Dalit Sarpanch, family manhandled for hosting flag on I-Day: NCSC issues notice to MP government

Dalit Sarpanch attacked by upper caste secretary for hosting flag without him: NCSC asks CS, DGP (Madhya Pradesh), DC, SP (District Chattarpur) to submit ATR immediately

At times when Indians were celebrating the 75th Independence Day, a tragic incident came into light in which a Dalit Sarpanch and his family members were allegedly assaulted and manhandled by an upper caste secretary of the gram panchayat at village Dhamchi in Chattarpur district of Madhya Pradesh.
Taking strong note of the incident, The National Commission for Scheduled Castes (NCSC), on the orders of Chairman Vijay Sampla, issued notice to the Madhya Pradesh government and asked the authorities to submit an action taken report, immediately.
As per the information received by the NCSC from the viral video at the social media, various news websites, Hannu Basor, sarpanch of village Dhamchi in Chhatarpur, was kicked and manhandled by the Secretary Sunil Tiwari as the sarpanch had hoisted the tricolour on the Independence Day celebration, in his absence. Also, through the news article published in the online news websites dated August 16, NCSC got the information that the sarpanch’s wife and daughter-in-law were also beaten and attacked by the secretary when they had rushed to rescue him.
Soon after the video of the sarpanch got viral, Vijay Sampla tweeted from his official Twitter handle and asked the Madhya Pradesh’s Chief Secretary and Director General of Police to submit the ATR. “This is saddened that the Dalit sarpanch was attacked for hoisting the national flag during the prestigious occasion of the I-Day”, Sampla tweeted.
Meanwhile, the Commission issued the notice to the Chief Secretary, Director General of police (Madhya Pradesh) and District Collector and Superintendent of Police (District Chattarpur) and asked them to investigate into the matter and to submit an immediate report through post or email, based on the facts and information on the action taken on the allegations/matter.
Sampla cautioned the officers that if action taken report is not received, then the Commission might exercise the powers of the civil court conferred on it under article 338 of the Constitution of India and issue a summon for personal appearance before the commission in Delhi.
