Water being a State subject, the responsibility of formulation of action plan to save and conserve rain water primarily lies with the State Governments. Central Government supplements the efforts of States through providing technical and financial assistance. However, Ministry of Jal Shakti has been implementing “Jal Shakti Abhiyan: Catch the Rain” (JSA:CTR) -2023 campaign, the fourth in the series of JSAs, which was launched by Hon’ble President on 04.03.2023 in all districts (rural as well as urban areas) of the country for implementation during 04th March, 2023 to 30th November, 2023 with the theme “Source Sustainability for Drinking Water”. One of the focused interventions of the campaign is water conservation and rainwater harvesting. The campaign offers a major opportunity in leveraging convergence and working towards a greater vision of water conservation.

Central Ground Water Board (CGWB) has prepared a Master Plan for Artificial Recharge to Groundwater- 2020 in consultation with States/UTs which is a macro level plan indicating various structures for the different terrain conditions of the country including estimated cost. The Master Plan has provisions for the construction of about 1.42 crore rain water harvesting and artificial recharge structures in the country to harness 185 Billion Cubic Metre (BCM) of monsoon rainfall.

Ministry of Housing & Urban Affairs has formulated guidelines for the guidance of the States for their adoption suiting to local conditions. Adequate focus has been given on requirement of rainwater harvesting and water conservation measures in Model Building Bye Laws (MBBL), 2016 and Urban and Regional Development Plan Formulation and Implementation (URDPFI) Guidelines, 2014.

National Mission for Clean Ganga (NMCG) under Department of Water Resources, River Development & Ganga Rejuvenation, Ministry of Jal Shakti, in partnership with Indo-European Water Partnership has developed a National Framework for the reuse of treated waste water. The framework is meant to develop suitable market and business models for reuse of treated waste water. The framework identifies agriculture as a potential area where reuse of treated water can be explored. The framework envisages and promotes adoption of safer irrigation practices towards use of treated water by farmers in peri-urban and rural areas.

Central Pollution Control Board has formulated and implemented charters for major industrial sectors namely Pulp & Paper, Sugar, Distillery, Textile and Tannery located in Ganga main stem states for adoption of cleaner technology, upgradation of process technology and Effluent Treatment Plant (ETP) system resulting in reduction in specific fresh water consumption and waste water discharge through recycling and reuse of waste water in the process.

National Water Policy-2012 mandates recycle and reuse of water as general norm and advocates treatment to specified standards before reuse of waste water. It recommends properly planned tariff system to incentivize reuse of treated water in various sectors including industries and agriculture.

In Atal Mission for Rejuvenation and Urban Transformation (AMRUT 2.0), Ministry of Housing & Urban Affairs supports treated water recycling and reuse projects for the non-drinking water needs of industries & agricultural purposes. Reuse of treated used water, tertiary treatment with end-to-end reuse plan (preferably in Public-Private Partnership mode), provision/augmentation and rehabilitation of sewerage systems with end-to-end treatment and reuse, identifying the bulk users of recycled used water and facilitating sale of used water to potential users etc. are admissible elements under AMRUT 2.0 water supply projects.

Viksit Bharat Sankalp Yatra will arrive in Madhya Pradesh on December 8 to provide benefits to all the eligible beneficiaries of central schemes and to make the common people aware of the developments in the country through innovative schemes. This yatra will pass through urban and rural areas and will benefit the beneficiaries deprived of central schemes. Agriculture and Rural Development Department will play an important role in the yatra in Madhya Pradesh. Chief Secretary Smt. Veera Rana held a meeting of the officers of the concerned departments today and gave necessary guidelines regarding the Viksit Bharat Sankalp Yatra and discussed with the District Collectors through video conferencing and inquired about the preparations for the Yatra.

It may be noted that the Central Government, in collaboration with the State Governments and Union Territories, is continuously making efforts to ensure that the benefits of central schemes reach every eligible beneficiary. Sankalp Yatra is being taken out to ensure 100 percent coverage of Gram Swaraj Abhiyan, Vistarit Gram Swaraj Abhiyan and major schemes.

Main objective of Viksit Bharat Sankalp Yatra

1. Field publicity activities are to bring awareness about the schemes among the citizens.

2. To make the schemes accessible to all the eligible beneficiaries who due to some reasons have been deprived of availing the benefits of these schemes.

