DC Poonch reviews performance of Revenue Department
Asks for maintaining transparency in working
POONCH, 22 JUNE,2021- Deputy Commissioner Poonch, Inderjeet today reviewed the functioning of the Revenue Department here at a meeting in the Conference Hall of DC Office.
Meeting was attended by ADC Poonch, ACR Poonch, SDM Mendhar, Executive Engineer PMGSY Poonch & Mendhar, all Tehsildars & Naib Tehsildars and other revenue officials.
The DC asked the department to follow the instructions issued by the Government/Higher authorities for streamlining its working for achieving efficient and hassle free delivery of services to the public.
He stressed upon all the officers and officials of Revenue Department to ensure strict compliance to these instructions. He said that there would be zero tolerance towards corruption, non-performance, delinquency and laxity and no one shall be spared in this regard. The DC also advised Revenue Officers not only to ensure the smooth and time bound delivery of revenue related services, but also remain available to the public 24×7 and play their role in resolving issues involving other departments, particularly public utilities.
Regarding removal of illegal encroachments from State land, common land & kahcharai land, the DC expressed his grave concern over slow progress and set monthly targets for the Tehsildars/NTs for retrieval of the encroachments. It was informed that all the illegal entries over State/Common/Kahcharai land have been expunged. The DC issued instructions for removal of encroachments on the spot. He also advised the Tehsildars/NTs to ensure uniform treatment to all while removing illegal encroachments. Those creating trouble/resistance/law and order problems during removal of encroachment should be booked under law.
Reviewing the progress of Jamabandi writing, the DC expressed serious concern over slow progress. He asked them to improve their performance by putting in extra effort. He informed that the Revenue Record is being digitized under DILRMP and timely completion of updating of Jamabandies is a prerequisite for its completion
The progress of scanning and quality checking of Revenue Record at District level Scanning Centre was also reviewed. It was informed that all 3760 Revenue Maps have been scanned and out of 4490377 total pages of textual record 2797682 pages have been scanned out of which QC of 1849494 pages has been completed. The DC directed the concerned to enhance the pace of scanning and quality checking for timely completion of the task.
The Revenue Officers were directed to conduct Administrative Inspection of their subordinate offices and also the periodical inspection of Revenue Records. The NTs were given the target of inspection of record of 02 Revenue villages per month and Tehsildars one Revenue village per month.
The Revenue Officers were also directed to submit their tour diaries regularly alongwith monthly progress reports. They were also directed to ensure timely disposal of mutations, Court Cases & Registration Cases.
In the meeting, Land Acquisition Cases pertaining to PMGSY and other Departments were also reviewed. The Executive Engineers Poonch/Mendhar were directed to ensure timely and quality maintenance of PMGSY roads. They were also directed to initiate action regarding debarring/black listing of defaulter contractors.
The ADC was directed to conduct extensive inspection of PMGSY roads and see whether these meet out the prescribed specifications. The Executive Engineers were also directed to intimate the Tehsildars concerned while doing BT/repair of the roads who shall keep a check on the quality/specifications of the work, particularly with respect to encroachment over acquired land, width & quality of BT as per specification.
The Executive Engineer PMGSY were also directed to share the complete information about PMGSY roads in the District with ACR who shall forward to Tehsildars for effective monitoring.
The ACR was directed to work out the requirement of funds for disbursement of awarded amount and put up the same for projection of demand for funds.
Regarding provision of State Land for other projects such as construction of DDC/BDC Bhawans, Model School, Women Degree College, Ayush Hospital, Housing Colony , Police Housing Colony, One Stop Centre for Women etc, appropriate directions were given to the concerned Tehsildars.
About pending complaints of VO/ACB and other enquiries, time lines were fixed, not exceeding one week, and the concerned officers were directed to submit inquiry report within time line.
Tehsildars were also directed to check the illegal mining activities and book the persons involved in these activities and seize the machinery.
