Chandigarh, October 3- Haryana Government has set up a State-Level Committee for Prevention of Substance Use and District-Level Committee for Prevention of Substance Use to motivate people, especially the youth, to abstain from drug abuse under the ‘Nasha Mukt Bharat’ Campaign. Besides this, the Committees will also make them aware about the drug misuse.

            Sharing more details an official spokesman Social Justice and Empowerment Department said that the State-Level Committee will be headed by Principal Secretary, Social Justice and Empowerment Department. Besides this one representative of Director General of Police, Director, Higher Education Department, Director, School Education Department, Director, Women and Child Development Department, Director, Information Public Relation and Languages Department, Director General Health Services,  a representative of Narcotics Control Bureau, Haryana, Four NGOs working in the field of drugs, nominated by Principal Secretary, Social Justice and Empowerment,  Three Retired Senior Civil Servants, State-Level Coordinating Agency of Ministry of Social Justice and Empowerment, Government of India and State Coordinator of PMU or Ministry of Social Justice and Empowerment, Government of India will be the members of this Committee.  While, Director, Social Justice and Empowerment Department, Haryana will work as the Member Secretary.

            The spokesman said that the State-Level Committee for Prevention of Substance Use will function as State Level ‘Nasha Mukt Bharat’ Campaign Committee in districts covered under the ‘Nasha Mukt Bharat’ Campaign.  Besides this, the Committee will formulate a State Campaign Activity including in districts covered under ‘Nasha Mukt Bharat’ and will ensure formulation and implementation of the district campaigns. The Committee will also ensure community participation and public cooperation, and conducting training programmes for the service providers at state-level, district-level and below district level, said the spokesman.

            He said that the Committee will also prepare a social media strategy for the State campaign and implementation of the same. Apart from this it will also visit the institutions, hospitals and affected places. The Committee will also ensure strict implementation of ban on sale of cigarettes within 100 meters of any educational institution and will obtain information on the availability or sale of drugs and review the action taken on such information

            The spokesman said that the concerned Deputy Commissioner will be the Chairperson of the District Level Committee for Prevention of Substance Use.

            He said that Superintendent of Police, Chief Medical Officer, District Education Officer, Child Development Programme Officer, District Public Relation Officer, Drugs Control Officer (FDA), Three NGOs working in the field of drugs nominated by Deputy Commissioner, Two Retired Senior Civil Servants and Commissioner State Level Coordinating Agency of Ministry of Member Social Justice and Empowerment, Government of India will be the members of this committee. While the District Social Welfare Officer will works as Member Secretary of the said Committee.

            He said that the functions of the Committee will be to ensure formulation and implementation of the Campaign in districts. It will also conduct awareness generation programmes in all schools and colleges in the district for students, teachers and parents. The Committee will also formulate students clubs in colleges to discuss and spread awareness.

            The spokesman said that the Committee will also identify the victims and users and taking them to Rehabilitation Center and Hospitals for counseling and treatment. It will also monitor counseling and treatment facilities in the district.

 He said that the Committee would also ensure strict implementation of ban on sale of cigarettes within 100 meters of educational institutions. It will also obtain information on the availability and sale of drugs and review the action taken on such information.  The Committee will also visit institutions, hospitals which are providing services.

            The spokesman said that the Committee will ensure to increase community participation and public cooperation and will also conducting training programmes for the service providers at district level and below district. Besides this, the Committee will also prepare a social media strategy for the District campaign and implementation of the same.

            He said that the Committee will give feedback on the progress to the State Level Committee and to the Ministry.  Committee will also identify Identifying volunteers in the community, giving them ID card/badge training them as community peer for spreading awareness in the community, said the spokesman.

            The spokesman said that The Committee will review the progress of cases detected or raided by respective agencies during the month by coordinating or sharing the intelligence about drug trafficking The Committee will submit its report to Director General Health Services and will also submit a copy to Director Social Justice and Empowerment Department and ADGP (Crime).
