Extending helping hand towards COVID patients, the Red Cross Society, SAS Nagar has come forward to provide Oxygen concentrators at free of cost with a dedicated Oxygen Concentrator Bank at district level.
Describing the initiative, Additional Deputy Commissioner (ADC) Ms. Komal Mittal said that the district has once again proved its leading distinction in this regard, which has left no stone unturned in providing all possible facilities to the COVID positive patients. She said that Oxygen Concentrator Bank was being run by the Red Cross Society at District Administrative Complex, Sector-76. This service is for people affected with COVID who have been isolated at home.
She apprised that concentrators are being provided by the Red Cross on return basis for 15 days at free of cost. Rs. 5,000 to be charged for this service but this is refundable after submitting the same in the Red Cross Office. The heir of the patient has to submit self-declaration along with the prescription of the doctor which clearly mentions the need of the concentrator.
Ms. Mittal said anyone can contact the office on phone number 0172-2219526 and Senior Assistant, Red Cross Branch Mohan Lal Singla on mobile number 94174-95806 to obtain the Oxygen Concentrator. She also said that the Red Cross Branch, SAS has also installed two medical oxygen supply systems at Civil Hospital, Phase-6, Mohali. These oxygen plants produce 90 liters of Oxygen per minute.
Meanwhile, presiding over the meeting of the executive committee of the Red Cross, the Additional Deputy Commissioner today held deliberations to enhance the funds of the Red Cross Branch. During the meeting suggestions were also sought from the members for increasing the funds. Assistant Commissioner-cum-Honorary Secretary of the Society Mr. Tarsem Chand and other officials were also present during the meeting.

NPPA to inform revised MRPs within a week

In view of the extraordinary circumstances arising due to the COVID pandemic that has resulted in recent volatility in Maximum Retail Prices (MRP) of Oxygen Concentrators, the Government has decided to step-in to regulate the price of Oxygen Concentrators. As per information collected by the government, margin at the level of distributor currently ranges up to 198%.

By invoking extraordinary powers under Para 19 of the DPCO, 2013 in larger public interest NPPA has capped the Trade Margin up to 70% on Price to Distributor (PTD) level on Oxygen Concentrators. Earlier, in February 2019 NPPA had successfully capped the Trade Margin on Anti-cancer Drugs. Based on the notified Trade Margin, NPPA has instructed the manufacturers / importers to report revised MRP within three days. Revised MRPs will be informed in public domain within a week by NPPA.

Every retailer, dealer, hospital and institution shall display price list as furnished by the manufacturer, on a conspicuous part of the business premises in a manner so as to be easily accessible to any person wishing to consult the same. The manufacturers / importers not complying with the revised MRP after Trade Margin capping, shall be liable to deposit the overcharged amount along with interest @15% and penalty up to 100% under the provisions of the Drugs (Prices Control) Order, 2013 read with Essential Commodities Act, 1955. State Drug Controllers (SDCs) shall monitor the compliance of the order to ensure that no manufacturer, distributer, retailer shall sell Oxygen Concentrators to any consumer at a price exceeding the revised MRP, to prevent instances of black-marketing.

The Order shall be applicable up to 30th November 2021, subject to review.

With the spurt in cases under COVID 2.0 pandemic in the country, demand for Medical Oxygen has gone considerably. The Government is striving to ensure uninterrupted supply of Oxygen and Oxygen Concentrators in adequate quantity in the country during the pandemic. Oxygen Concentrator is a Non-Scheduled Drug and presently under voluntary licensing framework of Central Drugs Standard Control Organization (CDSCO). Its price is being monitored under the provisions of DPCO 2013.

Ludhiana-based company named IMC on Thursday handed over six oxygen concentrators and 600 pulse oximeters to Deputy Commissioner Varinder Kumar Sharma.
Expressing gratitude towards the company and founder Satyam Bhatia, Deputy Commissioner said this would further strengthen the fight against Covid-19 pandemic and said that oximeters would be delivered to the home isolated Covid patients so that they can keep a vigil on the saturation level regularly during the quarantine period and if it comes down below 94, medical assistance can be immediately taken.
He said that this would further help to ensure the timely treatment of the patients whose oxygen level falls. Deputy Commissioner said that all 600 oximeters would be handed over to the home isolation nodal head so that these can be used without any delay.
Sharma also added that six oxygen concentrators would be kept at the oxygen concentrator bank set up at Red Cross Bhawan where the device is being given to the Covid patients through the proper channel.
He said oxygen concentrators are a great help for home isolated Covid-19 patients or those going post Covid recovery as it provides life-saving gas to them without depending upon oxygen cylinders.

