National Conference to focus on streamlining SCOMET Policy, licensing processes, enforcement mechanism and supply chain compliance programs

Delhi: 28 JAN 2024 

Directorate General of Foreign Trade, Department of Commerce in partnership with the Ministry of External Affairs (MEA) and other Government Agencies is organising the National Conference on Strategic Trade Controls (NCSTC), focusing on India’s Strategic Trade Control [related to Special Chemicals, Organisms, Materials, Equipment and Technologies (SCOMET) and Export Controls] system and its International Best Practices, for ensuring compliance related to the export of dual-use (industrial and military) goods, software and technologies.

The conference will be held on 30th of January, 2024 at Vigyan Bhawan, New Delhi. Registrations for the conference have been invited by DGFT from all the interested industry and other stakeholders, through its website and other relevant platforms. Key International speakers including the Chair of 1540 Committee of United Nations Security Council (UNSC) and the Chair of Missile Technology Control Regime (MTCR), senior government officials including Commerce Secretary, Member (Customs) of CBIC, Director General of DGFT, etc. would be participating in the Conference and addressing the industry and other stakeholders. More than 500 industry representatives are expected to attend the conference.

The Conference is expected to see participation from officials of various departments/organisations of Government of India which are part of India’s Strategic Trade Control System and the Industry. The conference mainly focuses on outreach to the Industry especially for those dealing in sectors regulated under India’s SCOMET list including special materials and high tech equipment, chemicals, biotechnology, defence, aerospace (comprising Drones/UAVs), electronics and semiconductors, telecommunications, information security, etc. and related software and technology.

Various Industry leaders will also be sharing their experience related to the export of dual-use goods and technologies during the conference. The thematic sessions planned during the day-long conference will focus on various aspects of India’s Strategic Trade Control system, including the legal and regulatory framework, the steps taken to streamline the SCOMET policy and licensing processes, the enforcement mechanism and supply chain compliance programs.

As part of India’s Strategic Trade Control system and in consonance with the relevant control lists, guidelines and provisions of the international conventions, mechanisms and regimes, India regulates the exports of dual use items, nuclear related items, and military items, including software and technology under the SCOMET list, which is notified by DGFT under the Foreign Trade Policy.

The Prime Minister, Shri Narendra Modi addressed the programme marking Vigilance Awareness Week of Central Vigilance Commission (CVC) in Vigyan Bhawan, New Delhi today. and launched the new Complaint Management System portal of the CVC.

Addressing the gathering, the Prime Minister said that Vigilance Awareness Week began with the birth anniversary of Sardar Patel. “The entire life of Sardar Patel was dedicated to honesty, transparency and the building of a public service system based on these values”, he said. The Prime Minister remarked that the campaign revolving around awareness and alertness is based on these principles. He observed that the campaign of Vigilance Awareness Week is taking place to realise the dreams and aspirations of a corruption-free India and underlined its importance in the lives of every citizen.

The Prime Minister said for a developed India, trust and credibility are critical.  that people’s trust in the government enhances people’s self-confidence. The Prime Minister lamented the fact that earlier governments not only lost people’s confidence but they also failed to trust people. The legacy from the long period of slavery of corruption, exploitation, and control over resources, unfortunately, received more strength after the independence. This severely harmed at least four generations of this country, he said. “We have to change this decades-long way fully in the Azadi ka Amrit Kaal”, the Prime Minister pointed out.

Referring to his clarion call from the ramparts of Red Fort for a decisive battle against corruption the Prime Minister pointed out two key reasons for corruption and hindering people’s progress i.e. lack of amenities and unnecessary pressure from the government. He said for a very long time, this absence of amenities and opportunity was deliberately kept alive and a gap was allowed to widen leading to an unhealthy competition of a zero-sum race. This race fed the ecosystem of corruption. Corruption created by this scarcity affects the poor and middle classes the most. “If the poor and middle class spend their energy to arrange for the basic amenities, then how will the country progress?” the Prime Minister asked. “That is why”, the Prime Minister remarked “we are trying to change this system of scarcity and pressure for the last 8 years. The government is trying to fill the gap between supply and demand. The three ways adopted to achieve this are advancement in technology, taking basic services to the saturation level, and finally heading towards atmanirbharta.”

