NCSC Chairman Vijay Sampla also directs the State to release the pending funds immediately and submit the report by April 3

In a huge relief to the Scheduled Caste students of MBBS and other courses of Medical Colleges of Haryana, the National Commission for Scheduled Castes (NCSC) Chairman Vijay Sampla has directed the director (Medical Education and Research) of the State to immediately release the pending amount of Post Matric scholarship to the students of this category and submit the report in this matter by April 3, 2023.
As many as 9716 medical students of SC category studying in Haryana have not received their scholarship for the past three-four years.
Besides, the Commission asked the Department of Medical Education and Research to issue guidelines to all medical colleges, directing them not to delay issuing of examination roll numbers, mark sheets, results, degrees and internships of the students. The medical colleges must also ensure that due to delay in releasing of the scholarship amount, the students should not face any inconvenience or hindrance in their education.
The Commission also asked the department to give an opportunity to the students, who had missed the chance to apply due to technical glitches in the portal or any other reason, to apply for the scholarship. An opportunity should also be given to those students who had to discontinue their medical course midway, due to non-release of scholarship, the Commission said.
“The Medical Education and Research Department should also ensure that the scholarship portal remains functional throughout the year. It should also be ensured that due to non-disbursement of scholarship, the career of any scheduled caste student should not suffer. The department should also brief the media by way of a press release about this matter”, the Commission further directed the department.
It is pertinent to mention that the NCSC had received complaints regarding non-disbursement of post-matric scholarship to the Scheduled Caste students studying in the state’s medical colleges.
Taking strong action over the complainant, the NCSC Chairman Vijay Sampla had summoned the Director General of Medical Education and Research Department to appear before the commission, earlier this month, with a complete report on the post-matric scholarship and record of the disbursement made in the past three years.
During the course of hearing, the Commission found that the medical colleges of the State were not disbursing the scholarship amount timely to the SC medical students, as a result of which the students are facing inconvenience and forced to drop out from their courses. Furthermore, the students were also facing inconvenience in getting their degrees.
The Director of the Medical Education and Research Department assured the Commission that the matter will be resolved and all the pending scholarship amount will be disbursed to the students in the next six months.
NCSC chairman Sampla has fixed the next hearing on 3 April 2023 and directed the Director of the Medical Education Department to be appear before the Commission with complete report.
