Kargil, March 26, 2023 :- A delegation from LAHDC Kargil led by its Chairman, Shri Feroz Ahmed Khan, called on the Hon’ble Lieutenant Governor of Ladakh, Brigadier (Dr) BD Mishra (Retd), at Raj Niwas in Kargil.
Shri Feroz raised several issues related to the development works in Kargil district. He requested for HLG’s intervention in the amendment of LAHDC Act 1997 and 2018 along with the need to define the warrant of precedence of the Councillors of both the Hill Councils. He also raised several other issues, viz. the need to work in close coordination with Hill Councils while preparing SDP/State Sector Plan to avoid duplicity; the need to clear liabilities under Centrals-sponsored schemes; providing honorarium to school bus drivers in Kargil under subsidy component; operating civilian flights in Kargil; the need to establish Public Service Commission in Ladakh; the need to depute an officer to handle the affairs of University of Ladakh in Kargil; granting Actual Line of Control (ALC) status to people living near the Line of Control to avail its benefits; using funds from Red Cross for development activities in the district; the need to establish an examination centre for para-military services; providing minimum wages to Rehbar-e-Khel employees in Youth Services & Sports Department; the need for proper functioning of All India Radio (AIR) Station at Kargil; the need to prepare bye-laws for mining in the district; upgradation of Power Development Department to Power Development Corporation; the need to fill up the vacant posts of doctors in Drass and gynaecologist in Zanskar along with the upgradation of New Type Primary Health Centre (NTPHC) at Trespone and opening of the Panikhar-Pahalgam road.
HLG informed about the plan to conduct studies and constitute various committees on school education, health centres, police stations and administrative centres along with strengthening the Panchayati Raj Institutions (PRIs) and the Hill Councils. He also informed that steps would be taken to tackle the issue of exorbitant airfares charged by private airlines, especially in the winter. He instructed the Vice-Chancellor of the University of Ladakh to appoint separate deans for both the Leh and Kargil campuses for their smooth functioning.
HLG emphasised the need to empower representatives of Panchayati Raj Institutions (PRIs) and the need to equally distribute funds from the Centre for various developmental activities at all three tiers of the Panchayati Raj system. He requested the representatives of LAHDC Kargil to maintain and follow transparency, accountability, probity, equal dispensation, self-audit and mid-course correction while carrying out their duties for the welfare and development of the people of Kargil. He highlighted the need to stop dumping garbage and encroachment in the river and nullahs.
Executive Councillor, Tourism, Shri Phunsok Tashi; Executive Councillor, Social Welfare, Shri Aga Syed Mehdi Fazily; Secretary, Shri Ravinder Kumar; Deputy Commissioner, Kargil, Shri Santosh Sukhadeve; SSP Kargil, Shri Anayat Ali Chowdhary along with other elected and nominated councillors of LAHDC Kargil were present in the meeting.
