and provides a 3D view of the operative field via a special camera inserted into the body of the patient. Parts of the body which are difficult to reach with the human hand can be accessed through robot-assisted arms that can rotate 360 degrees.”

Dr Dharmender Aggarwal has undergone training in complex cancer surgeries and Robot-aided Surgery from London, and has performed more than 550 robotic surgeries cases till now.

The Aam Aadmi Party (AAP) welcomed the Supreme Court’s decision on the Chandigarh Mayor election’s case. The party thanked the Supreme Court for giving this historic decision declaring its candidate Kuldeep Kumar as Mayor and said that this decision has truly marked the victory of democracy.

On Tuesday, AAP Chandigarh co-in-charge Dr Sunny Ahluwalia held a joint press conference with Chandigarh Congress President HS Lucky and new AAP Mayor Kuldeep Kumar at the Chandigarh party headquarters.

Addressing the media, Dr. Ahluwalia said that the Bharatiya Janata Party tried every trick to make their mayor in Chandigarh. They tried every trick in their book, but the Supreme Court thwarted their evil intentions.

He said that the BJP did not even want the mayor’s election because they knew that Congress and Aam Aadmi Party had 20 councilors and they had only 15. After many obstacles the election was finally scheduled for the 18th January. Then just before the election their presiding officer fell ill and the election was postponed indefinitely.

Then we had to go to the High Court for the election. The High Court fixed the 30th January as election date, but the BJP had hatched a conspiracy to rig the elections. Anil Masih, the presiding officer appointed by BJP, deliberately cancelled our eight votes and declared the BJP’s mayor candidate victorious. But today the Supreme Court has done justice. This decision of the court is going to strengthen our democracy.

Ahluwalia accused former BJP mayor Asha Jaiswal of horse trading.* He said that Asha Jaiswal tried to buy our councilor Damanpreet Singh. Ahluwalia also showed the media the video in which Asha Jaiswal was giving financial inducement to Damanpreet to join the BJP. Ahluwalia said that Asha Jaiswal also got her son to talk to Damanpreet Singh and said that she will fix his meeting with the national level leader of BJP.

The Prime Minister, Shri Narendra Modi inaugurated, dedicated to the nation and laid the foundation stone of multiple development projects worth more than Rs 9750 crores in Rewari, Haryana today. The projects cater to several important sectors concerning urban transport, health, rail and tourism. Shri Modi also took a walkthrough of the exhibitions showcased on the occasion.

Addressing the gathering, the Prime Minister paid tributes to the land of the bravehearts Rewari and underlined the affection of the people of the region for him. He recalled his first programme as PM candidate in 2013 in Rewari and remembered the good wishes of the people. The Prime Minister said that the blessings of the people are a huge asset for him. He credited the blessings of the people to India soaring to new heights in the world. Talking about his visit to UAE and Qatar, the Prime Minister credited the people of India for the honor and goodwill that India enjoys on the global stage. Similarly, he said that the G20, Chandrayaan, and the rise of the Indian economy from 11th to 5th place, were great successes due to the support of the public. He sought people’s blessings for making India the 3rd largest economy in the world in the coming years.

The Prime Minister said that the development of Haryana is necessary for the nation to become Viksit Bharat. He mentioned dedicating to the nation and laying the foundation stone of multiple development projects today worth about Rs 10,000 crores for the modernization of roadways and railway networks along with well-equipped hospitals for the development of Haryana. Listing out the development projects, the Prime Minister mentioned AIIMS Rewari, Gurugram Metro, several rail lines and new trains along with the experiential museum – Anubhav Kendra Jyotisar. Throwing light on Anubhav Kendra Jyotisar, the Prime Minister said that it will introduce the world to the lessons by Lord Shri Krishna in Bhagavad Gita as well as highlight the contributions of the glorious land of Haryana in Indian culture. He congratulated the people of Haryana for the development projects of today.

