Mohali Administration Issues NOC to Railway Authorities for Moving Ahead

Acceding to the request of Railway Authorities for the closure of the Dhakoli Railway Crossing for the construction of an underpass, the District Administration SAS Nagar (Mohali) has issued no objection to the closure of the railway crossing, subject to laying some conditions in the public interest.

Divulging the details, the Deputy Commissioner Mrs Aashika Jain said that to avoid nuisance to residents the Railway Authorities have been requested to construct the service lanes of the proposed RUB at Dhakoli on both sides with adequate length with sufficient space for traffic in front of adjoining buildings so that access to existing building on the road does not get blocked. The service lanes also need to be connected before the RCC Box structure to ensure seamless travel.

The authorities have also been urged to ensure the proper drainage system on service lanes by constructing side drains and connecting these drains to the local Choe/existing drainage system.

Further, the approach pavement on both sides of RUB should be covered with sheds of suitable material so that the rainwater does not accumulate inside the RUB and its approaches.

Similarly, to prevent water accumulation, the proper drainage of water inside the RCC Box structure has been sought by installing water Harvesting well or any other suitable system.

To avoid any traffic hiccups in future, the Railway Authorities have been asked to keep the carriageway of the RCC Box structure not less than the existing formation with the existing approach roads on both sides. A clear height of 5.50 meters of RCC Box structure should be ensured for smooth flow of all classes of traffic instead of 3.35 meters height as shown in the proposed GAD of railways.

The RCC pavement of approaches of RUB on both sides should be designed and constructed according to the latest IRC specifications and traffic intensity. A complete set of all detailed drawings has been asked for after the completion of work to the DC office for future reference.

Besides, an alternate route has been demanded for the convenience of the general public, ensuring smooth and safe passage for vehicular and pedestrian traffic, said Deputy Commissioner Jain by adding that the alternative route should be marked clearly and the public must be informed about it through appropriate signage.

Further, the Railway Authority has been asked to carry out a public awareness campaign to notify residents and commuters in the vicinity about the closure of the railway crossing and the alternative routes available. Adequate notice (by disclosing the minimum number of days) should be given before the commencement of the closure.

The Railway Authorities have conveyed that the proper safety measures must be undertaken during the closure process, including barricading and the deployment of personnel for traffic regulation and visible warning signs at all entry and exit points of the crossing.

Similarly, the closure shall comply with all relevant legal provisions under the Indian Railways Act, as well as any state and local regulations regarding traffic and public safety.

Insisting upon coordination with local authorities, the Railway Authority has been asked to coordinate with the Police Department for Traffic Management, the Public Works Department and the Local Government authority to ensure smooth traffic management during the closure.

Further, in case any public infrastructure is affected due to the closure, the Railway Authority shall be responsible for its restoration to the satisfaction of the District Administration.

The Deputy Commissioner said that the District Administration will be monitoring the implementation of the above measures expecting full cooperation from the Railway Authority in ensuring public convenience and safety.

The NOC will be valid for one year from the date of issuance said DC Jain by adding that the Railway authorities will have to adhere to all the conditions strictly during the execution of the work.
