PULWAMA, JUNE 11: Principal Secretary Power Development Department (PDD), Rohit Kansal today said that the intention of the government is to create a vision for every district in order to have holistic development in terms of infrastructure and socio-economical upliftment of these administrative units.
Principal Secretary made these remarks while chairing a meeting to review progress under Capex budget 2020-21 and discuss the annual Capex plan for the current financial year of District Pulwama.
He said that the reason behind nominating Administrative Secretaries as incharge secretaries of districts is to have a guardian and mentor for every district for handholding and to share their administrative experiences with the district administration.
He called upon the departments to have a close coordination among themselves for any developmental project in the district.
He impressed upon the heads of the department to finish all the works within given deadlines with respect to all the Centrally Sponsored Schemes and works taken under CAPEX Budget 2021-22.
He emphasized for  timely submission of audit reports, UCs, action taken reports so that the works would be finished in time.
He directed the officers that besides focusing on infrastructure works they should also identify other activities which include social welfare schemes and focusing also on economic activites of their area while  making any developmental plans for the district.
With respect to the demand of stadium and playing fields in the area, he asked the revenue department to identify lands for the purpose.
Commenting on the Back to Village Programme, Block Diwas and Jan Abhiyan, Principal Secretary maintained that the aim of these programmes is to take the administration at the doorsteps of the people.
He directed the officers that during Block Diwas they must focus on 100 percent saturation of beneficiary oriented schemes, besides issuance of certificates like Domicile, Income, RBA and other Revenue related documents.
About the beautification plan of Pulwama town, the Principal Secretary asked the officers to come up with a holistic plan and consult Urban Planning Consultant while taking into consideration all the aspects of aesthetics and beautification of the area before executing any work.
With respect to electricity supply in the district, the Principal Secretary said that the PDD department is investing Rs 5000 crore in different schemes for the  purpose and the district will also  be covered under such schemes.
Earlier, Mr Kansal took a detailed sectoral wise review in the meeting with respect to the implementation of the development plan last year.
The meeting was attended by Deputy Commissioner Pulwama, Baseer-ul-Haq Choudhary, MD KPDCL, Dr Basharat Qayoom; SSP Pulwama, Ashish Kumar Mishra; Chief Engineer Distribution Kashmir; SEs, and other concerned.
On the occasion, Deputy Commissioner Pulwama gave a detailed PowerPoint Presentation about financial achievements of the district during 2020-21 and plan highlights of 2021-22.
He informed the chair that during the year 2020-21, 1301 works were completed under different sectors in the district.
Some of the finished works, the meeting was informed, include vocational center at Krenchoo Pampore, Skill Development Center at Chakoora, lavatory block at Chandrigam Dadsara, Skill Development Center at Tumlahal among other works.
It was given out that a total of 10,308 works have been proposed sector-wise in the district for the year 2021-22 under CAPEX Budget, of which 1981 are ongoing works, 7763 are new works and 564 are non-construction works.
The meeting was also informed about the status of Back to Village (B2V) flagship programme, and it was given out that of 825 identified works, 456 were completed in Phase-I and II for which Rs 1381.85 lakh were spent out of Rs 24772 lakh estimated cost.
The meeting also provided targets, achievements and works taken in this financial year with respect to Jal Jeevan Mission, Power Development Department, PMGSY, MGNREGA, Youth Services & Sports and others.
While informing about the macdamization of roads, the DC informed the meeting that the district administration has macadamized 174.73 km last year and this year out of the target of 156.19 km, 46 km have been macadamized in the district.
The meeting was informed that out of 221 schemes taken by R&B Division Pulwama, 167 schemes were completed and Rs 15112.7 lakh were spent.
While giving information about COVID-19 management in the district, the DC informed that the district has 495 oxygen supported bed capacity for covid patients, of which 10 are ICU beds with current occupancy of 86 beds.
On the vaccination front, the Principal Secretary was informed that 1,27,586 vaccine doses have been administered till date and the inoculation is gaining pace and soon the district will achieve the target of 100 percent vaccination mark.
He stressed on the need to follow COVID-19 appropriate behaviour to keep the covid disease at bay so that the battle against the virus is taken to logical conclusion.