3. To disseminate information regarding the schemes of the Centre.

4. To know the experiences of citizens and beneficiaries regarding the schemes.

The activities of Viksit Bharat Sankalp Yatra will pass through all the 69 districts and also other districts where Tribal Pride Day was celebrated. Public awareness activities will also be conducted at the Gram Panchayat level which includes awareness, community and cultural activities. Apart from this, Information, Education and Communication vans, IT platform, and mobile applications will also be used. Planning, co-ordination and monitoring will be done by state government, district, village panchayat and local government committees along with central government organizations and institutions.

Purpose of traveling to rural areas

Major schemes for rural areas include Ayushman Bharat, Pradhan Mantri Garib Kalyan Anna Yojana, Deendayal Antyodaya Yojana, Pradhan Mantri Ujjwala Yojana, Pradhan Mantri Vishwakarma Yojana, Pradhan Mantri Kisan Samman Nidhi, Kisan Credit Card, Pradhan Mantri Poshan Abhiyan, Har Ghar Jal, Jal Jeevan Mission, Pradhan Mantri Swamitva Yojana, Jan Dhan Yojana, Jeevan Jyoti Bima Yojana, Atal Pension Yojana, Pradhan Mantri Pranam and Nano Fertilizer. Besides, schemes related to the welfare of tribal families include Sickle Cell Anaemia Nivaran Mission, admission in Eklavya Model Residential Schools, scholarship, forest rights and Van-Dhan Vikas Kendra are also included.

Purpose of travel in urban areas

Urban schemes during travel in urban areas include Pradhan Mantri Swanidhi Yojana, Pradhan Mantri Vishwakarma Yojana, Pradhan Mantri Ujjwala Yojana, Pradhan Mantri Mudra Loan, Start-up India, Stand-up India, Ayushman Bharat Yojana, Pradhan Mantri Awas Yojana, Swachha Bharat Abhiyan, Pradhan Mantri e-Bus Seva, Atal Mission for Rejuvenation and Urban Transportation-AMRUT Yojana, Pradhan Mantri Bharatiya Jan Aushadhi Pariyojana, Saubhagya Yojana, Digital Payment Infrastructure, Khelo India, Udaan, Vande Bharat Train and Amrit Bharat Station Yojana. Under these schemes, eligible beneficiaries will be identified and benefited.

Publicity will be done through fully-equipped mobile van

In urban areas, mobile vans will go to 13 thousand 848 places with a population of more than ten thousand. The mobile van will be equipped with LED screen, audio visual material, brochures and booklets. A committee of nodal officers and senior officers determined by the state government has been formed, in which there will be two representatives from central organizations and institutions. This committee will co-ordinate with all concerned departments. Control room will be established at the state level.

Nodal officers will be district wise

The District Collector will constitute a committee consisting of senior officers and two representatives from organizations/institutions of the Government of India at the district level. The data will be finalized on the IT portal. Committees will be formed for the allocation of van, route planning, venue of van, preparation of campaign plan in the district for awareness, making nodal officer of vans, nodal officer at Gram Panchayat level, block level officers, department-wise employees and co-ordination of the campaign in urban bodies.

IT Platform and Mobile Responsive Platform

The Central Government will have a special role in the Viksit Bharat Sankalp Yatra. In this, the Central Government will play a role in creating IT platform and mobile responsive platform, operation of IEC van, public awareness and publicity material, appointing nodal officers in the state and districts. Nodal officers will coordinate the activities of Gram Swaraj Abhiyan and Jal Shakti Abhiyan etc. in the districts. They will also take information from the state government regarding the progress and coverage of central schemes.

Barnala, Sep 6 :-  

In order to raise the dwindling underground water level, the rain water conservation campaign under Jal Shakti Abhiyan is in full swing in Barnala district. Under this campaign, the project of Roof Top Rainwater Recharge Pits is going on in the schools so that rain water falling on rooftop could be collected and used for re-charging underground water table.
Giving information in this regard, Deputy Commissioner Barnala Dr. Harish Nayar said that the work of this project has been completed in 56 government primary schools, 50 senior secondary schools and 31 private schools. Its been done in total of 137 schools. At the same time work is under progress in 58 schools including 26 primary schools, 10 senior secondary schools and 22 private schools. He said that work has not started yet in about 169 schools, which will be started soon in a phased manner.
With this, all government schools in district will not only be connected to roof top rainwater harvesting system, but work is also going on in private schools and the remaining private schools will be motivated so that the water level of Barnala district can be improved.
Additional Deputy Commissioner (ADC) Paramveer Singh said that works of about 40 schools are being conducted under MNREGA wherein Roof Top Harvesting System work is under progress. He said that along with water conservation, the environmental conservation and plantation campaign is also in full swing.
On this occasion, District Education Officer (S) Sarabjit Singh Toor said that this project is going in schools. Under this project, a cistern of 3-4 feet is first constructed, from which the water goes to the underground collection chamber. A mesh is placed between the drain and the collection chamber so that no waste can enter water. The water is carried underground through pipes inside the chamber. He said that with this project in schools, while rain water is being saved, the students too are being given message of water conservation.

