Lok Sabha Speaker Shri Om Birla has said that the Legislature is an important platform for serious debate and discussions. Differences of opinion should not be allowed to interrupt the functioning of the House. It is the responsibility of every MLA to ensure that the time of the House is utilized meaningfully in the interest of people. Absence of discipline, decent conduct in the House lowers the dignity of the House. It negatively affects the spirit of democracy. People’s representatives are the custodians of the hopes and aspirations of the nation.

Lok Sabha Speaker Shri Birla was addressing inaugural session of the two-day orientation programme organized for the newly elected members of the Madhya Pradesh Assembly.

Madhya Pradesh Assembly Speaker Shri Narendra Singh Tomar, Uttar Pradesh Assembly Speaker Shri Satish Mahana, Chief Minister Dr. Mohan Yadav, Parliamentary Affairs Minister Shri Kailash Vijayvargiya, Leader of Opposition Shri Umang Singhar and other ministers were present.

Lok Sabha Speaker Shri Om Birla said that the mandate given to the newly elected MLAs means they have greater responsibility to make constructive efforts for the social and economic progress, especially of women and weaker sections. In order to do justice to their role as legislators, MLAs need to be familiar with the legislative rules and procedures. Referring to initiatives for making the Parliament paperless, Shri Birla said that the Parliament of India is the only digitized Parliament in the world.

Shri Om Birla thanked Madhya Pradesh Assembly Speaker Shri Narendra Singh Tomar for organizing the programme.

MLAs should show enthusiasm but be well-mannered

Madhya Pradesh Assembly Speaker Shri Narendra Singh Tomar said that Lok Sabha Speaker Shri Om Birla has enriched the parliamentary tradition as well as strengthened the roots of democracy through the effective functioning of the Lok Sabha. He has the honour of taking new initiatives taking parliamentary procedures to a new dimension.

Shri Tomar said that glory of Madhya Pradesh Legislative Assembly will increase. It is important for the MLAs to exhibit their enthusiasm while speaking on different issues, but should be well-behaved.

Shri Tomar said that there are enough platforms and instruments to express views. The orientation will prove effective for acquaiting the MLAs with legislative rules, traditions. This will prove useful for the MLAs. Training is important in discharging responsibilities. He motivated the MLAs to study issues related to overall development of their respective constituencies.

Shri Tomar requested Chief Minister Dr. Mohan Yadav to approve the e-Vidhan project for the Madhya Pradesh Assembly and take up a new project for arranging accommodation for the MLAs.

 Proposal for a new MLA Rest House to be considered

While congratulating the guests, Chief Minister Dr. Yadav said that the objective is to generate interest in the subject and pave the way for integration with the subject. He hoped that the Assembly will also organize training for the MLAs and will make them aware of the functioning of the responsibilities of the Assembly. The state government will consider the proposal to provide the facility of a new MLA Rest House.

Chief Minister Dr. Mohan Yadav said that the state government will provide all possible cooperation and support to take the Madhya Pradesh Assembly forward with modern resources.

Chief Minister Dr. Yadav said that the respect shown by Prime Minister Shri Narendra Modi for the democracy by touching the entrance of the Parliament House is exemplary. MPs and MLAs come to the legislature with the hopes and expectations of the people. All the members of the Assembly come here with the feeling of enriching the democratic system. Every session of the Assembly brings a new learning. The orientation he hoped will prove beneficial for all the MLAs. Books published by the Madhya Pradesh Assembly were released on the occasion.

Principal Secretary of Madhya Pradesh Assembly, Shri A.P. Singh welcomed the guests. Lok Sabha Speaker Shri Om Birla presented mementoes and a book of the Constitution of India to the guests including Chief Minister Dr. Mohan Yadav. Parliamentary Affairs Minister Shri Kailash Vijayvargiya and other distinguished guests were present.
