Takes stock of status of establishment of hydro, solar, wind energy projects
KARGIL OCTOBER 01, 2020: Administrative Secretary UT Ladakh Ravinder Kumar took stock of the status of developmental works of different departments under his administrative control during a series of meetings at Tourist Facilitation Center (TFC) Biamathang here on Tuesday evening.
Deputy Commissioner and CEO, LAHDC Kargil Baseer ul Haq Choudhary, Deputy Director Employment Kargil Muhammad Kazim, Deputy Registrar Cooperative Societies Kargil Dr Zakir Hussain, OSD to Secretary Cooperatives, Animal and Sheep Husbandry and Fisheries Department Dr Stanzin Thakchos, officers of Labour Department and ITI Kargil besides other concerned officers attended the meetings.
The Secretary who was on a 3 day tour of Kargil district inquired from the officers concerned about the pace of progress achieved on different ongoing and approved schemes and works under State Sector, SDP and Annual District Capex Budget in the case of Labour, Employment, Cooperatives, ITI and other related sectors.
Taking stock of the works under Labour Sector, the Secretary stressed the concerned officers to expedite the process of the construction of labour sarais at different locations in the district while keeping the provision of central heating facilities beside also exploring the room for incorporation of passive solar technologies with a view to address the heating requirements during the winter season. He also suggested for exploring the possibilities for construction of pre-fabricated structures.
The Secretary also asked officers to ensure the implementation of labour laws and migrant labourer rules in letter and spirit besides according utmost priority to labourer welfare which is the prime motto of the department.
With regard to the status of the purchase of machinery and equipments,the Secretary instructed the officers to complete the necessary purchases through the GeM Portal/e-tendering system well before the onset of the winter season.
Taking stock of the present status of the cooperative societies in the district, the Secretary emphasized on the need for concrete measures to strengthen them in terms of enhancing their business scale by expanding the horizon of cooperative outlets at Leh, Srinagar, Jammu and Delhi besides also enhancing marketing links through assured quality.
Earlier, en route Kargil the Secretary visited the 9 MW Biama, 1 MW Sanjak and 9 MW Dha hydro projects of JKSPDCand enquired about the status of these projects and evacuation of power from these projects to Leh and Kargil districts.
Chief Engineer PDD Leh Ghulam Ahmad Mir, Project Director Kargil Renewable Energy Agency (KREDA) Kacho Ahmad Khan and other concerned officers accompanied the Secretary during the tour.
At Dha project site, the Secretary was informed that the switch yard work is under progress.
The Secretary stressed the Chief Engineer to speed up the work on war footing basis so that power can be evacuated either to Leh or Kargil district before the onset of the winter season.
The Secretary also visited the sites for establishment of different solar and wind energy projects and stressed the officers concerned to take concrete measures towards the early kick start and completion of these renewable energy projects within the stipulated timelines so as to achieve Prime Minister Narendra Modi’s vision of making Ladakh a Carbon Neutral region.
The Secretary along with the concerned officers also visited Shashi Lake to see the feasibility for establishment of wind and solar power projects in the area where the Project Director KREDA informed that recently a team from the National Institute of Wind Energy (NIWE) Chennai and Solar Energy Corporation of India (SECI) have visited the site and explored the potential of 10 to 20 MWpower from wind and 40 MW from solar energy at the site.
The Secretary asked the Project Director KREDA to deliberate on the documentation and other related issues with LAHDC and District Administration Kargil.
Later, the Secretary also inspected the wind mast at Hambutingla which was installed by KREDA in 2013 where he was informed thatas per the last 5 years data available with KREDA,2 to 3 MW wind energy can be generated in the area.
The Secretary also visited the identified solar site at Yourbaltak where 200 canals of land has already been allotted to KREDA by LAHDC for generation of 7 MW Solar power project under PMDP in 2017.
The Secretary along with officials from PDD and National Gridalso visited Sharbatgund to inspect the feasibility of the site for establishment of 5MW solar power project and grid station in the area.
