Ram Nath Kovind to confer Digital India Awards 2020 to Haryana Government for Antyodaya Saral Project
Chandigarh December 19: Haryana Government’s determined and persistent efforts to employ e-Governance to make delivery of citizen-centric services to the people in a time-bound and hassle-free manner, have been again recognized and rewarded by the Central Government as President of India, Ram Nath Kovind will confer Digital India Awards 2020 to Haryana Government on December 30, 2020 for its ambitious Antyodaya Saral Project. The Ministry of Electronics and Information Technology (MEITY) under the category ‘Excellence in Digital Governance – State/UT’ will confer the said award.
While earlier this year, State Government’s Antyodaya Saral Project had bagged ‘Gold Award’ in the category of ‘Excellence in providing Citizen-centric Delivery’ at the 23rd National Awards ceremony for e-Governance in February 2020.
Divulging more details, Dr. Rakesh Gupta, Project Director, Chief Minister’s Good Governance Associates, said that Antyodaya Saral (https://saralharyana.gov.in) is a Government to Citizen (G2C) public service delivery platform with the citizen at the centre of it. Citizens can apply for 549 schemes and services of Haryana Government offered by 40 departments, boards, corporations through the online portal, at the nearest Common Service Centre (CSC) or at the 117 Antyodaya Saral Kendras run by the Government Antyodaya Saral offers the citizens a standard service delivery experience across the State in terms of the documents required, fees charged etc.
Since the launch of the portal, there is visibility of over 3.4 crore applications for schemes/services across the State. More than 5.5 lakh applications are received through the Antyodaya Saral portal on a monthly basis. In addition to that, citizens are sent more than 20 lakh proactive SMSs per month informing them about the status of their applications. The citizen can also find the status of her application through the online portal, similar to how they would track the status of an e-commerce order, shared Dr. Rakesh Gupta. He further shared that in case the citizen has any query/grievance, the citizen can call the toll free helpline (1800-2000-023), which deals with more than 1 lakh such calls on a monthly basis. Over 97,000 grievances pertaining to service delivery have been received through the helpline, 96 percent of which have been resolved.
The citizens have given Antyodaya Saral an overall satisfaction rating of 4.3 on a scale of 5 through the automated IVRS feedback calls made to them. All of this ensures that the citizens no longer need to visit the department offices to ask for information, apply for the service or complaint regarding any delay, they can do all of this from the comfort of their homes, informed Dr. Rakesh Gupta.
He said that the performance of each department and district is reviewed against the timelines defined under the Right to Service Act. The reviews are conducted by the CM Office on a monthly basis with the Deputy Commissioners at the district level and the nodal officers of the departments at the headquarters.
Dr. Rakesh Gupta asserted that the Chief Minister, Mr. Manohar Lal also reviews the performance on a regular basis. The dashboards also empower the Administrative Secretaries, Heads of Departments and Deputy Commissioners to review the performance on a regular basis. He said that Antyodaya Saral platform has been developed completely in-house by NIC Haryana and the technical teams of the concerned departments. It has been developed without an external vendor, at the fraction of the cost that vendors would have charged for the same work. The portal is built on the Service Plus framework built by NIC Delhi for ePanchayat Suite. Service Plus is also going to be conferred a Digital India Award under the ‘Exemplary Product’ category on December 30, 2020.
Dr. Rakesh Gupta further informed that Antyodaya Saral has also been conferred the Gold Award under the category ‘Excellence in providing Citizen-centric Delivery’ at National Conference on eGovernance(NCeG), February 2020 by the Department of Administrative Reforms and Public Grievances. In addition to that, it got the CSI Nihilent eGovernance Award, the Most Innovative Citizen Engagement Award at Digital India Conclave and the Indian Express Digital Leader Award in 2018.
Haryana is a leader across the country in efficient public service delivery for all G2C services and schemes, and these awards/recognitions are a testament to the same, said Dr. Rakesh Gupta.
