Chandigarh, October 20 – Nodal officers of the concerned departments will have to deal promptly with the online complaints made on the CM window. This portal has been created to address the grievances of the public and to proactively resolve them. In the future, a review meeting will be a regular agenda to be convened every week instead of once a month. Nodal officers will have to come prepared, if they wish, they can bring field officers with them to the meeting.
This information was shared by Advisor, Public Safety, Grievances, Good Governance and in-charge of CM Windows (Grievances), Haryana Chief Minister, Mr. Manohar Lal, Mr. Anil Rao and OSD of Chief Minister, Mr. Bhupeshwar Dayal while presiding over a meeting of the nodal officers of various departments regarding the redressal of complaints received on CM Window. It was also informed that it has been decided to start honouring the better performing officers and employees in the upcoming meeting by giving ‘Excellence and Commendation Letters’.
During the meeting, the work done by the electricity department was appreciated and directions were given to all the departments to redress all the complaints of the Non-Resident Indians on priority basis.
Police Department
Sub-Inspector Subhash Chandra, posted in the Economic Offenses Wing, was found guilty on charges of wrong investigation in an IILM University case, due to which he has been suspended. On July 18, 2018, an FIR was lodged against Mr. Subhash Chandra for recruitment through fake degree, the investigation of which was pending for a long time. In the review meeting, the police department was unable to give any reliable answer on this matter, on which a decision was taken to suspend the current investigating officer, Mr. Subhash Chandra. Also, the Director General of Police has been directed to complete the investigation of the case and submit the report.
Education Department
Orders were given to dismiss Hindi PGT Mr. Rakesh Mor from the Education Department for submitting fake HTET certificate, orders have also been given to conduct investigation against the person who helped him with his appointment. Simultaneously the police department has also been entrusted with the investigation of the case.
Orders have been given to suspend Mr. Arun Asri, District Elementary Education Officer, for issuing wrong certificate. There was a complaint against him that he had submitted a false report of fake education certificate of sarpanch of Gram Panchayat Golani, District Yamunanagar, after which the certificate was found to be fake in regular investigation. Orders have been issued to suspend the then District Elementary Education Officer. Along with this, the Deputy Commissioner of Yamunanagar has been ordered to take action against the sarpanch.
Orders have been given to suspend Mr. Ankush Kumar, JBT (now head teacher). He has been accused of embezzlement of uniforms, bags, stationery of the students of the school while carrying out the order charge and in addition, a total amount of Rs 1,90,000 was withdrawn from the mid-day-meal account, which has no entry in the record of accounts. Along with the suspension, a police inquiry has also been ordered against Mr. Ankush Kumar.
During the review of the Food and Supplies Department, it was found that a black listed rice mill in Kurukshetra was renamed to create a new firm and fraud worth crores in paddy procurement was being committed in the last four years which is against the departmental rules. Taking strict cognizance of this, orders have been issued to charge sheet under Rule 7 against all the DFSCs who have been appointed in Kurukshetra in the last four-five years, and have committed such a mistake. Directions have been given to the department that Black listed firm should not get a single grain.
During the meeting, a case was brought to light in which Mr. Radhey Shyam Jindal, eminent citizen of Samalakha, irresponsibly signed a report, taking strict cognizance of which it has been decided to remove him from the post of eminent citizen with immediate effect.
During the meeting, Mr. Bhupeshwar Dayal also directed to submit a report after completing the investigations within a week against the wrongly appointed Patwari to the Urban Estate Department, who has now been promoted to Naib Tehsildar. It was informed during the meeting that Rice Seller, Ramdev International Ltd., GT Road, Karnal has been accused of giving 19015 quintal less of CMR Rice, and has been arrested from Dubai and an FIR has been lodged.
It was also informed in the meeting that the departments which have got better Composite Points include Electricity, Police, Public Health Engineering Department and Food Civil Supplies and Consumer Affairs Department. Similarly, directions were given to the concerned departments to promptly respond through mail to the tickers issued for grievances received on their social media grievances tracker. For example, if a ticker was issued to provide medical help in a road accident, then the Nodal Officer should respond immediately.
It was directed in the meeting that the nodal officers should ensure that the HCS or IAS level officer of their department is also informed to attend the meeting. For the departments whose complaints are more than three years old, such complaints will be consolidated and SIT will be formed at the state level. Mr. Anil Rao said that he will write a letter to the Director General of Police himself regarding complaints related to the Police Department. The Police Research Officer will have to interact more with the Superintendent of Police of the concerned district.
At the end of the meeting, Mr. Anil Rao and Mr. Bhupeshwar Dayal expressed their displeasure over the functioning of Urban Local Bodies Department, Town and Country Planning Department and Panchayat Department, and the heads of their departments have been called for the meeting next week.
He said that the Nodal Officer should ensure that the action taken report (ATR) on the complaints related to their departments is uploaded on the CM Windows portal and must take information related to it from computer operator on daily basis.
