The Indian delegation led by Union Minister for Environment, Forest and Climate Change Shri Bhupender Yadav has reached at Abidjan, Cote D Ivoire to attend the Conference of Parties, 15th meeting of the United Nations Convention on Combating Desertification (UNCCD COP15) from 9th to 20th May 2022.

India had hosted the fourteenth session of Conference of Parties of United Nations Convention to Combat Desertification from 2nd to 13th September 2019, at New Delhi and is the current president of the same.

At COP 14, Prime Minister Shri Narendra Modi announced that “India would raise its ambition of the total area that would be restored from its land degradation status, from twenty-one million hectares to twenty-six million hectares between now and 2030”. The Prime Minister had then stated that, “…this will be focused on restoring land productivity and ecosystem services of 26 million hectares of most degraded and vulnerable land, with emphasis on the degraded agricultural, forest and other wastelands by adopting a landscape restoration approach.”

Despite the covid-pandemic, India during its presidency made significant contributions in bringing the nations together towards the global goal of halting and reversing land degradation.

A High-level Dialogue of United Nations General Assembly held on 14th June 2021   on desertification, land degradation and drought, was addressed by Prime Minister of India, Shri Narendra Modi wherein he highlighted the success stories and initiatives taken by India to combat land degradation.

In another significant development during India’s presidency, G-20 leaders recognizing the importance of combating land degradation and creating new carbon sinks, put up an aspirational goal to collectively plant 1 trillion trees, urging other countries to join forces with G20 to reach this global goal by 2030.

Also, for the first time, an Intergovernmental Working Group (IWG) on effective policy and implementation measures for addressing drought under the United Nations Convention for Combatting Desertification (UNCCD) was established by decision 23/COP.14. A draft report has been prepared and will be discussed during the current session of COP15.

The fifteenth session of the Conference of the Parties (COP15) of the United Nations Convention to Combat Desertification (UNCCD) at Abidjan, Côte d’Ivoire, from 9 to 20 May 2022, will bring together leaders from governments, the private sector, civil society and other key stakeholders from around the world to drive progress in the future sustainable management of land and will explore links between land and other key sustainability issues.

These issues will be discussed during the high-level segment on 9-10 May 2022, including a Heads of States Summit, high-level roundtables and interactive dialogue sessions, as well as numerous other special and side events. ​

Drought, land restoration, and related enablers such as land rights, gender equality and youth empowerment are among the top items on the Conference agenda. Through its decisions adopted by UNCCD’s 197 Parties, COP15 is expected to galvanize sustainable solutions for land restoration and drought resilience, with a strong focus on future-proofing land use.

As per the media bulletin released by the Directorate of Health Services UT Ladakh, 1 new positive sample report of Covid-19 was received by CMO Leh. No deaths were reported in UT Ladakh yesterday.

While a total of 129 sample reports were tested in UT Ladakh. 121 sample reports in Leh and 07 sample reports in Kargil were found to be negative.

The bulletin further informs that 1679 passengers were screened at the KBR, Leh airport while 1350 passengers including the drivers and helpers of trucks, and light motor vehicles were screened at Khaltsi check post and 65 passengers were screened at Khangral check post.

In the 186th meeting of the ESI Corporation, it has been decided to relax the contributory conditions for Covid 19 relief scheme. Now It has been reduced to 35 days for those who are eligible for the above relief scheme.  A notification in this regard has been issued on 22/03/2022. This decision will help those workers who may not have the required attendance of 70 days during the lockdown period due to closure of units or job loss. Those claims which were earlier rejected due to contribution of less than 70 days will be reviewed and passed accordingly.

The COVID pandemic has caused a huge disturbance in the lives and livelihoods of the Industrial workforce.  Through this scheme financial relief is provided to the dependents of the insured person in case of his or her death due to covid-19. The periodic payment under the scheme will pay directly into the bank accounts of the eligible dependent family members. So far, Sub Regional Office of ESIC has approved 33 claims till date wherein total amount of Rs. 3095331 (Thirty Lakh Ninety five thousand three hundred thirty one) has been disbursed among the beneficiaries.

