Haryana’s Panchayati Raj System is soon going to witness a significant change

Chandigarh, August 25: Haryana’s Panchayati Raj System is soon going to witness a significant change. Haryana is going to be the first state in the country where the villagers will have the power to remove the non-working panchayat representatives from their post. Similarly, the sarpanch of every other village will be women, which will be a revolutionary step for women of rural areas.  It will be discussed by bringing the bill in the Haryana Vidhan Sabha Session starting from August 26, 2020.

While interacting with the media persons, Haryana Deputy Chief Minister, Mr. Dushyant Chautala said that the former Deputy Prime Minister, Chaudhary Devi Lal had a dream that if the elected representative of Panchayati Raj Institutions loses his faith in the people, then people should get the ‘Right to Recall’.  He said that it should be discussed in the Vidhan Sabha. Giving the example of the sarpanch to be elected under the Panchayati Raj, he said that at times the sarpanch faces allegations of misuse of his position in which people want him to be removed from the post.  In such a situation, if the ‘Right To Recall’ law is made, then the rural voters will get the right to remove the sarpanch.

The Deputy Chief Minister said that the bill to reserve 50 percent of the posts for women in Haryana will also be put in the House. Passing of this bill will not only open new doors of politics for women living in rural areas, but will also provide them a platform to prove themselves.  He said that in the same way a bill related to determining eight percent reservation for BC-A category in Panchayati Raj institutions will be brought.  He said that a bill to provide 75 percent jobs in the private sector to the youth of the state will also be brought in this session.

In response to a question, he said that online booking for registration of lands has started in the urban area from August 24, 2020, and the work of registry will start by next week. He said that a portal for obtaining No Objection Certificate from Urban Local Bodies Department and Town & Country Planning Department has been prepared. He said that this portal has been connected with the Finance Department for the convenience of the people and also bring transparency in the system.
