Chandigarh, March 31 – Haryana Chief Minister, Manohar Lal has said that all monetary transactions will be done through online mode at the Panchayat level. Besides this, he said that an Audit Report should be prepared for every district and detailed discussions should also be held, he added.

This information came to light during a meeting being presided over by the Chief Minister with regard to planning of Budget and Financial Management of the Panchayati Raj Institutions and Local Bodies held today.

Chairman of the Sixth State Finance Commission, P Raghavendra Rao, was present in the meeting through video conferencing.

The Chief Minister said that we have to move towards building a new Haryana. He also directed to formulate the Budget of each level on a prescribed form and send it before April 30 so that the Budget can be released on time.

The Chief Minister said that more Budget should be released in the first two quarters in order to expedite the works in the first two quarters. He further said that minimum Budget should be released in the last quarter so that emphasis can be laid to complete the developmental works started in the first three quarters by the last quarter.

While directing all the Panchayats to implement e-panchayats, the Chief Minister said that there will be transparency with the introduction of e-panchayats and e-offices.

It was apprised in the meeting that 2,713 Panchayats are presently implementing online payments in the state. On hearing this, the Chief Minister suggested that it (online payment) should be implemented in every Panchayat. He said that the implementation of online mode in the system will bring in transparency and everything can be monitored closely. It was also apprised in the meeting that so far, 55,000 vendors have registered on the e-Gram Swaraj portal.

On this occasion, Additional Chief Secretary, Urban Local Bodies Department, S.N. Roy, Additional Chief Secretary, Finance Department, T.V.S.N. Prasad, Principal Secretary to Chief Minister, V. Umashankar were present. All District Municipal Commissioners, CEOs of District Councils and DDPOs were also present through video conferencing.
