Chandigarh is the capital of Haryana and will always remain so–Deputy Chief Minister

Centre should soon ensure 40 percent share of Haryana in Vidhan Sabha, High Court and PU as well- Deputy Chief Minister

Chandigarh, April 5 – Haryana Deputy Chief Minister, Sh. Dushyant Chautala supported the resolution moved by Chief Minister, Sh. Manohar Lal in the special session of the Haryana Vidhan Sabha on Tuesday and requested the Central Government to take action on this proposal. In the House, the Deputy Chief Minister demanded to ensure 40 percent share of Haryana in the capital Chandigarh, SYL, Vidhan Sabha, Punjab and Haryana High Court and Panjab University etc. from the Centre. Also, the Deputy Chief Minister said that the former Deputy Prime Minister of the country, Ch. Devilal had started the construction work of SYL through BRO and today the Central Government should also get its share of water to Haryana by getting the canal constructed in the same way.

The Deputy Chief Minister stressed that the capital of Haryana is and will remain Chandigarh. He said that according to the report of Shah Commission in the year 1966, Kharar, Mohali area has also been said to be made part of Haryana along with Chandigarh. Sh. Dushyant Chautala said that the Centre should consider the report of the Shah Commission and take appropriate steps in this direction.

Sh. Dushyant Chautala said that the 40 percent share of Haryana in Chandigarh is getting reduced. He said that Haryana and Punjab have a sharing ratio of 40-60 in terms of officers working in Chandigarh UT, but the participation of Haryana in this is being reduced gradually. He demanded to recover the share of Haryana.

On the changes made in the Bhakra Beas Management Board, the Deputy Chief Minister demanded from the Central Government that the number of members of Haryana should be kept as before. He also raised the issue of 40-60 ratio share in the Vidhan Sabha building and said that at present the share of Haryana is only 27 per cent, whereas it should be increased to 40 per cent. Sh. Dushyant Chautala demanded from the Central Government that land should be given in Chandigarh for the construction of a separate building of Haryana Vidhan Sabha.

Sh. Dushyant Chautala raised the issue of proportion of judges in the Punjab and Haryana High Court and said that if the appointment of top 14 judges is seen, then 13 judges are either from the state of Punjab or from any other state, while the proportion of judges coming from Haryana should also be as per rules. He demanded that a separate High Court complex should be made for Haryana or the Centre should give full share of Haryana in the High Court on the basis of cases because 55 percent of the case filing is done by Haryana.

The Deputy Chief Minister also referred to the share in Panjab University and said that earlier Haryana used to have 40 percent stake in it, but now it has been reduced due to some reasons. This is directly reducing the benefits of the students enrolling in the University. Sh. Dushyant Chautala also expressed gratitude towards the Central Government for the fact that the requirement of Punjabi language has been removed in the recruitments in UT Chandigarh and this will give an opportunity to the youth of Haryana to apply for the same.