Talking about the national and even global buzz about ‘Modi’s Guarantee’, PM Modi said that Rewari is the first witness of ‘Modi’s Guarantee’. He recalled guarantees that he furnished here about the prestige of the country and Shri Ram Temple in Ayodhya Dham which have seen the light of the Day. Similarly, Article 370 was abrogated as per the guarantee given by the PM Modi. “Today women, backwards, dalits, tribals are getting their rights in Jammu and Kashmir”, he added.

The Prime Minister recalled accomplishing the guarantee of ‘One Rank One Pension’ to ex-servicemen here in Rewari and informed about providing about Rs 1 lakh crores so far, where many ex-servicemen from Haryana have reaped its benefits. In Rewari, the Prime Minister informed that beneficiaries of OROP have received more than Rs 600 crores so far. He also pointed out that the previous government had earmarked a budget of Rs 500 crores for OROP which is less than the amount received by the families of the servicemen in Rewari alone.

Guarantee of establishment of AIIMS at Rewari was similarly fulfilled with today’s foundation stone laying. The Prime Minister assured that he will also inaugurate Rewari AIIMS. He said this will ensure better treatment and opportunity to become a doctor for the local citizens. Noting that Rewari AIIMS is the 22nd AIIMS, PM Modi informed that 15 new AIIMS have been sanctioned in the last 10 years. More than 300 medical colleges came into being in the last 10 years. In Haryana too, work is going on to ensure at least one medical college in every district.

The Prime Minister drew the comparison between the good and bad governance of the present and the past governments and highlighted the presence of double-engine government in Haryana for the past 10 years. He informed that the state stands at the top when it comes to abiding by policies formulated by the central government for the welfare of the poor. He touched upon Haryana’s growth in the agricultural sector and the state’s expansion of industries. He also highlighted the fast-paced development of South Haryana which lagged for decades, be it road, rail or metro services. PM Modi informed that the first phase of Delhi-Dausa-Lalsot section of the Delhi-Mumbai Expressway has already been inaugurated, while adding that the Delhi-Mumbai Expressway, the longest expressway in India, passes through Gurugram, Palwal and Nuh districts of Haryana.

Prime Minister Modi informed that the annual railway budget of Haryana which was around Rs 300 crores on average before 2014 has now been increased to Rs 3,000 crores in the last 10 years. He mentioned new railway lines for Rohtak-Meham-Hansi and Jind-Sonipat and the doubling of lines like Ambala Cantt-Dappar and said that it will enhance Ease of Living and Ease of Doing Business while benefiting lakhs of people

The Prime Minister also commended the work of the state government in resolving the water-related issues in the state which is now home to hundreds of multinational companies creating employment for the youth.

PM Modi said that Haryana is making a huge name for itself when it comes to the textile and apparel industry which exports more than 35 percent of the carpets and manufactures about 20 percent of the garments in India. Touching upon the small-scale industries taking Haryana’s textile industry forward, the Prime Minister highlighted that Panipat is famous for handloom products, Faridabad for textile production, Gurugram for readymade garments, Sonipat for technical textiles and Bhiwani for non-woven-textiles. The Prime Minister informed about the Central Government’s assistance worth lakhs of crores of rupees to MSMEs and small-scale industries in the last 10 years, resulting in the strengthening of old small scale industries and cottage industries while also establishing thousands of new industries in the state.

Throwing light on the brass workmanship and handicraft workmanship of the Vishwakarma in Rewari, the Prime Minister highlighted the launch of PM-Vishwakarma Yojna for such traditional artisans related to 18 professions. He informed that lakhs of beneficiaries across the country are becoming part of PM Vishwakarma Yojana and the government is going to spend Rs 13,000 crores to transform the lives of our traditional artisans and their families.

“Modi’s guarantee is meant for those who do not have anything to guarantee to the banks”, the Prime Minister said, as he mentioned providing PM Kisan Samman Nidhi to the small farmers, Mudra Yojna for collateral-free loans to the poor, Dalit, backwards and OBC communities and PM Swanidhi Yojana for the street vendors.