Sanjeev Kaushal chairs the State Inter-Departmental Steering Committee (SISC) meeting regarding the implementation of Jal Shakti Abhiyan and Atal Bhujal Yojana

 

Chandigarh, May 23 :-  Haryana Chief Secretary, Sh. Sanjeev Kaushal said that the targets set under Jal Shakti Abhiyan and Atal Bhujal Yojana should be completed within a stipulated time period so that this year too Haryana emerges as the top-performing state like last year.

Sh. Sanjeev Kaushal said this while presiding over a State Inter-Departmental Steering Committee (SISC) meeting regarding the implementation of Jal Shakti Abhiyan and Atal Bhujal Yojana with Deputy Commissioners through video conferencing here today. In the meeting, the action plan for this year under Atal Bhujal Yojana was approved.

While directing the Deputy Commissioners, the Chief Secretary said that this year 10 percent more targets have been given to Haryana under the Jal Shakti Abhiyan as compared to last year, therefore the Nodal Officers of all the concerned departments in the districts should focus on completing the short-term targets while working in coordination with each other.

Atal Bhujal Yojana

It was informed in the meeting that Haryana is the best-performing state in the country in terms of the implementation of the Atal Bhujal Yojana. The main objective of this scheme is to create a hydrogeological data network of groundwater resources in Haryana and reduce the groundwater scarcity by 50 percent in the state as well as create community institutions for the management of groundwater resources.

It was informed in the meeting that a total of 14 districts of Haryana are being covered under this scheme. It consists of 36 groundwater stressed blocks with a total of 1669 Gram Panchayats. Initially, a water security plan for each village would be prepared and implemented in the coming years. Piezometers will be installed for recording the level of groundwater, which have been procured. Apart from this, plans for full utilization of water will also be prepared.

In addition, the Haryana Water Resources (Conservation, Regulation and Management) Authority has divided the state into seven zones on the basis of the depth status of the groundwater table as of June 2020, leading to groundwater management. Various schemes can be made at the village level to increase the water level.

The Chief Secretary was apprised that emphasis will be laid on institutional strengthening and capacity building of various stakeholders involved in making the state water-safe so that complete data is made available in one place and accordingly to which the plans can be implemented.

Jal Shakti Abhiyan: Catch the Rain -2022

JSA CTR is a nation wide water conservation campaign initiated by Government of India and coordinated by Department of Drinking Water and Sanitation, Ministry of Jal Shakti. The campaign was launched in July 2019 with major focus on water conservation in India’s most water-stressed districts and water resource management by focusing on accelerated implementation of five targeted interventions namely Water Conservation and rain water harvesting, Renovation of traditional and other water bodies Reuse of Water and recharging of structures, Watershed Development and Intensive afforestation.

In the meeting, it was informed that Haryana was one of the top-performing states in 2021 in terms of implementation of Jal Shakti Abhiyan. The Union Jal Shakti Minister had appreciated the work done by Haryana for “Jal Shakti Abhiyan: Catch the Rain 2021”.

This year also, the Central Government has decided to continue Jal Shakti Abhiyan: Catch the Rain-2022 with the same zeal and enthusiasm.

Jal Shakti Abhiyan’s (JSA) Catch the Rain (CTR) campaign is focused on saving and conserving rainwater. Realizing the same, as many as 49,771 rainwater harvesting structures, renovations of around 9533 traditional water bodies, 26312 reuse and recharge and 7800 watershed development structures have been constructed across the State and 14292885 trees planted under Intensive Afforestation drive.

Prof Raj Kumar, Vice-Chancellor, Panjab University inagurated the NSS  Seven Day Special Camp on theme ‘Swachh Bharat Abhiyan’ and ‘Jal Shakti Abhiyan’ today I.e. 23.03.2022 as Chief Guest.