With regard to the use of technology, the Prime Minister mentioned linking PDS to technology and removing crores of fake beneficiaries and saving more than 2 lakh crore rupees from going to the wrong hands by adopting Direct Benefit Transfer (DBT). Similarly, the adoption of transparent digital transactions, and transparent government procurement through GeM is making a huge difference.

Speaking on taking the basic facilities to the saturation level, The Prime Minister pointed out that reaching every eligible beneficiary of any government scheme and achieving the goals of saturation puts an end to discrimination in society while eliminating the scope of corruption. Highlighting the principle of saturation that is adopted by the government for the delivery of every scheme, the Prime Minister gave examples of water connections, pucca houses, electricity connections and gas connections.

The Prime Minister said that too much dependence on foreign goods has been a big cause of corruption. He highlighted the government’s push towards atmanirbharta in defence and underlined that the possibility of scams is ending as India would be manufacturing its own defence equipment, from rifles to fighter jets to transport aircrafts.

Terming CVC  an institution that encourages everyone’s efforts to ensure transparency, the Prime Minister recalled his request last time for ‘preventive vigilance’ and praised the efforts of CVC in that direction. He also asked the vigilance community to think about modernising their audits and inspections. “The will which the government is showing against corruption, the same will is necessary to be seen in all the departments as well. For a developed India, we have to develop such an administrative ecosystem, which has zero tolerance on corruption”, he said.

The Prime Minister asked for a system where corruption-related disciplinary proceedings are completed in time-bound mission mode. He also suggested continuous monitoring of criminal cases and asked to devise a way of ranking departments on the basis of pending corruption cases and publishing the related reports on a monthly or quarterly basis. The Prime Minister also asked for streamlining of the vigilance clearance process with the help of technology. There is a need for auditing the data of public grievances so that we can go to the root causes of corruption in the concerned department, the Prime Minister added.

The Prime Minister stressed the need to bring in common citizens in the work of keeping a vigil over corruption. “No matter how powerful the corrupt may be, they should not be saved under any circumstances, it is the responsibility of organisations like you. No corrupt person should get political-social support, every corrupt person should be put in the dock by the society, it is also necessary to create this environment”, he said. Touching upon a worrying trend, the Prime Minister said “We have seen that many times the corrupt people are glorified in spite of being jailed even after being proven to be corrupt. This situation is not good for Indian society. Even today, some people give arguments in favour of the corrupt who have been found guilty. It is very necessary for such people, such forces to be made aware of their duty by society. In this also concrete action taken by your department has a big role.”

The Prime Minister emphasised that institutions acting against the corrupt and corruption like the CVC, have no need to be defensive in any way. He stressed that there is no requirement to work on any political agenda but to work towards making the lives of ordinary citizens simpler. “Those who have vested interests will try to obstruct the proceedings and defame individuals associated with these institutions”, the Prime Minister interjected, “But Janta Janardan is the form of God, they know and test the truth, and when the time comes, they stand with those in support of the truth”. The Prime Minister further urged everyone to walk the path of truth to fulfil their duties with dedication and emphasised, “when you take action with conviction, the whole nation stands with you.”

Concluding the address, the Prime Minister said that the responsibility is huge and the challenges keep transforming too. “I am sure that you will continue to play a vital role in building a transparent and competitive ecosystem in Amrit Kaal”, the Prime Minister said. He stressed the need for constant dynamism in the methodology to tackle this challenge. The Prime Minister also expressed delight in interacting with the winners of the essay competition and suggested the introduction of a speech competition in the future. Observing that 4 of the 5 winners who received the essay prize for the fight against corruption were girls, the Prime Minister urged the boys to take up the mantle and rally together in this journey. “The importance of cleanliness is understood only when the dirt is eliminated,” he added. “Technology is definitely leaving a paper trail of sorts when it comes to tracking those who work outside the ambit of law”, the Prime Minister observed, and concluded by stressing the need to adopt technology as much as possible in this fight against corruption.

The portal is envisioned to provide end-to-end information to the citizens through regular updates on the status of their complaints. He will also release a series of pictorial booklets on “Ethics and Good Practices”; Compilation of best practices on “Preventive Vigilance” and a Special issue “VIGEYE-VANI” on public procurement.

CVC observes Vigilance Awareness Week every year to bring together all stakeholders in spreading the message of integrity in all spheres of life. This year, it is being observed from 31st October to 6th November with the theme of “Corruption-free India for a developed nation”. The Prime Minister also awarded prizes to five students who wrote the best essays during a nationwide essay competition conducted by CVC on the above theme of Vigilance Awareness Week.