Touching upon the welfare of women in the state, the Prime Minister mentioned free gas connections and tapped water supply along with connecting 10 crore women across the country with self-help groups including lakhs of women from Haryana. He also mentioned financial assistance worth lakhs of crores of rupees for these self-help groups. Speaking about the Lakhpati Didi schemes, the Prime Minister informed that 1 crore women have become Lakhpati Didi so far while work is underway to increase their number to 3 crores under this year’s Budget. The Prime Minister also touched upon NaMo Drone Didi Scheme where groups of women are being trained to operate for usage in farming, thereby creating additional income for them.

“Haryana is a state of amazing possibilities”, the Prime Minister said emphasizing the bright future for the first-time voters of Haryana. He underlined that the double-engine government is striving to make Haryana a developed state and create new employment opportunities in every sector, be it technology or textile, tourism or trade. “Haryana is emerging as a good state for investment, and increasing investment means an increase in new job opportunities”, the Prime Minister concluded.

Governor of Haryana, Bandaru Dattatreya and Chief Minister of Haryana, Shri Manohar Lal Khattar were present on the occasion among others including other Ministers of the Haryana Government and MLAs.

The Prime Minister laid the foundation stone of Gurugram Metro Rail project to be developed at a cost of about Rs 5450 crores. The project, with a total length of 28.5 kms, will connect Millennium City Centre to Udyog Vihar Phase-5 and merge into the existing metro network of Rapid Metro Rail Gurugram at Moulsari Avenue station near Cyber City. It will also have a spur at Dwarka Expressway. The project is an important step towards realizing the Prime Minister’s vision to provide citizens with world-class environment-friendly mass rapid urban transport systems.

In line with the Prime Minister’s vision to strengthen public health infrastructure across the country, the foundation stone of All India Institute of Medical Sciences (AIIMS), Rewari, Haryana is being laid. To be built at a cost of about Rs 1650 crores, AIIMS Rewari will be developed on 203 acres of land at village Majra Mustil Bhalkhi in Rewari. It will have facilities including the Hospital Complex with 720 beds, Medical College with 100 seats, Nursing College with 60 seats, AYUSH Block with 30 beds, residential accommodation for faculty and staff, hostel accommodation for UG and PG students, Night Shelter, Guest House, Auditorium etc.  Established under Pradhan Mantri Swasthya Suraksha Yojana (PMSSY), AIIMS Rewari will provide comprehensive, quality and holistic tertiary care health services to the people of Haryana.  The facilities include patient care services in 18 Specialities and 17 Super Specialities including Cardiology, Gastroenterology, Nephrology, Urology, Neurology, Neurosurgery, Medical Oncology, Surgical Oncology, Endocrinology, Burns & Plastic Surgery. The Institute will also have facilities for Intensive Care Unit, Emergency & Trauma Unit, sixteen Modular Operation Theatres, Diagnostic Laboratories, Blood Bank, Pharmacy etc.  The establishment of AIIMS in Haryana is an important milestone in providing comprehensive, quality and holistic tertiary care health services to the people of Haryana.

The Prime Minister inaugurated a newly built Anubhav Kendra Jyotisar, Kurukshetra. This experiential museum has been built at a cost of around 240 crores. The museum spans over 17 acres, encompassing over 100,000 square feet of indoor space. It will vividly bring the epic narrative of the Mahabharata and the teachings of the Gita to life. The museum also leverages cutting-edge technology, including Augmented Reality (AR), 3D laser, and projection mapping to enrich the experience of visitors.  Jyotisar, Kurukshetra is the sacred site where Lord Krishna imparted the eternal wisdom of the Bhagavad Gita to Arjuna.

The Prime Minister also laid the foundation stone and dedicated to the nation multiple railway projects. The projects whose foundation stone will be laid include the doubling of the Rewari-Kathuwas rail line (27.73 Km); doubling of the Kathuwas-Narnaul rail line (24.12 Km); doubling of the Bhiwani-Dobh Bhali rail line (42.30 Km); and doubling of Manheru-Bawani Khera rail line (31.50 Km). Doubling these railway lines will augment the rail infrastructure in the region and help in the timely running of both passenger and freight trains. The Prime Minister dedicated to the nation the Rohtak-Meham-Hansi rail line (68 kms), which will reduce the travel time between Rohtak and Hisar. He also flagged off train service in the Rohtak-Meham-Hansi section, which will improve rail connectivity in Rohtak and Hisar region benefiting the rail passengers.