Accompanied by Assistant Commissioner (UT) Dr. Harjinder Singh, Ola’s regional head Gurjot Singh, Punjab head Raman Bhardwaj, the Deputy Commissioner thanked the company for extending help to the patients in this hour of distress and said that it is great service to humanity.
He said that oxygen concentrators would be provided free of cost to those in need by the company and told that these oxygen concentrators have been of great help for the home isolated Covid-19 patients or those going post Covid recovery by providing life-saving gas to them without depending upon oxygen cylinders.
He said that this equipment concentrates oxygen from ambient air by capturing and filtering the air and can be booked through the Ola app.
Ola’s regional head Gurjot Singh said that users just have to pay a refundable safety deposit of Rs. 5,000 per machine only. He said that the company would deliver and pick up oxygen concentrators free of cost from patients.
He told that those who require oxygen need to use the Ola app and make a request for a concentrator by providing a few basic details in-app. He said that after the submission of the application, Ola would deliver the concentrator as soon as possible to those who requested it through the app from our Haibowal office. He told that Ola will ensure proper sterilization of the equipment after use by someone.
Ola COO Gaurav Porwal said Ola is committed to contributing to community efforts during this pandemic, requiring all of us to join hands and fight this together.

The Red Cross Society Barnala, working under Deputy Commissioner Barnala Mr Tej Pratap Singh Phoolka, has set up an oxygen concentrator bank for Covid-19 patients who have been discharged from hospitals.
Chairman Red Cross Society Mr Tej Pratap Singh Phoolka said that the Red Cross will give oxygen concentrators at a rent of Rs 200 per day for 10 days to the patients. Once the patient recovers he or she will have to return the equipment. If a patient requires machine beyond the 10 days period, same can be done on recommendation of concerned doctor.
Mr Phoolka said that people were facing lot of problems in arranging oxygen cylinders for the covid patients. “Since the prices of oxygen concentrators is high, not everyone can afford to buy one. The basic motive is to ensure that no one needy is left bereft of oxygen,” he added.
To procure the machine, a refundable security of Rs 10,000 will have to be deposited with the District Red Cross Society.
He added that to get oxygen concentrator machine, family will have to give an undertaking about the need along with discharge slip of doctor for the same. also the doctor will give an undertaking that the patient’s attendant have been imparted technical know-how to operate this machine.
If there are any issues in operating the machine,it will be responsiblility of concerned hospital staff or para medical staff to maintain it.

This was stated by S. Amardeep Singh Cheema, Chairman, Punjab Health Systems Corporation. He told that district authorities have been allowed to issue Oxygen Concentrators to those patients who require low oxygen assistance for few days after discharge from the hospital.
Mr. Cheema said that these guidelines do not apply to patients in home isolation, as such patients that need oxygen supplementation should be brought to the hospital for comprehensive care. The post-COVID-19 patients will be permitted oxygen continuation at home only on the advice of the doctor/hospital and monitoring and care of such patient will be the responsibility of the treating doctor/hospital.
Chairman Cheema further said that patients will be issued an oxygen concentrators of up to 5 litres per minute capacity after taking self-declaration / undertaking from the patient or attendant. The Oxygen Concentrator will be issued for a maximum of 4 weeks and a refundable security deposit will be taken for the same. For the monitoring and functioning of Oxygen Banks, all Deputy Commissioners will appoint a nodal officer who will report to the respective Deputy Commissioner and Punjab Health Systems Corporation every day.
Mr. Amardeep Singh Cheema said that State Government is taking all the necessary steps to ensure an adequate supply of oxygen in the hospitals. For this purpose, oxygen concentrators are also being used to cater to the demand of patients who require low oxygen support in the hospitals. He appealed everyone to follow the Covid appropriate behaviors and to get tested at the earliest if any symptoms appear.

A new initiative by the government will soon catalyze R&D on critical components and innovations concerning Make-in-India Oxygen Concentrators to meet the emerging healthcare requirements to combat the COVID 19 epidemic.

Despite being on the list of essential medicines prescribed by the World Health Organization, oxygen remains a precious commodity, especially under conditions of medical distress.

This initiative involves invitation for proposals from scientists from educational and research institutes/ laboratories, universities, and medical institutions, start-ups, and industries by  Science and Engineering Research Board (SERB), a statutory body of Department of Science and Technology (DST), to investigate and innovate in the development of (individual/portable) oxygen concentrators. They will be in domains of alternate materials and mechanisms for oxygen separation; design, development, and manufacturing of critical components such as valves and oil-less compressors, design improvements for greater performance, AI-optimized oxygen flow devices, and oxygen-level IoT sensors, and so on.

The scientists from industries should align with investigators from academic / research institutions as co-investigators. Funding for industry partner(s), with respect to R&D leading to commercialization, will be forwarded to Technology Development Board (TDB), DST, for their consideration. The duration of the project is one year.

This will help meet the need of indigenous concentrators working on newer approach of providing supplementary oxygen in hospital wards and ICUs and as an inexpensive therapeutic oxygen source for patients under home isolation.
