Chandigarh, August 17 – While appreciating the unwavering efforts of officers, who have kept Haryana on the forefront in tackling COVID-19, the Haryana Chief Secretary, Mrs Keshni Anand Arora has directed all Deputy Commissioners (DCs) to lay stress on the 4Ts – Tracing, Tracking, Testing and Treatment so as to keep a tab on the spread of the COVID-19.
Underlining that adhering to the Standard Operating Procedures (SOPs) and social distancing norms is a pre-requisite to contain the spread of Coronavirus, Mrs Keshni Anand Arora said that the Disaster Management Act, 2005 should be followed in true spirit and SOPs also should be followed meticulously in all the districts especially during any public protests or gatherings.
The Chief Secretary gave the directions during the meeting of Crisis Coordination Committee (CCC) through video conferencing where Additional Chief Secretary, Health, Mr. Rajeev Arora gave a detailed presentation on the present status of COVID-19 across various districts in the state and various comprehensive strategies being adopted to combat its spread. The meeting was held under the Chairpersonship of Chief Secretary.
The Chief Secretary said that the state needs to be cautious as there is a surge of cases in the adjoining states. Moreover, the labour is returning from their home states to work. Highlighting the areas where testing needs to be spruced up, the Chief Secretary said that the testing has to be increased in districts namely Charkhi Dadri, Nuh, Jind, Sirsa and Panipat. The administration and health authorities should focus on RT-PCR testing and only after utilizing the RT-PCR testing to the fullest it can be supplemented by Rapid Antigen testing kits. Testing of labour returning to work is also important, she added. The Chief Secretary was apprised during the meeting that the fatality rate of Haryana is 1.14 per cent and the authorities concerned were working to reduce it to 1 per cent. She was also informed that the state positivity rate has also improved to 5.62 per cent.
The Chief Secretary also conveyed that the Chief Minister has given clear directions that the spread of COVID-19 has to be prevented thus one to one monitoring is required to keep a tab on COVID-19 cases. She further added that all symptomatic patients should be sent to flu corners set up at Community Health Centres (CHCs) and Primary Health Centres (PHCs) and all influenza like illness (ILI) and severe acute respiratory infections (SARI) cases should be tested without fail.
While appreciating the efforts of the officers to contain the spread of COVID-19 especially in the NCR-region, Principal Secretary to Chief Minister, Mr. Rajesh Khullar gave directions to all Deputy Commissioners to diligently monitor the COVID-19 related arrangements. He further added that its spread can be prevented when the Deputy Commissioners will ensure implementation of social distancing norms and SOPs.
During the presentation, Additional Chief Secretary Health, Mr. Rajeev Arora said that the state recovery rate was 84.07 per cent which is higher than the national recovery rate of 71.17 per cent, but the officers concerned should not be complacent. He shared the proposed objectives of the COVID-19 strategies. He asserted that the health department aims to establish more need based testing collection centres to increase testing. He also suggested the Deputy Commissioners to analyse the COVID-19 reports prepared on a day-today basis for a better management of COVID crisis. Sharing the plan of action, Mr. Arora specified that all the districts need to proactively focus towards executing the existing COVID Management Strategy in future as well.
Elaborating on it further he added that it is advisable for monitoring people who are frequent travelers as well. Furthermore, a door to door ASHA survey should be done meticulously and should be carefully monitored by Civil Administration Officers. The Additional Chief Secretary Health reiterated that we need to increase per person contact tracing which is imperative to keep a tab on the COVID-19 cases.
In meeting, Additional Chief Secretary Revenue and Disaster Management and Consolidation Department, Mr. Vijai Vardhan, Additional Chief Secretary Medical Education & Research Department, Mr. Alok Nigam, Additional Chief Secretary Irrigation & Water Resource Department, Mr. Devender Singh, Principal Secretary Labour Department, Mr. Vineet Garg, Managing Director, Haryana Medical Services Corporation, Mr. Saket Kumar, Chief Executive Officer, Ayushman Bharat Haryana Health Protection Authority, Mr. Ashok Kumar Meena and other officers were also present.
