Chandigarh, October 8 – Haryana Additional Chief Electoral Officer, Smt. Hema Sharma said that the Election Department is committed to conduct the bye-elections to Ellenabad-46 assembly constituency in Sirsa district in a free, transparent, fair and safe manner.
She said that the department has already apprised the representatives of political parties about the election code of conduct and the guidelines issued by the Election Commission of India for conducting the Ellenabad by-election. The time limit for campaigning has been fixed by the Central Election Commission till 7 pm. After that election campaigning will not be allowed from 7 pm to 10 am the next day.

She said that the contesting candidates will have to open a separate bank account for election expenses and give details of election expenses. This time the election expenditure limit for the Vidhan Sabha elections has been fixed by the Election Commission at Rs 30.8 lakh. Political parties will have to submit the list of their star campaigners to the Returning Officer. The Election Commission has allowed 20 star campaigners for recognized political parties while 10 for registered and unrecognized political parties.
She said that if any person violates the code of conduct during election campaign or voting, then a complaint can be sent by uploading it on the C-Vigil app through video or photo at the same time and action will be taken by the evaluation team. He asked the representatives of political parties to get maximum number of people to download the C-VIGIL app to conduct the bye-elections in a fair and transparent manner. Apart from this, there is also a helpline number 1950 for complaints against violators, which is operational 24×7.
