Chandigarh, August 29  2021 Haryana Government has taken various stringent steps to make the public procurement system more smooth and transparent and moving forward in this direction, Public Procurement entities have been directed by the State Government to publish the procurement details related to tenders/contracts on their websites.
Sharing more information, an official spokesperson said that a letter in this regard has been issued by the office of the Chief Secretary Administrative Secretaries, Heads of Departments, Divisional and Deputy Commissioners,Managing Directors and Chief Administrators of Boards, Corporations and Authorities.
He said that now all Departments, Boards, Corporations, Authorities, Statutory Bodies, Societies and Missions etc will have to ensure publication of procurement details of tenders/ contracts above the value of Rs. 5 crore related to goods, works and services so as to ensure more transparency in tendering process.
The spokesperson said that all the public procurement agencies are required to publish all the necessary information like name of the procuring entity, department, district or office, scope of work and supply, timeframe for completion of the work, total value, the name of the agency to whom the work has been allotted and date of allotment/work order on its departmental website as well as on nodal website of Industries Department https://dsndharyana.gov.in/
He said that the Directorate of Supplies and Disposal has been directed to arrange software data format and user logins for all public procurement entities, so that they may immediately post details of awards of tenders/ contracts on the State Procurement website. Besides this, it has also been directed that the Chief Vigilance Officers of all public entities will be responsible for uploading the information regarding details of awards of tenders/contracts on the website every month and will also send a certificate to the office of the Chief Secretary for the latest information in this regard every month.
It is pertinent to mention here that earlier also the State Government while taking strict cognizance in this direction, had decided that any officer of the All India Services, Haryana Civil Service, Haryana Police Service and Haryana Forest Service cadre working in any government Department, Board or Corporation shall not be appointed to field offices or posts involving public dealing against whom departmental proceedings of major penalty under the All India Services (Discipline and Appeal) Rules, 1969 or Rule 7 of Haryana Civil Services (Punishment and Appeal) Rules, 2016 or any other rule applicable to them are pending and which may result in award of one of the major penalties, for instance, withholding of increments with cumulative effect, reduction to lower post, compulsory retirement, removal or dismissal from service.
In addition to this, it has also been decided that even if the said officers are recommended for prosecution under the Prevention of Corruption Act, 1988 by the competent authority or investigation has been instituted against them by the CBI or the State Vigilance Bureau, such officers too shall not be appointed in any field office or post involving public dealing. Similarly, in case any court has farmed charges in a criminal case involving moral turpitude against these officers, such officers too shall not be posted in any field office or post involving public dealing.
