Chandigarh, November 3 :– Haryana Right to Service Commission is making continuous efforts to ensure that the benefits of the notified services reach the last person standing in queue in a time bound manner. The Commission is making strenuous efforts to ensure that people availing services should not face any inconvenience. In a recent case, the Commission, while taking strict action on the then Tehsildar, Bahadurgarh Sh. Kaban Lakra, imposed a fine of Rs 20,000 each case (total Rs. 40,000) for delay in furnishing the mutation for two registries of the complainant. The commission also ordered to give compensation of Rs 5,000 each (total 10,000) to the applicant.
Giving more information, an official spokesperson said that an e-mail was received by the commission from Sh. Chinmaya Sharma of Jhajjar district. In this case, the land which was in the name of Chinmay Sharma’s mother Usha Sharma was to be transferred to her son, Chinmaya through a gift deed.
The complainant had raised a mutation request in May, 2021 through Antyodaya Saral in Tehsil Office Bahadurgarh. The time limit for providing uncontested mutation under the Haryana Right to Service Act is 30 days. Even after this, the complainant was made to run from pillars to post to get his work done.
The spokesperson said that taking cognizance of his complaint; the commission sought a report in the matter from the Sub-Divisional Officer, Bahadurgarh. In his report, the then Tehsildar recorded Intkal No. 37036 to Intkal No. 37069 manually from August 12, 2021 to September 14, 2021, but the sequence of registering online Intkal has been started from 38001. A difference of 937 entries was found missing which clearly indicates the dereliction of duty from Sh. Kaban Lakra’s side. The sequence of recording intkaal should have been continuous as per the rules. Thus the Sub-Divisional Officer informed that there was a deliberate delay by the then Tehsildar Bahadurgarh, Sh. Kaban Lakra in furnishing the mutation for two registries.
The Haryana Right to Service Act, implemented in the year 2014, is proving to be an effective weapon in reaching the government’s ambitious services in a timely and satisfactory manner. 622 services have been notified under this Act, which are related to different stages of life and all sections of the society.