PULWAMA, JUNE 04, 2021: The District Administration Pulwama   has established and activated Covid Care Centers (CCCs) at 190 panchayats with an aim to strengthen the health infrastructure in rural areas amid the 2nd wave of Covid-19 pandemic in the district.
According to the officials, CCCs are fully equipped with requisite facilities which include 5 beds, medicine, face masks and other facilities.
These beds will be oxygen supported beds for immediate patient care at village level as there are several households who have no option for isolation of covid positive patients in their own residence and  these centres will be beneficial for such patients and will help in reducing pressure on mainstream healthcare institutions at block, Sub-District or District level.
These CCC’s have been established at all Panchayats in Schools, Community halls or Panchayat ghars in consultation with nearest Health Centre and Panchayat representatives.

In this regard  Concerned Tehsildars have constituted the teams to find out the families where  senior citizens who have lost only earning members of their  families and the  children, who have lost their parents to this calamity, will be provided with  financial assistance by the government
It is pertinent to mention here that Lieutenant Governor, Manoj Sinha has  announced a slew of measures to mitigate the suffering of families who have lost their loved ones to Covid-19 pandemic.

PULWAMA, MAY 29: The Deputy Commissioner (DC) Pulwama, Baseer Ul Haq Chowdhary today briefed media about the Covid management and mitigation measures put in place by the district for combating the second wave of Covid-19 pandemic.
Giving details, the DC informed that the positivity rate of Covid cases has declined and in last week average 150 to 160 patients have been admitted in the hospital while as recovery rate of district has increased to 250-300 patients per day. He said because of covid kits, being regularly distributed among Covid Patients, monitoring of these patients has become easy for health officials.
Choudhry informed that there are about 2400 active Covid-19 cases in the district adding that the surveillance in all Containment zones has been intensified with the number of surveillance teams increased from 285 to 315 for monitoring the situation in a better way especially in the cluster areas.
With regard to the ongoing vaccination process, the DC said that door to door vaccination has been started in the containment zones  to cover all eligible persons .He said vaccination centers have been established across the district to cover the rest of the targeted population particularly Vendors, Shopkeepers and other high risk groups.
To strengthen Covid care in rural areas Covid Care Centers (CCCs) with capacity of 5 beds have been made functional at 190 panchayats and these CCCs are equipped with all requisite equipment and medical facilities for people who have not sufficient isolation facilities at home, he added.
The DC appealed people to get vaccinated at an earliest and advised them not to pay heed to the rumours circulated on social media by unscrupulous elements regarding safety and efficacy of the vaccine.
He urged people to strictly follow the Covid SOPs and guidelines so that spread of this disease is curtailed and life is brought back on normal track.

PULWAMA MAY 29, 2021: To further contain the spread of Covid-19, scores of beneficiaries including nomadic Gujjars, Bakerwals have been tested in the district so far particularly in Tral area under the testing programme launched by the Health department, Pulwama.
In this connection a team of health officials from PHC Pinglish tested scores of nomadic people in Pinglish, Shikargah and adjoining areas.
On the occasion, Health officials said  that they are trying  to cover all the nomadic population to be   tested to trace the infected persons (If any)  adding the department is also conveyancing   nomadic population to get vaccinated at an earliest.
Misra  Begum (Nomadic Women) said she is very happy  and  thankful to officials of the Health  Department who came in this far flung area to test the people. Elders, Women, Men and Children, all of us were tested smoothly and also made aware regarding the precautionary measures to be taken during prevailing situation to contain the infection of deadly disease, She added.