Programme Officer, Dr. Shankar Sehgal welcomed the Chief Guest and other Dignitaries, followed by the address of NSS Coordinator Prof. Ashwani Koul. Prof. Raj Kumar, Vice-chancellor and the Chief Guest of the event at the outset appreciated the NSS team for conducting the camp and apprised the audience that it is the first biggest offline event post covid-19 after a span of almost two years in the university auditorium. He focused in instilling the true values of NSS in the volunteers and encouraged the volunteers to keep on participating in more and more NSS events. He desired that the volunteers shall come ahead for social entrepreneurship with a view to resolve the 21st century’s issue in a sustainable manner.

Naveen Kumar, Programme Officer proposed a vote of thanks. The dignitaries including Prof. Jagtar Singh (DSW), Prof. Prashant Gautam,  Directorate of Sports & Fellow, Dr. Nidhi Gautam (Fellow and Warden, Girls Hostel-5), Dr. Parveen Goyal (Fellow), Dr. Arun Singh Thakur(Warden, Boys Hostel-7), Dr. J.S. Under this program, a seminar was organized under Catch the Rain campaign by Sant Atma Singh Sports Club Bua Nangli in Block Harsa Sheena in the district.

The speakers of this seminar were Principal Kamalnain Singh and Tajinderpal Kaur, the speakers inspired the people to save water and simultaneously this program was organized with street plays and public participation and after that took a pledge to save water. added, around 80 people were present during the program

Simultaneously, he told that on behalf of Nehru Yuva Kendra Amritsar, the head of the youth circle, Robanjeet Singh ji told that in this program, poster launch, Pledge, Prabhat Pheri, rally, wall painting, competitions, seminars, work camps, street level at the village level. Activities like drama, Jan Choupal, Jan Samvad etc. will be done.

Simultaneously, he told that all efforts would be made to ensure the participation of youth in this campaign so that the youth and children of the country, inspired by this campaign, take a pledge to conserve water and also motivate the people so that this campaign can be made successful.

Deputy Commissioner Ramban, Mussarat Islam today reviewed the implementation of “Jal Shakti Abhiyan”, a water conservation campaign initiated by the government.
The meeting was attended by Additional Development Commissioner,   Harbans Lal; Chief Planning Officer, Kasturi Lal; Jal Shakti Engineers and other senior officers of the District Administration.
The measures to be taken by different stakeholder departments for preservation, conservation and replenishing/ restoration of water bodies were discussed. The present status of lakes, natural reservoirs, check dams, wells, tube wells and hand pumps and steps required to improve their condition were also discussed threadbare.
The meeting was informed that 507 water bodies have been identified for rejuvenation under water conservation activities in the district,  besides  452 works have been planned in collaboration with Panchayati Raj Institutions under the Jal Shakti Abhiyan with the theme ‘Catch the Rain, when it falls where it falls’.
Highlighting the main provisions of the scheme, the DC stressed that water conservation and water security in the district can be achieved through rainwater harvesting, renovation of traditional water bodies, tanks, bore-well recharge structures, watershed area development and intensive afforestation.  All the stakeholders were directed to carry out the awareness through IEC activities.
He stressed upon the officers for development of additional water conservation structures, desilting and cleaning of wells for collection of rainwater, construction of rain water harvesting structures at Panchayat and municipal levels, including Panchayat buildings, public schools, public health centres and other government buildings.
He stressed upon the officers of concerned departments to work together by synchronizing efforts with an aim to make water conservation and promotion of irrigation efficiency a mass movement through asset creation.

The Minister of State for Jal Shakti Shri Rattan Lal Kataria addressed the 27th Water talk organized by the National Water Mission (NWM) under the Ministry of Jal Shakti. The virtual sessions are conducted by the Ministry to spread awareness about water related issues and to sensitize stakeholders on judicious use of water. The 27th edition emphasized upon the participation and contribution of women in the water sector.  NWM in association with UNDP shortlisted 41 women warriors for their valuable contribution towards this sector. Out of 41, 6 women warriors were invited to share their success stories.

