Chandigarh, December 22 – The “Mukhyamantri Shehri Nikay Swamitva Yojana” in Haryana, which aims to grant ownership of commercial lands in municipalities that have been rented out or leased for more than 20 years to the people using them, will now be adopted by other departments as well. For its implementation in other department, a new scheme would be made.
In this regard, Chief Secretary, Sh. Sanjeev Kaushal today held a meeting with the officers of various departments and gave them necessary directions.
He directed the officers to prepare the draft of the scheme within 15 days. Thereafter the draft will be sent to Chief Minister, Sh. Manohar Lal and Finance Department and thereafter it will be placed before the Council of Ministers for approval.
‘Mukhyamantri Shehri Nikay Swamitva Yojana’ was prepared in June, 2021 by the Urban Local Bodies Department. Under this, ownership rights were given to those who have possession of commercial land for 20 years or more.
Under this scheme, those who have been in possession of land through rent or lease for 20 years, are being given ownership rights on paying up to 80 percent of the collector rate. Similarly, according to the extent of years in possession of the land, the collector rate will have to be paid according to the designated levels. For example, a person having possession of land for 25 years will get ownership rights on paying 75 percent of the collector rate, 70 percent for 30 years, 65 percent for 35 years, 60 percent for 40 years, 55 percent for 45 years and 50 percent for 50 years.
It was informed in the meeting that about 7 thousand applications were received during the first phase of the ‘Mukhyamantri Shehri Nikay Swamitva Yojana’. Letter of Intent (LOI) has been issued to 1730 applicants. As per the provisions and terms and conditions of the scheme, 1100 applications were rejected. 1130 applications were found in which the land is related to other departments. Therefore, the government has decided to prepare such scheme for other departments as well. He added that this will bring uniformity across the state.
He directed the officers of the Urban Local Bodies Department that the Department should prepare the draft of this plan for other departments and this draft will be shared with the administrative secretaries of the concerned departments and comments will be sought from them.
In the meeting, Additional Chief Secretary and Financial Commissioner of Revenue and Disaster Management Department, Sh. V.S. Kundu, Additional Chief Secretary of Public Works (Building and Roads) Department, Sh. Ankur Gupta, Additional Chief Secretary of Urban Local Bodies Department, Sh. Arun Kumar Gupta and other senior officers were present.