The Department of Consumer Affairs is organizing a one-day ‘National Workshop on Legal Metrology Act, 2009’ on 9th May, 2022, with the purpose to take deliberations from all stake holders on the issue of decriminalization of Legal Metrology Act, 2009 keeping a balance in consumers and industries.  Decriminalization of Legal Metrology Act, 2009 is being considered for ease of doing business by removing unnecessary interference.

Additionally, the objective of the workshop is to ensure that the consumer is not short shifted by way of use of non-standard weights & measures and incorrect disclosure without increasing the burden on businesses and hindering economic growth.  The purpose of this workshop is stakeholder’s consultation to identify the success by decriminalizing the Legal Metrology Act to facilitate Ease of Doing Business and to protect the interest of consumers.

The workshop will be presided by Shri Piyush Goyal, Union Minister of Consumer Affairs, Food and Public Distribution, Textiles, and Commerce, Industry. Minister of State for Consumer Affairs, Food & Public Distribution, Environment, Forest & Climate Change Shri Ashwini Choubey and Minister of State for Consumer Affairs, Food & Public Distribution and Rural Development Ms. Sadhvi Niranjan Jyoti will also grace the occasion and address the participants.

The key issues for consideration of decriminalization of Legal Metrology Act, 2009 are: Decrease the burden on businesses and inspire confidence amongst the investors; Focus on economic growth and protection of consumer interest; Mens rea (malafide/ criminal intent) plays an important role in imposition of criminal liability – therefore, it is critical to evaluate nature of non-compliance i.e. fraud as compared to negligence or inadvertent omission; and

Habitual offenders for repetition of non-compliance.

All stake holders comprising of Ministers, Secretaries, Controllers of Legal Metrology of State Governments, Industries, VCOs etc will participate in the workshop.

A day long National Conference on “Making India Atmanirbhar in Steel – Role of Secondary Steel Sector” on 27th March 2022 is being held at the Plenary Hall, Vigyan Bhawan, New Delhi.

Speaking during the inauguration of the conference, Union Minister of Steel, Shri Ram Chandra Prasad Singh mentioned the suggestions from the industry will be considered and seamless, transparent and flexible process is the avowed aim of the Government of India. He said that industry has made great strides in production by moving from 22 million tonnes in 1991 to 120 million tonnes in 2021-22.

Strategy needs to be devised to reach target of 300 million tonnes by 2030 and 500 million tonnes by 2047. The Minister said that increase of Iron ore production and other needed raw materials need proper strategic directions with suitable policy support. There is an urgent need to move towards green steel and Hon’ble PM has ambitious vision on Hydrogen. Iron and steel industry will be big beneficiary as coal can be replaced by Hydrogen and our dependency on import of coal also will reduce.

The Minister of State for Steel, Shri Faggan Singh Kulaste in his address urged the industry to be vocal about their requirements and put views of the industry forward with the confidence that they will be heard and the Government will work towards establishing an industry – friendly environment in our country. Secondary steel sector is a diverse industry in itself. Ideas generated through the conference will be helpful in setting policy directions for the Government.

The Minister of State for MSME, Shri Bhanu Pratap Singh Verma brought out various assistance being extended to the MSMEs by the Government and further exhorted upon the industry to come up with their suggestions which can strengthen the MSME sector in general and steel sector in particular.

The Conference has been organised with aim of providing a platform to players in the Secondary Steel sector to share their views on the challenges faced by the sector and ways in which the Ministry can create an ecosystem in which the industry can thrive. Government of India is working towards creating a Vision for India @ 2047. Towards this, it is expected that the companies will offer their inputs which can provide basis for plan of action towards achieving the goals of Vision @ 2047. Industry representatives will also give their feedback on the Production-Linked Incentive (PLI) scheme for the steel sector.Senior Officials from Ministry of Steel and Ministries of Coal, Mines, MSME were present during the conference.

The National Conference on “Making India Atmanirbhar in Steel – Role of Secondary Steel Sector” constitutes of two technical sessions discussing various topics in the day long deliberations.

Representatives from the key players of secondary steel sector in India are presenting before the august gathering, the issues related to the sector and the way forward in achieving goals of the sector.