Non -Compliance of the order shall initiate criminal proceedings: DM
PULWAMA, MAY 28, 2021: The District Magistrate (DM) Pulwama, Basser ul Haq Chowdary  has issued an order imposing a ‘blanket ban on Cultivation/Sale/Purchase of Poppy/Cannabis.’
According to the order issued here it has been given out that some unscrupulous elements un-abatedly grow poppy over large tracts of land to derive opium, a highly intoxicating substance, out of it as a source of income/livelihood and grind poppy husk and Pods together to make a powdery drug which is then smuggled to neighbouring States and also peddled locally.
The order further states that the Poppy/Bhung cultivation has become a big challenge for District Administration as the menace has not only created drug mafia but also involved youngsters/ teenagers in the use/abuse of these addictive drugs and consequently an upward spike has been witnessed in the mental/physical disorders over past few years.
Furthermore, ‘production, possession, sale, purchase, transportation, warehousing, concealment, use, consumption, import inter-state, export inter-state of such drugs/substances is also illegal/ prohibited under provisions of Narcotic Drugs and Psychotropic Substances (NDPS) Act (except for medical/scientific purpose and to the extent or in the manner provided by the provisions of this Act) and any contravention of this Act shall attract punishment of imprisonment and fine,’ it said
The order also reads that  Tehsildars shall constitute joint teams comprising teams of Police, Excise, Revenue and other concerned departments  who  shall conduct inspections of vulnerable areas and mow down the poppy fields.
Meanwhile, the DM warned people to destroy poppy from their fields within stipulated time and noncompliance of the order shall initiate criminal proceedings against violators.

PULWAMA, MAY 28, 2021: The Department of Indian System of Medicines (AYUSH), Pulwama today organized a camp at Mohmadiya Nursing Home Gangoo here to distribute free medicines among Frontline health Workers.
The camp was inaugurated by Deputy Commissioner (DC) Dr Baseer ul Haq Chowdary in presence of Chief Medical Officer Dr Hasina Mir.
During the camp scores of medicine kits were given to the Medical and Para Medical staff to boost their immunity against the virus .
On the occasion, the DC said that the Department of Ayush has initiated various measures to contain and prevent the spread of Covid 19 and are working as frontline workers to fight the pandemic. He said to strengthen the immunity of the masses, it is distributing immunity booster medicines  among them so that they can  protect themselves from virus by using these medicines.
While appreciating the Health officials, the DC said the graph of positive and death cases has declined whereas recovery rate has also increased from 85 percent to 90 percent which is only  because of tireless working of our  Doctors, Medical and Para medical staff during the prevailing situation.
He said DH Pulwama is the only hospital in the valley where retention rate is 98 percent and only extreme cases are referred to other hospitals.
On the occasion, Medical Officer, Ayush, Dr Ali Mohammed Reshi said that Health Workers have a vital role in prevailing situations particularly during the Pandemic and these medicines will help them increase immunity besides also improving strength and vitality.

PULWAMA, MAY 25, 2021:  The Sub Divisional Administration (SDA) Tral today initiated a drive against Poppy cultivation in the area.
During the drive, Executive Magistrate Dadsara and Police officials with assistance staff and officials of Excise Department destroyed the standing crop of poppy  spread over Tens of Kanals  in 15 villages.
While speaking regarding the drive, SDM Tral said that the drive shall continue in future also so that the menace of poppy cultivation is curbed.
He said the  rampant diversion and illegal production of opium found in various parts has become challenging adding that offenders will  be booked under NDPS Act. He warned Poppy cultivators to destroy their standing illegal crop immediately or be ready to face legal action.
General public  from the concerned villages hailed the initiative launched by the administration to curb illicit Poppy straw cultivation in the area.

PULWAMA, MAY 25, 2021: The Department of Horticulture Pulwama under the supervision of Chief Horticulture Officer (CHO) conducted an extensive tour of Pulwama town to check the status of pesticides in the district.
During the tour several pesticide outlets located in Pulwama were inspected and necessary sale stop orders in respect of three pesticide outlets and one pesticide godown were issued on the spot.
CHO urged  upon all the pesticide dealers to remain available for the farming community during this pandemic situation so that the farmers do not have to face any inconvenience. He said such visits will continue in future to check the quality of pesticides and insecticides sold to farmers.
The CHO during the visit was accompanied by District Law Enforcement Officer Pulwama, District Level Subject Matter Specialist Pulwama and other Enforcement officers.
