World Health Organization (WHO) has declared the Novel Corona virus, COVID-19 as Pandemic. Till now it has  affected 216 countries/areas/territories, infected 10,63,21,987 people and caused 23,25,282 deaths. Most severely  affected countries are United States of America, India, Brazil, Russian Federation, The United Kingdom etc. Till  date in India, it has infected 1,08,58,371 people including 1,55,252 deaths. 

In order to contain the spread of the virus, Haryana Government has strengthened the surveillance and control  measures against the disease.

Major Activities undertaken by the State of Haryana to control the spread of COVID-19 

Department of Health fixed the per day upper cap of COVID treatment charges in all private  hospitals through order dated 25.06.2020. The rates for isolation beds (Rs. 8, 000 per day for Non NABH Hospitals, Rs. 10, 000 per day for JCI/ NABH Hospitals), ICU Beds without Ventilators (Rs.  13, 000 per day for Non- NABH Hospitals, Rs. 15, 000 per day for JCI/ NABH Hospitals), ICU Beds  with Ventilators (Rs. 15, 000 per day for Non- NABH Hospitals, Rs. 18, 000 per day for JCI/ NABH  Hospitals).  

State Government has fixed the Rates/ Charges for different type of COVID 19 testing as below:- 1. CBNAAT testing- 2400/-. 

  1. True NAT Testing- 1250/- 
  2. Samples collected at private hospitals/ labs and their designated collection centers – 550/- 4. Samples collected through home visits – 750/- 
  3. Rapid Antigen Testing-500/- 
  4. IgG based ELISA Testing-250/- 

Plasma bank established at Faridabad, Gurugram, Panchkula, Rohtak and Karnal. Total 4852 number of Plasma Units collected from COVID 19 recovered patients till date and 3278 COVID 19 Patients given Plasma Therapy treatment till date. 

Intensive samplings of COVID through Rapid Antigen Testing Kits are being done in all districts of  Haryana. 

In the month of October, Government of Haryana has carried out a 2nd round of Sero Survey and  overall 14.8% Sero-Positivity of SARSCoV-2 observed in the State of Haryana, which was 8% in first  round in August. 

Control Room –cum- Helpline of 30 lines has been made operational at Panchkula. Services of tele medicines are being provided through helpline. The helpline nos. are 8558893911, 1075 and 108  (Ambulance Services) available for 24 X 7. 

The State Government notified ‘The Haryana Government Epidemic, COVID-19 Regulations, 2020’ under  the Epidemic Disease Act 1897 on 11th March 2020. 

MHA GoI has issued orders vide no.: 40-3/2020-DM-I(A) dated: 24.03.2020, order No. 40.3/2020-DM I(A) dated 14th April, 2020, order no. 40-3/2020-DM-I(A) dated 01.05.2020, order no. 40-3/2020-DM-I(A)  dated 17.05.2020, order no. 40-3/2020-DM-I(A) dated 30.05.2020 regarding Phased Re-opening (Unlock 1), order no. 40-3/2020-DM-I(A) dated 29.06.2020 regarding Phased Re-opening (Unlock-2) and order no.  40-3/2020-DM-I(A) dated 29.07.2020 regarding Phased Re-opening (Unlock-3).

Nineteen Government Labs, one each at PGIMS, Rohtak (capacity 2500 sample per day) and BPS  Khanpur Kalan (2000 sample per day), ESIC Medical College Faridabad (750 sample per day), Kalpna  Chawla Medical College Karnal (1000 sample per day), NRCE Hisar (450 sample per day), Civil Hospital,  Gurugram (1000 sample per day), Civil Hospital, Panchkula (1000 sample per day), Command Hospital  (150 sample per day), SHKMGMC, Nalhar (800 samples per day), TRANSATIONAL Lab, Faridabad (400  sample per day), Civil Hospital, Ambala (1000 sample per day), MAMC Agroha, Hisar (2500 sample per  day), Civil Hospital, Sirsa (800 sample per day), Civil Hospital Rewari (500 sample per day), CHC  UCHANA JIND (800 sample per day), Civil Hospital, Panipat (500 sample per day), IMTECH, CSIR,  Chandigarh (200 sample per day), Civil Hospital, Yamunanagar (1000 sample per day) and Civil Hospital,  Bhiwani (500 sample per day) are for doing test for COVID-19 and Eight private labs at CORE  Diagnostics (5000 sample per day), Modern Diagnostic & Research Centre Lab, Gurugram (2500 sample  per day), Path Kind Lab, Gurugram (8000 sample per day), Dr. Lal Path Lab (3000 sample per day), SGT  Gurugram (300 sample per day), Star Imaging & Path (P) Ltd (1500 sample per day), Prognosis  Laboratories (2000 sample per day) and Atulaya Healthcare, Sector-11-A, Chandigarh (4900 sample per  day) are doing test for COVID-19. 

More than 76.36 lac persons have already downloaded Aarogya Setu App in Haryana. More than 100 Mobile Health Teams have already been formed to check health status regarding SARI, ILI  etc. 

Containment orders have been issued by concerned District Magistrate/ Deputy Commissioner. No. of  active containment zones in districts namely Ambala (90), Bhiwani (08), Charkhi Dadri (19), Faridabad  (195), Fatehabad (56), Gurugram (100), Hisar (531), Jhajjar (492), Jind (16), Kaithal (43), Karnal (62),  Kurukshetra (389), Mahendragarh (02), Palwal (542), Panchkula (243), Panipat (107), Rewari (328),  Rohtak (160), Sirsa (36), Sonepat (94) and Yamuna Nagar (70). 

All Commissioners of Municipal Corporations, all Executive Officers of Municipal Councils and Secretary  of Municipal Committees are authorized to dispose of the dead bodies of COVID and detailed SOP issued  regarding dead body management. 

Haryana has 45, 063 bedded quarantine facilities in Dedicated COVID Care Centers and 13,677 Beds are  available in Dedicated COVID Hospitals and in Dedicated COVID Health Centers. 

956 regular doctors by Health Department and 206 Ayush Medical Officers by Ayush Department  recruited across Haryana state to tackle the crisis of COVID effectively. 

Department of Ayush has distributed immunity boosting medicines to more than 12.19 lac persons in  containment zones. 

Fixed OPD Services have been started in all the health institutions including District Hospitals. In District  Hospitals, Casualty Services, Medicine OPD and MCH Services are already going on. A total no. of 102 FIRs have been registered against 127accused persons and 55 arrests have been for  spreading fake news/rumors on WhatsApp and social media and a total no. of 21 FIRs have been registered  against 92 known accused persons/ various unknown persons and 28 arrests have been for attacking on  religious minorities. 

Drive against Boot-leggers: – A total no. of 3395 cases under Excise Act have been registered and 3483  persons have been arrested. Recovery of 224424.25 btls English, 21817 btls & 4036 Canes Beer, 157639.4  Btls. &226.75 Ltrs Desi, 226 Btl & 11 ltr & 16 pouch Raw Wine, 73 Working still, 96917.75 btls & 13.5  Ltr Licit, 10901.75 btls and 657.35 ltrs Illicit, 27042KG and 44225 ltr. Lahan has been made.  

Total 12931 no. of violations of lockdown/Curfew have taken place. 8165 no. of FIRs have been registered  against such violators, 12197 people have been arrested, 21424 vehicles have been seized and a fine of Rs.  52 Cr. has been imposed upon them under the M.V. Act.