He called upon every section of the society to work extensively in this direction. On this occasion, the Union Minister of AYUSH, Sh. Sarbananda Sonowal also praised the work being done by the Haryana Government in ensuring the promotion of Yoga.

Sh. Manohar Lal was speaking at the ‘Yoga Mahotsav-2022’ programme organized by Morarji Desai National Institute of Yoga under the aegis of Ministry of AYUSH at Vigyan Bhawan, Delhi. He said that “Yoga” is a wonderful way to have a healthy body and to make the restless mind and soul ‘sattvik’. He added that yoga also brings efficiency and balance in the work and social life.

The Chief Minister gave credit to Prime Minister, Sh. Narendra Modi for giving recognition to Yoga on the world stage. Along with yoga, work is being done by the Haryana government to expand the ancient medical systems. In Haryana, Yoga Commission has been constituted under the leadership of Chairman, Dr. Jaideep Arya. As many as 1,000 yoga gymnasiums have been established across the state. Yoga teachers have been appointed. The number of yoga teachers is being increased to 2000. Shri Krishna Ayush University is being established in Kurukshetra on an area of 94.5 acres at a cost of Rs. 1,000 crore.

Chief Minister, Sh. Manohar Lal said that the process of starting AYUSH units in primary health centres in Haryana is going on. Under the AYUSH Health Wellness Centre scheme, Ayurvedic dispensaries are being upgraded as AYUSH Health Wellness Centres. The Chief Minister said that now Yoga has been included in the curriculum of the students in Haryana.

The Chief Minister praised the state of Sikkim for the work being done in the organic agriculture sector. The Union Minister for Forest, Environment and Climate Change and Labour and Employment, Sh. Bhupender Yadav, in his address, specifically mentioned Prime Minister, Sh. Narendra Modi’s call for a natural way of life. On this occasion, Sikkim Chief Minister, Sh. Prem Singh Tamang, Union Minister of State for AYUSH and Women and Child Development,  Dr. Munjpara Mahendrabhai Kalubhai, Union Minister of State for External Affairs and Cultural Affairs, Smt. Chief Minister Jai Ram Thakur has thanked the Union Government for according approval to the proposals of about Rs. 10,620 crore of various externally aided projects in Himachal Pradesh during the last four years.

While participating in pre-budget consultation meeting on union budget 2022-23 today at Vigyan Bhawan, New Delhi presided over by the Union Finance Minister Nirmala Sitharaman, the Chief Minister said that the Finance Ministry was continuously providing generous financial assistance to the state. He said that the interest free loan of Rs. 400 crore was sanctioned for the development of infrastructure in the state during this financial year and an additional Rs. 600 crore may be provided in the form of special assistance.

Raising the issue of import duty on apples, Jai Ram Thakur emphasized on the need to increase the same from 50 percent to 100 percent to protect Himachali Apple and the livelihood of 2.5 lakh families. He said that the apple was the main horticultural crop of the state which was also the primary source of the livelihood of large population. However, due to a large influx of the imported apples in the national market, prices of the Himachal Apple had fallen sharply, leading to revenue losses of the horticulturists of the state. Therefore import duty should be increased and apple crop should be excluded from the list of fruits and other commodities brought under Open General Licence (OGL).

The Chief Minister said that the Airport Authority of India (AAI) had found the site suitable for construction of Green Field Airport in Mandi district and had also accorded its final technical go-ahead. Therefore, this project may be included in the upcoming Union budget. He demanded to declare the proposed airport as a project of national importance and said that the airport was of strategic importance, as it was in close proximity with Leh. The estimated cost for the construction of the airport is about Rs. 3000 crore.

Jai Ram Thakur said that the modes of rail and air connectivity were very limited in the state and three existing airports of Shimla, Kullu and Kangra have small runways making them suitable only for operating small planes and therefore Mandi Airport was the need of the hour.

He demanded the extension of Goods and Services Tax (GST) compensation facility for the next three years. He said that Himachal Pradesh was a hilly state having tough topographical conditions. The state was receiving GST compensation and Revenue Deficit Grant (RDG) as a part of the central assistance and out of this GST compensation is effective only till June 2022. Therefore the GST compensation facility should continue, he said.

