Taking proactive measures with regard to the speculations for a third wave of COVID-19, Haryana Health Minister, Sh. Anil Vij has asked the officers concerned to constitute COVID monitoring committees in every district.

Chandigarh,  July 6 – Taking proactive measures with regard to the speculations for a third wave of COVID-19, Haryana Health Minister, Sh. Anil Vij has asked the officers concerned to constitute COVID monitoring committees in every district. Specifying the members of this committee, Sh. Vij said that the Deputy Commissioners, Superintendents of Police, Civil Surgeons and officials of Urban Local Bodies should be the members of the committee to deal with the probable third wave effectively. Alongwith this the officials of IMA, people should also be involved so that the possible wave of corona can be dealt with well.

Besides this, emphasis should be laid on  administering both the doses of COVID-19 vaccine to maximum people before the onset of the third wave.

Sh Vij gave these directions today while presiding over the meeting of the State Level Covid Monitoring Committee here. All the Deputy Commissioners, Superintendents of Police and Civil Surgeons along with other officers of all the districts of the state were also digitally present in the meeting.

Sh. Vij said that the third wave of corona will probably be more contagious than the second wave, thus, all the preparations to cope up with the third wave like enhancing the number of beds with oxygen facility, ventilator beds and ICU beds should be done. He said that it is believed that the chances of COVID-19 related deaths are less among those people who have been administered both the doses of vaccine, so the officials should focus on administering both the doses of the vaccine to as many people as possible before the onset of the third wave. He shared that so far 95 lakh people of the state have been administered vaccine.

He said that to expedite the process of vaccination, the officials concerned should seek cooperation of social, religious, business organizations. The help of NGOs and organizations should also be taken so that maximum beneficiaries can be vaccinated. He said that the officials in Ambala district had sought the help of these organizations following which vaccine administration was very successful. So, all the Deputy Commissioners should adopt this methodology to ensure maximum beneficiaries are vaccinated. He elaborated that when any such organization works with the government for implementation of any such programme then that programme turns into a campaign. Thus, the concerned officers need to implement the vaccination programme as a campaign, he added.  This also enhances the image of the government and the district administration.

Apart from this, he instructed the officers concerned that before the third wave of corona, all health care workers and front line workers should get both the vaccine jabs.

Sh. Vij said that during the second wave of Covid in Haryana, the officers worked with team spirit as a result of which the cases of corona infection are on the decline in the state today. He said that one should take important lessons from the first and second wave of Corona so as to deal with the speculated third wave and formulate a plan accordingly. He shared that the state’s recovery rate is 98.62 per cent while the fatality rate is 1.32 per cent. He added that the health officials should assess the cause of death of people during the second wave as a part of preparations for the third wave. He asked them to constitute a team of specialist doctors and gather information in this regard so that the fatality rate can be controlled in future.

He directed the District Deputy Commissioners to hold meetings with the representatives of medical institutions in their respective districts regarding the third wave and conduct a reality check with regard to the number of oxygen beds, ventilator beds etc. and equipments in the concerned districts. He said that a report in this regard should be sent to the headquarters which will be matched with the data received at the headquarters.

Speaking on overcharging by some private hospitals during the pandemic, he directed the officials to take action against the hospitals charging more than the prescribed rates so as to prevent them from doing so. He also asked the officers concerned to develop a mechanism to keep track of the bills issued by each hospital.

Speaking on the availability of oxygen, he directed the officers to inspect the oxygen plants being installed in hospitals in their respective districts. He said that the state government has issued instructions to all private hospitals with a capacity of 50 beds to set up their own oxygen plants.

Similarly, all the government medical institutions above the CHC-level are setting up their own oxygen plants.  Apart from this, 40 oxygen plants will also be set up in the state by the Central Government.

Sh. Vij said that he wants Haryana to be the first State in the country to become self-sufficient with regard to oxygen.

Chief Secretary Shri Vijai Vardhan said that teams should be constituted to ensure compliance of the guidelines issued by the government and ensure implementation.

Additional Chief Secretary, Revenue and Disaster Management Department, Sh. Sanjeev Kaushal said that the people should be cautious, ensure social distancing as the positivity rate has increased in the southern states.  Also, the effect of the Delta Plus variant is also witnessed there.

On this occasion, Additional Chief Secretary, Health Department, Sh. Rajeev Arora directed the District Deputy Commissioners to review the possible wave of corona on a week to week basis and ensure compliance with the guidelines issued regarding Covid. Apart from this, the work of vaccination in rural areas should be expedited and especially focusing on the second dose. He said that the places for isolation centres in rural areas should be marked in advance.  Apart from this, around 500 to 1,000 home isolation kits should also be prepared in advance in each district.

Chief Executive Officer of Ayushman Bharat, Haryana, Smt. Amneet P. Kumar informed that the work of issuing Ayushman Bharat cards should be continued.

NHM, Haryana Mission Director, Sh. Prabhjot Singh said the work of vaccination should be carried out through the COWIN portal only. He said that the HMIS portal should also be updated and the programme of regular vaccination should be continued.

In the meeting, Chief Principal Secretary to Chief Minister, Sh. D.S.  Dhesi, Chief Secretary, Sh. Vijai Vardhan, Additional Chief Secretary, Revenue and Disaster Management Department, Sh. Sanjeev Kaushal, Additional Chief Secretary, Health, Sh. Rajeev Arora, Additional Chief Secretary, Medical Education, Sh. Alok Nigam, Additional Chief Secretary, Urban Local Bodies Department.  Sh. S.N. Roy, Additional Chief Secretary, Haryana School Education Department, Sh. Mahavir Singh and Additional Director General of Police Sh. Navdeep Singh Virk and other senior officers were present.
