LAHDC Kargil Youth Empowerment Cell (YEC)

KARGIL SEPTEMBER 12, 2020: In order to have a firsthand appraisal of the various aspects of the proposed LAHDC Kargil Youth Empowerment Cell (YEC), Chairman and Chief Executive Councillor, LAHDC, Kargil Feroz Ahmad convened a meeting of the Executive Councillors and the members of the proposed YEC at Council Secretariat here today.

Executive Councillor for Social Welfare Aga Syed Mujtaba Mosavi, Executive Councillor for Tourism Er Phunsog Tashi, Executive Councillor for Agriculture Muhammad Ali Chandan, Former Executive Councillor and Councillor Tai Suru Aga Syed Abass Razvi besides the members of the proposed YEC attended the meeting.

During the course of the meeting, the members of YEC through a detailed PPT apprised the CEC and the ECs about the vision, objectives, training framework, institutional mechanism, organizational structure, operational framework, proposed interventions, strategies for placement of trained/skilled youth, financial implications, expected outcome, infrastructural requirements and other related aspects of the YEC.

It was informed during the meeting that the prime objective behind the concept of LAHDC Kargil Youth Empowerment Cell (YEC) is to generate a lasting solution to the problems of the young population by devising various ways and means to resolve the unemployment problem by way of providing skill development and job oriented training opportunities to the unemployed educated youth and to promote self-employment ventures.

The members further informed the CEC that the YEC also intends to work for the overall development of the young populace of the district by working as an interface between the youth and the local Government by conducting extensive research and designing job programmes.

Among other objectives would be to equip the young graduates with appropriate skills and values for easy absorption in private/corporate and Government sectors, the meeting was informed.

With regard to the training framework , the YEC members informed the meeting that the cell will focus on the professional and personality development of the students, youth and young professionals by providing intellectual, creative and social space through various learning opportunities such as life skill trainings in areas like personality development, soft skills and communication enhancement and value education, leadership development workshops, vocational training courses , training in management and entrepreneurial skills and other related aspects.

Regarding the organizational structure the meeting was informed that the Centre will consist of a Youth Development Board, Governing Council, Core Team and Programme Team for implementation, strategies and execution of the programmes with the Chairman and Chief Executive Councillor, LAHDC, Kargil proposed as the Chairman and the Deputy Commissioner/CEO, LAHDC, Kargil as the Vice Chairman under whom Core Members, the Programme Team, Block Level Youth Cell and the Panchayat Level Village Youth Cell work in hierarchy.

The CEC while congratulating the YEC members for having come up with this unique proposal hailed them for having done a lot of researching and homework while farming the draft proposal. He expressed optimism that YEC can play a lead role to address the problem of the burning issue unemployment and dropout in higher education.

CEC Khan said that the Hill Council is committed to address the issues confronting youth in the district and all out support would be extended to give the YEC a practical shape.

Khan said that with the coming of the UT Administration there is no dearth of funds the LAHDC Kargil will explore all possibilities to set up YEC either as an independent body under the overall supervision of the LAHDC or its merger with departments like the Employment and Counseling Center. He also asked the Executive Councillors and the members of YEC to come up with workable inputs and suggestions in this regard.

Meanwhile, the CEC, Executive Councillors, Councillor Tai Suru and the members of YEC including the Director Munshi Aziz Bhat Museum Kargil Gulzar Hussain Munshi, Tehsildar Sankoo Arifa Iqbal Lone, Assistant Professor Ladakh University Javed Iqbal Naqi, Principal Higher Secondary School Silmoo Nawang Sharap, Curator Munshi Aziz Bhat Museum Kargil and Social Activist Ajaz Hussain Munshi, Tourism Expert Zaheer Ahmad Bagh, Eminent Public Speaker Sajjad Khan and Convener Syed Sajjad Aga put forth their suggestions and inputs with regard to constitution of YEC.
