Delhi: 07 FEB 2024

Raksha Mantri Shri Rajnath Singh has approved a proposal for waiver of the provision to complete 179 working days, at the time of accident, for payment of ex-gratia lump sum compensation to Casual Paid Labourers (CPLs) working in Border Roads Organisation (BRO)/General Engineering Reserve Force (GREF). As per the existing instructions, the CPLs, who have worked at least 179 days in BRO, are covered for payment of ex-gratia lump sum compensation of Rs five lakh. Several families of deceased CPLs are deprived of the grant due to this constraint of 179 working days.

The BRO units are located in far-flung/snow-bound/high-altitude areas where no proper public as well as medical facilities are available. Factors namely uncongenial climate, inhospitable hilly terrain, hazardous work sites and occupational health hazards pose enormous risk to life of the CPLs.

Considering the cases of deaths occurred/reported during their engagement, the waiver of the condition of minimum 179 working days on humanitarian grounds would be a great reprieve for the families of the CPLs who lose their bread winner while on Government duty and will go a long way in securing their livelihoods.

It may be recalled that the Raksha Mantri had, recently, approved the following welfare measures for the betterment of CPLs, irrespective of number of days of engagement with the BRO:

  1. Group (Term) Insurance scheme for CPLs engaged by BRO/GREF for its ongoing project works assuring an insured value of Rs 10 lakh only to family/Next of Kin in any case of death of CPLs.
  2. Preservation and Transportation of mortal remains and Transport AIIowance (TA) entitlement of the attendant.
  3. Enhancement of Funeral Assistance to Rs 10,000 from Rs 1,000.
  4. Advance payment against ex-gratia compensation of Rs 50,000 as immediate help in case of death etc.

Delhi: 24 JAN 2024

“New India no more tolerant to ‘let it be’ mindset & believes firmly in ‘let’s do it’ approach”
Delhi, 31 DEC 2023

Raksha Mantri Shri Rajnath Singh has said that the Government is developing a strong base of domestic defence industrial ecosystem to make India a strategic economy. Addressing the 21st convocation ceremony of Tezpur University on December 31, 2023 at Tezpur, Raksha Mantri said, the ministry is making all efforts to achieve the target of becoming self-reliant in the defence sector.

Highlighting the various steps taken by the Ministry of Defence to achieve Aatmnirbharta in defence, Shri Rajnath Singh stressed that for the first time, the import of arms was restricted. “We issued five positive indigenization lists, under which 509 such defence equipment have been identified, whose manufacturing will now be done indigenously. In addition, we have also issued 4 positive indigenization lists of Defence Public Sector Undertakings, in which 4,666 items have been identified which will now be manufactured in our country,” said Raksha Mantri.

Underscoring the government’s focus on domestic defence manufacturing, he quoted that for the first time, the production has crossed the record figure of Rs. One Lakh Crore. “The total value of India’s defence exports, which was Rs 1,521 crore in 2016-17, has increased almost 10 times to reach a record level of Rs 15,920 crore in 2022-23,” he stated.

Shri Rajnath Singh elaborated on the proactive attitude of the present government in tackling any situation, which has replaced the crisis of credibility with a culture of confidence. “India is no more tolerant of the “let-it-be” approach. Today, under the leadership of Prime Minister Shri Narendra Modi, the new India believes in “let’s-do-it” approach,” he said.

On the issue of women empowerment, Shri Rajnath Singh said, the government has taken steps to ensure proper representation of women in all sectors including the military. “Today, women are walking shoulder to shoulder with men in every field in the country. From fighter planes to Chandrayan, there is no field in which the presence of women is not seen,” said Raksha Mantri.

Underscoring the significant role of youth in making the country Viksit Bharat, Raksha Mantri said, the idea of making India an economic and military superpower is based on confidence in the capabilities of talented youth. “To empower the youth and enhance their capabilities, our government has promoted start-up culture and innovation ecosystem”, he added.

Mentioning the start-up culture initiated by the Ministry in the Defence Industrial Sector, Shri Rajnath Singh said the Innovation for Defence Excellence (iDEX) has been successfully promoting innovative ideas since its inception. “Because of the various efforts by the Government to promote entrepreneurship among youth, today there are over one lakh start-ups in the country,” he said.

213 Flight Cadets, including 25 women, commissioned into various branches of Indian Air Force upon completion of their training

Shri Rajnath Singh urges them to never lose their openness towards new ideas, innovative thinking and idealism

“Strike a balance between tradition & innovation to keep pace with constantly-evolving times”

Delhi, 17 DEC 2023

To mark the successful culmination of training of 213 Flight Cadets of the flying and ground duty branches of the Indian Air Force (IAF), a Combined Graduation Parade (CGP) was held at the Air Force Academy, Dundigal in Telangana on December 17, 2023. The parade was reviewed by Raksha Mantri Shri Rajnath Singh, who also conferred the President’s Commission on the graduating Flight Cadets. The graduating officers included 25 women who were commissioned in various branches of the IAF. Eight officers from the Indian Navy, nine from the Indian Coast Guard and two from friendly countries were also awarded ‘Wings’ following the completion of their flying training.

In his address, Shri Rajnath Singh congratulated the newly commissioned officers and complimented them for their immaculate turn out, precise drill movements and high standards of parade. He urged them to not, in any circumstance, lose their openness towards new ideas, innovative thinking and idealism.

The Raksha Mantri exhorted the officers to give due importance to tradition in the Armed Forces, terming it as time-tested; but pointed out that if tradition is followed for a long time without thinking, then a state of “inertia or ossification” occurs in the system. He emphasised that to avoid this situation and keep pace with the constantly-evolving times, there is a need to innovate.

Shri Rajnath Singh called for striking a balance between tradition and innovation, describing it as extremely crucial. “If we follow only tradition, we will be like a dead lake. We need to be like a flowing river. For that, we will have to bring in innovation along with tradition. Keep flying and touch greater heights, but maintain your connection with the ground,” he said.

Earlier, the Raksha Mantri was received by Chief of the Air Staff Air Chief Marshal VR Chaudhari. He was presented with a General Salute by the parade followed by an impressive march past. The highlight of the parade was the ‘Commissioning Ceremony’ in which graduating Flight Cadets were awarded their ‘Stripes’ by Shri Rajnath Singh. The graduating officers were then administered the ‘Oath’ by the Commandant of the Academy. The CGP was interspersed by a synchronised fly-past by trainer aircraft that comprised Pilatus PC-7 Mk II, Hawk and Kiran, along with Chetak helicopters.

The Raksha Mantri also bestowed various awards on trainees who excelled in various disciplines of training. Flying Officer Atul Prakash from the flying branch was awarded the President’s Plaque and Chief of the Air Staff Sword of Honour for standing first in the overall order of merit in the pilots’ course. Flying Officer Amrinder Jeet Singh was awarded the President’s Plaque for standing first in the overall order of merit amongst the ground duty branches.

The Parade culminated with the newly commissioned officers marching-out in two columns in slow march to the notes of Rabindranath Tagore’s ‘Anandaloke’. An enthralling aerobatic show by Su-30MKI, synchronous aerobatics by the helicopter display team ‘Sarang’, and ‘SuryaKiran’ Aerobatic Team marked the grand finale of the CGP.