Addressing the ‘Water talk’, MoS Jal Shakti hailed the vision of Prime Minister Shri Narendra Modi for establishing a new Ministry of Jal Shakti by merging erstwhile Departments and Ministries that were working in ‘Silos’ in water sector. The move has provided a much needed integrated approach to the common problems faced in water sector. In order to translate this vision, the Ministry has started massive awarenesscampaigns aimed at sensitizing people about judicious use of water and to conserve each and every drop. The Ministry is leaving no stone unturned to connect with masses and to translate the vision of Prime minister, i.e. to make water everyone’s business.

In last 2 years, the ministry has started flagship programmes and campaigns like Jal Shakti Abhiyan-1, Jal Shakti Abhiyan – Catch the Rain: Where it falls when it falls for urging States to conserve rainwater, Jal Jeevan Mission with a target of providing tap water connections to each rural household by 2024, amongst others. There have been a series of awareness campaigns organized in close coordination with State Governments like Ganga Amantran yojana, Brahmaputra Amantran Yojana. A potent force of volunteers “Ganga Praharis” has also been organized to carry forward the vision of Government. Webinars with various DMs of Districts, technocrats, students, important stakeholders etc have been regularly conducted.

 

Shri Kataria further informed that traditionally, women have been facing hardships on account of water scarcity and depleting ground water levels. On an average, women and girls in India spend a considerable time (up to 6 hours) in performing domestic chores and collecting water constitutes a major part of it. This is 40% more than women in South Africa and China (OECD data).ShriKataria reminiscedchildhood memories of his mother having to trudge long distances on foot to collect water. He also highlighted that inadequate access to water for sanitation purposes coupled with physical and psychological stress on account of fetching water from distance also leads to increase in rate of preterm birth (PTB) and low birth weight (LBW)

The MoS further added that Extreme weather events like droughts have a devastating impact on the weakersections of society as they lose out on livestock and crop yield. Food prices shoot up and it has a crippling effect on health and nutrition. Women and girl children in particular, are the most adversely affected.It leads to stunted growth which gets passed down the generations.As per a world bank report, it was observed that women who experienced a large dry shock ( below average rainfall ) in infancy are 29% more likely to have a child suffering from some form of anthropometric failure – that is being significantly below average size in terms of height for age, or weight for age etc.

The Water talk also honored the 6 women water warriors – Ms.BabitaLiroliya from village Nayapura, Dewas, Madhya Pradesh; Ms.Bhurki Bai, Village Alsigarh,Udaipur; Ms.Neetaben Patel, District Dang, Gujarat;Ms.Ramandeep Kaur, Village Palia Kalan, District Lakhimpur Kheri, Uttar Pradesh; Ms. Renuka Kotambkar,village Kotamba,District Wardha, Maharashtra and Ms.Vasantha, Village Sigur, District Nilgiri, Tamil Nadu.

Citing the exemplary contribution of women water warriors at the grass root level, Shri Kataria congratulated all 41 women warriors. He termed these women warriors as the ‘Shakti’ in the Jal Shakti Abhiyan and urged all participants to draw inspiration from them. He congratulated the National Water Mission for highlighting their success stories. He also congratulated MD NWM Shri G Ashok Kumar for making steadfast progress in popularizing Jal Shakti Abhiyan – Catch the Rain Campaign and for nudging State Authorities for undertaking a vast number of Rain water Harvesting Measures.

KISHTWAR, MAY 05: District Youth Services and Sports Department, in collaboration with Al-Hilal educational institute, organised an awareness event on Jal Shakti Abhiyan to spread the message of water conservation.
On the occasion, District Youth Services and Sports Officer, Kharati Lal Sharma, highlighted the importance and uses of water like transportation, drinking and irrigation etc. He praised the efforts of the Teachers of Al Hilal educational institute and fraternity of sports department for hosting the awareness event.
He said the Jal Shakti campaign has gained phenomenal momentum in the past two month in the District and the campaign is successfully running.

The Punjab School Education Department has directed the school principals to prepare the students under ‘Ek Bharat Shrestha Bharat’ and ‘Jal Shakti Abhiyan’.

Disclosing this here today a spokesperson of the school education department said that the teachers have been asked to conduct activities for the students of primary, middle, high and senior secondary schools under ‘Ek Bharat Shrestha Bharat’ and ‘Jal Shakti Abhiyan’. Students will be educated on topics related to water, water resources, weather, climate, natural resources, management of natural resources, air and water pollution.

The Government of India launched a scheme called ‘Jal Shakti Abhiyan’ on ‘World Environment Day’ in March this year and it has now been linked to the ‘Ek Bharat Shrestha Bharat’ program.
