Alwar rape case: NCSC asks Rajasthan government to submit ATR

Specially-abled minor girl raped in Alwar: NCSC asks CS, DGP (Rajasthan), DC, SP (Alwar) to submit immediate ‘action taken report’

Taking strong note over the rape of a specially-abled minor girl in Rajasthan’s Alwar district and local police’s inaction into the matter, the National Commission for Scheduled Castes (NCSC), on orders of Chairman Vijay Sampla, sent a notice to the Rajasthan government on Saturday, asking the officials to submit an immediate action-taken report.
As per the information received by the NCSC from news articles published in various newspapers on January 14, this year, the 15-year-old specially-abled girl was found bleeding in an abandoned condition on the Tijara flyover in Alwar, following which she was admitted to a hospital in Jaipur. The girl underwent surgery after which she was declared healthy and stable.
Meanwhile, several doctors, who were treating the girl in the Jaipur hospital claimed that the girl was brutally raped. Doctors had said that what happened with ‘Nirbhaya’ (the 2012 Delhi gangrape victim), the barbarians have committed the same atrocity with her.
However, the Alwar Police has not considered it as rape on the basis of the forensic report. Though it has been three days since the girl was found injured, no investigation has been conducted while the accused is still on the run.
Unsatisfied over Alwar police comment of ‘not a rape incident’ and its delay in investigation, the Commission sent notices to the Chief Secretary, Government of Rajasthan; the Director General of Police, Rajasthan Police; the District Collector (District Alwar) and the Superintendent of Police (District Alwar). The Commission asked the authorities to ensure justice to the victim, to investigate the matter and to submit an immediate report through post or email, based on the facts and information on the action taken on the allegation/matter.
Sampla cautioned the officers that if action taken report is not received within the stipulated time, then Commission might exercise the powers of the civil court conferred on it under article 338 of the Constitution of India and issue a summon for personal appearance before the commission in Delhi.