The Chief Minister also urged to extend the industrial development policy-2017 for the next five Years in order to boost the economic growth in the state. He said that after the Global Investor’s Meet-2019, many industrial units had shown interest for setting up units in the state and the investment of approximately Rs. 97,000 crore was expected. The industrial development policy being implemented by the Ministry of Commerce and Industry would be effective only till 31 March 2022 which should be extended further so as to promote industrial development in the state.

Jai Ram Thakur also requested the Union Finance Minister to provide a special grant for the maintenance and repair of the roads and bridges under the Pradhan Mantri Gram Sadak Yojana. He said that during this monsoon season, road infrastructure had been heavily damaged due to rains, floods, cloudburst, landslides in the state and the total loss was about Rs. 1100 crore. The assistance provided for the disaster management under SDRF was not sufficient as these funds were also being allocated for combating Covid-19 pandemic.

The Chief Minister demanded to continue further the Ways and Means Advances limit to compensate for the decrease in revenues of the state due to Covid-19, as this will help the state in continuing its development activities.

In appreciation of the landmark achievements in the field of energy conservation and energy efficiency measures in the Punjab, the Government of India has awarded the 1st Prize in State Performance Award (Group 2) to Punjab Energy Development Agency (PEDA). The award has been received by Sh. KAP Sinha, Principal Secretary, Department of New & Renewable Energy Sources, Punjab and Mr. H.S. Hanspal, Chairman, PEDA from Mr.  R.K. Singh, Union Minister of Power and New & Renewable Energy at Vigyan Bhawan, New Delhi today. Mr.  M.P. Singh, Director, Mr.  Paramjit Singh, Senior Manager and Mr.  Money Khanna, Project Engineer, PEDA were also present on this occasion.

Disclosing this here today Mr. KAP Sinha, said that this award was in recognition of pioneering work being done by the State in various sectors i.e., Buildings, Industries, Municipalities, Agriculture, DISCOM, Transport etc. on the theme of Energy Conservation & Energy Efficiency. 998000 MW energy saved in year 2019-20 under Report on Impact of Energy Conservation Activities in the State. 2.16 Lakhs energy efficient BEE 4 star rated agriculture pumpsets installed. Punjab is pioneering in implementing ECBC, more than 80 capacity building programs conducted, leading State in incentivizing ECBC & Green Buildings, Punjab is amongst performing States in DISCOM driven DSM programmes for agriculture and non-agriculture sectors. Punjab is among one that has a dedicated budget allocation for functioning of DSM cells reported actual energy savings from behind the meter DSM programmes.

PEDA is also implementing the energy efficiency activities in Govt. Schools & KVs / JNVs in the State and replaced inefficient electrical appliances with BEE Energy Efficient electrical appliances in 188 Govt. Schools, replaced 22 existing old inefficient pump-sets with energy efficient BEE 5 Star pump-sets in rural drinking water pumping system & overall energy saving of 562 MUs achieved during 2019-20 by implementation of energy conservation & energy efficiency measures in various sectors in the State of Punjab.

He appreciated & applauded the efforts of Chief Executive Officer, Director, Officers, Engineers of PEDA Energy Conservation Divisions and efforts of other concerned Stakeholder Departments for implementation of energy conservation measures and energy efficiency program in the State.

Meanwhile, New & Renewable Energy Sources Minister Dr. Raj Kumar Verka has appreciated and applauded the efforts of PEDA & other Stakeholder Departments for this marvelous achievement of receiving 1st Prize in State Performance Award in the Country during National Energy Conservation Awards.

Deposit insurance covers all deposits such as savings, fixed, current, recurring deposits, etc. in all commercial banks, functioning in India. Deposits in State, Central and Primary cooperative banks, functioning in States/Union Territories are also covered. In a path breaking reform, Bank deposit insurance cover was enhanced from Rs. 1 lakh to Rs. 5 lakh.

With deposit insurance coverage of Rs. 5 lakh per depositor per bank, the number of fully protected accounts at end of previous financial year constituted 98.1% of the total number of accounts, as against the international benchmark of 80%.

The first tranche of interim payments has been released by the Deposit Insurance and Credit Guarantee Corporation recently, against claims received from depositors of 16 Urban Cooperative Banks which are under restrictions by RBI. Payout of over Rs 1300 crore has been made to alternate bank accounts of over 1 lakh depositors against their claims.

Union Finance Minister, MoS Finance and RBI Governor will also be present on the occasion.
