Project worth Rs. 20 crore approved, Central government to give 60 percent help
Chandigarh July 28- Haryana Vidhan Sabha is all set to become hi-tech as soon the entire proceedings of Vidhan Sabha will be paperless. Vidhan Sabha Speaker, Mr. Gian Chand Gupta on Tuesday has given a nod to carry out the necessary process to make this project a success. The entire project will cost Rs. 20 crore, out of which 60 percent will be borne by the Centre and 40 percent by the State Government. The project will be completed in about a year and is being carried out under Central Government’s project National e-Vidhan Application (NeVA).
While the move will not only gave a rapid pace to the proceedings of Vidhan Sabha but will also ensure transparency. Besides this, huge amount of papers being used for the proceedings will also be saved, which will also prove to be a milestone in the direction of going eco-friendly.
The Central Government project tilted National e-Vidhan Application (NeVA) is a mission mode project of Prime Minister, Mr. Narendra Modi. For this, the Ministry of Parliamentary Affairs has been made the nodal agency. The aim of the project is to make the Legislative Assemblies and Legislative Councils paperless. Under this, the entire proceedings of the House will be made digital.
Recently the Haryana officials met with the Union Ministry of Parliamentary Affairs for this project. The meeting was attended by Dr. Satya Prakash, Joint Secretary, Union Ministry of Parliamentary Affairs, Mr. Nitin Yadav, Secretary, Parliamentary Affairs Department, and Mr. R.K. Nandal, Haryana Vidhan Sabha Secretary had participated. In the meeting consent was given for signing a Tri-Party MoU.
The first party in the Tri-Party MOU will be the Union Parliamentary Affairs Ministry, the second party will be Haryana Government and the third party will be Haryana Vidhan Sabha. After signing of the MoU, two committees will be formed in this regard.
The first committee will be headed by the Vidhan Sabha Speaker which will have at least nine MLAs of the ruling party and Opposition. The second committee will be chaired by Haryana Vidhan Sabha Secretary, consisting of representatives of the Department of Parliamentary Affairs, Government of Haryana, Information Technology Department, State Information Officer, National Informatics Centre and officers of Vidhan Sabha.
MLAs to get the entire proceedings on a ‘tablet’ 45 minutes before the house starts –
After making the Vidhan Sabha Hi-tech, the entire proceedings of the house, including proceedings of the question hour, bills, calling attention etc. will be implemented through online mode. 45 minutes before the commencement of the proceedings of the House, all the online papers will be presented through the tabs in the House. This will save paper and the work of the House will be done in a transparent manner.
