KARGIL, MAY 03, 2021: Secretary Labour and Employment Department UT Ladakh Kacho Mehboob Ali Khan chaired a review meeting of the officers of Labour and Employment Department Kargil at Tourist Facilitation Centre Biamathang here today.
Assistant Director Employment Muhammad Kazim, Assistant Labour Commissioner (ALC) Raziya Khatoon besides other concerned officers attended the meeting.
As regards to different works of Labor Department, the ALC Kargil informed the Secretary that a total budget of Rs 25 crore under the Special Development Package (SDP) for construction of labor sarai at Kargil, Drass, Chiktan, Sankoo and Padum was allocated last year but due to COVID-19 pandemic construction work could not be started last year. She said that to carry out the construction works, Rs 10 is earmarked this year.
The Secretary instructed the ALC Kargil to begin the construction works of the labor sarais at the earliest, so as to create facilities of dormitories, washrooms and other facilities to the laborers.
As regards to the registration of laborers, the Secretary was informed that more than 3000 non-local and around 900 laborers have been registered this year while the department has also disbursed a financial assistance of Rs 2 crore and 80 lacs among 4000 laborers, adding COVID relief to laborers has also been provided in different installments.
The Secretary instructed the concerned officers to create awareness among the laborer class and labour agencies regarding labour rights, adding he directed the ALC Kargil to convene meetings with BRO, NHIDCL, NHPC, other such Government and private organizations engaging laborers for their projects as well Contractors’ Associations to apprise them about the labor laws and their seamless implementation on ground for welfare of the laborer class. He further stressed the need to intensify inspection of laborers on work to ensure effective implementation of labor laws and provision of proper facilities to the labor class.
The Secretary said that the UT Administration is developing a website and app for registration of laborers. He instructed the ALC Kargil to establish a temporary call center for laborers with a dedicated number till the time the departmental website is established, besides also ensuring that the benefits under Employees Provident Fund (EPF) and Employees State Insurance (ESI) to the local as well as migrant laborers reach without fail.
While instructing to create awareness in non-internet areas, the Secretary said that the awareness and inspection both should go hand in hand so as to ensure the implementation of labour laws in letter and spirit.
The Secretary also stressed for establishment of a feasible mechanism for collection of data of the skilled, un-skilled and semi-skilled labor to provide them work through agencies and contractors on requisition through call centres.
While reviewing the functioning of the Employment Department, the Secretary inquired from the officers about the status of the registration of unemployed youth, recruitments at the district level and other related aspects.