Shiromani Akali Dal (SAD) president Sukhbir Singh Badal today demanded a government job be given to all victims of the Haryana police attack on farmers at Shambhu, even as he asked the Aam Aadmi Party (AAP) government to explain why no action had been taken against the Haryana police officials responsible for brutally injuring farmers in Punjab territory.

The SAD president met farmer Darshan Singh Bhangu of Ghanaur constituency who suffered a grievous eye injury in the Haryana police attack at the Government Medical College here and also interacted with the farmer’s family members. He demanded a government job be given to Darshan as well as all other farmers who had been injured at Shambhu.

Asking chief minister Bhagwant Mann why he had not taken any action against the Haryana police till now, Mr Sukhbir Badal said “it is clear that the AAP government is hand in glove with the Haryana government and is working in tandem with its Haryana counterpart to prevent farmers from moving towards Delhi”.

Mr Badal also asked the Haryana government not to kill democracy by using brutal force to suppress farmers. “It is inconceivable that the annadaata who wants to put up his case before the centre is being persecuted like this”.

Mr Badal also asked the centre to accept the demands of farmers at the earliest. He said the centre should immediately announce the acceptance of all demands which it had assured to accept two years back in writing. “Other demands of farmers should also be considered sympathetically”, he added.

 
Mr Badal also disclosed that he had spoken to Shiromani Committee President Harjinder Singh Dhami and requested the latter to provide medical relief and langar services to farmers at Shambhu. He said the SGPC president had told him that a team of doctors had been deputed to provide appropriate medical services to the farmers.

Expressing total solidarity with the farmers demand for fulfillment of the promises already made to them, the Shiromani Akali Dal (SAD) today demanded the immediate lifting of the “social, economic and political blockade of Punjab” and the restoration of the fundamental rights and democratic freedom of the farmers and other Punjabis.” It also announced the temporary suspension of the Punjab Bachao Yatra.

“ The ongoing blockade, imposed jointly by the centre, Haryana and Punjab governments is destroying the social and economic fabric of the already beleaguered state ,”  said the party’s senior Vice President Dr Daljit Singh Cheema while  addressing a press conference after an emergency meeting of the party’s committee held here this afternoon

The party demanded that all commitments made to the farmers by the centre and the Bhagwant Mann governments in the past be fulfilled without any further delay. “The Punjab CM had promised that he would implement the MSP within five minutes of forming the government. He had also promised full compensation for the losses suffered by farmers as well as for allied professions like poultry, dairy etc”

Dr Cheeema said the SAD also held Punjab Chief Minister Bhagwant Mann of “colluding with the Governments of Haryana and the centre in a deep rooted conspiracy to wreak vengeance and inflict repression against the innocent and peacefully protesting farmers”. He said the party strongly condemned the repression on farmers including the use of bullets of different varieties. “  Bhagwant Mann must stop conspiring with the centre in treating the Punjab farmers as criminals. They must heed the advice of Dr M S Swaminathan’s daughter, Madhura Swaminathan,” said Dr Cheema.

The Akali leader further said, “the Chief Minister Mann must explain why he has not booked the guilty Haryana officers so far for invading Punjab territory to attack the peaceful farmers demanding nothing more than the fulfillment of the promises made to them, and that too on Punjab soil?  Why has he not so far dismissed the Punjab officers who collaborated with their Haryana counterparts against the farmers? This clearly showed that the orders for allowing the Haryana police to attack farmers on Punjab soil came directly from the Punjab Chief Minister himself,” Dr Cheema added. He also called for resolution of all demands of farmers through negotiation.

The Akali leader bemoaned the continued interference of the Maharashtra government in Sikh religious affairs. He said that it was sad and deplorable the Maharashtra government had not withdrawn the proposed amendment to the Sachkhand Hazoor Sahib Nanded Abchal Nagar Act. He said that even the 1956 amendment was a direct encroachment on the religious rights of the Sikhs.