Eligibility conditions and Implementation procedure: –

  1. The Insured Person who died due to COVID-19 disease must have been registered on the ESIC online portal at least three months prior to the date of diagnosis of COVID-19 disease resulting in his/her death.
  2. The deceased IP must have been in employment on the date of diagnosis of COVID-19 disease and contributions for at least 35 days should have been paid or payable in respect of him/her during a period of maximum one year immediately preceding the diagnosis of COVID-19 disease resulting in death.
  3. For the IPs who were availing Maternity Benefit or Extended Sickness Benefit (ESB) or Temporary Disablement Benefit and died due to COVID-19 and who fall short of the required 35 days of contribution due to being on MB, TDB or ESB, the number of days they were on MB, TDB or ESB during the period of one year prior to the diagnosis of COVID-19 will be counted for their eligibility for relief under the scheme.
  4. The claimant of the relief will be required to submit their claim for relief under the Scheme in prescribed form enclosing the COVID-19 positive report and death certificate of the deceased IP in nearest ESIC Branch Office.
  5. Proof of the age and identity of dependents shall be given by means of Aadhar or Birth Certificate issued by the competent authority.
  6. The spouse of the deceased IP shall be eligible for medical care in ESIC institutions on depositing Rs. 120/- lump-sum for one year.
  7. A sum of Rs. 15000/-is paid either to eldest surviving member of the deceased insured person who actually performs the last rites of the Insured Person.

Jammu and Kashmir figures among the top four states/ Union Territories in the country in Gross Domestic State Product growth and achieved one of the highest growth rate in GST collections despite Covid pandemic slowdown.

The J&K Government realised the revenue collection of Rs 15217.17 crores in the year 2021-22 which is a 25.70 % growth rate as compared to Rs 12105.95 crs (17.02% growth rate )in 2020-21, Rs 10345.46 crs in 2019-20 (8.18 %) and Rs 9562.80 crs in 2018-19. The revenue has been realized from SGST/IGST/Compensation, Stamps, MST and Excise Collections across J&K.
The economy of other states witnessed a prolonged and severe impact of the COVID-19 pandemic; GST collections of many States across India went down while Jammu and Kashmir recorded 26 percent increase in the collections as compared to last year.
A senior officer of the Finance department said that hike in collections has happened because of a series of financial reforms introduced to bring fiscal discipline in the Union Territory. It was a result of these reforms the Union Territory was granted Rs 1.12 lakh crore worth budget for 2022-23 financial year as compared to Rs 1.8 lakh crore in the last fiscal year of 2021-22.
Reflecting the financial discipline, the official data says that in 2018-19, Rs 67,000 crore was spent on the execution of 9229 developmental works while in 2020-21, 21943 projects were completed by spending Rs 63,000 crore only. The work done was more than double while the cost incurred was Rs 4000 crore less.
In the financial year of 2021-22 , there have been 30 percent less expenditure as compared to earlier while works completed were five times more, statistics of Finance department reveal.
The Jammu and Kashmir administration has attracted investments worth Rs 33,000 crore in the industries and service sector in the last year, which is double the investment of Rs 15,000 crore made since 1947.
The administration is expecting a possible investment of Rs 75,000 crore by the end of the calendar year 2022, which officials said is five times the investment that happened in the region in the last 75 years.
Lieutenant Governor Manoj Sinha said that Jammu and Kashmir has witnessed financial transparency after major changes were brought in.
He added that even when the entire country including the Union Territory was hit by a pandemic and Goods and Services Tax (GST) of many States recorded a decline, it went up by 26 percent in J&K.
“From many better States across the country, Jammu and Kashmir has shown extraordinary financial transparency,” Sinha said.
Additional Chief Secretary, Finance Department, Atal Dulloo said the impressive tax revenue generated during 2021-22 indicates revival and recovery of the business and trade activities in the Union Territory.
He said proper tax planning, effective monitoring and efficient implementation of the tax statutes with initiatives aimed at bringing transparency and accountability in the system contributed towards scaling up the momentum of revenue collection in J&K.
Dulloo said the finance department has played a pivotal role in bringing the economy on the right track after the pandemic. “The treasury management was also remarkable in the previous financial year, and all the verified bills of contractors have been cleared and paid in a timely manner”, he said Meanwhile, Lieutenant Governor Manoj Sinha hailed the Jammu and Kashmir Budget for the financial year 2022-23 and said that it will going to meet the needs and aspirations of the people of Jammu and Kashmir.
He also added that the main goal of the Budget for 2022-23 is the economic development of every region in the Union Territory. “The Budget for 2022-2023 is going to meet the needs and aspirations of the people of Jammu and Kashmir. This is a development-oriented budget and economic development of every region is the main goal of this Budget. This Budget is going to bring a change in J&K at a polemic pace”, Sinha remarked.

With this, the total number of COVID-19 active cases in UT Ladakh is 09; 8 cases in Leh and 1 case in Kargil district.

The bulletin further informs that 2438 passengers were screened at the KBR, Leh airport while 659 passengers including the drivers and helpers of trucks, and light motor vehicles were screened at Khaltsi check post and 31 passengers were screened at Khangral check post.
