Haryana enters into a five year MOU with NISG to rope in the experience and expertise from public and private sector so as to enhance and improve in-house capacities

Cabinet accords approval for the same

This MoU would enable partnership for developing solutions for desired outcomes

Chandigarh, November 25: Haryana Government through its various departments has been striving to streamline the delivery of various services to its citizens. As the departments are widening their scope of work and reviewing or rationalising the schemes and programmes, the limitation of qualified competent consultants, professionals and experts becomes a challenge to achieve high-quality solutions in a time-bound manner. Therefore, to define the mission, vision and goals for programmes and to formulate the strategy to convert vision into reality, the Haryana Cabinet which met under the Chairmanship of Chief Minister, Sh. Manohar Lal here today accorded approval to a proposal to enter into a Memorandum of Understanding between the National Institute for Smart Government (NISG) and the State Government to bring in the experience and expertise from the public and private sector to enhance and improve in-house capacities.

This MOU will be valid for a period of five years from the date of signing which may be extended further upto 5 years by mutual consent of both parties.

As per the MoU, the State Government and NISG may nominate coordinators as nodal officers to represent the parties and promote interface so as to plan, implement, monitor and review the schedules of various activities from time to time.

Identify mutually agreed areas of work for projects or assignments to be undertaken, for which individual governing agreements shall be separately entered into by the Haryana Government represented by the concerned Secretaries, Heads of Departments, PSUs, Boards, Organizations, Institutions and Bodies.

Provide access to their respective facilities to the experts of both the organizations involved in collaborative activities. The parties may also exchange information and documents related to the collaborative projects as agreed between them.

Ensure the safety of the personnel and material whenever placed at either end by the other party. Provide updates on programme activities, technology application, development and related work pertaining to cooperative activities pursued under this MOU.

Endeavour to fulfill their obligations, responsibilities subject to availability of adequate financial, manpower, material and other resources. Engage NISG and award work to it by Departments, PSUs, Boards, Organizations, Institutions and Bodies.

Besides this, the parties shall endeavour to work together to develop and establish a framework for collaboration and cooperation for scope of work including, strategic IT Advisory and Management Consultancy, Programme and Project Management, Capacity Building and Knowledge Management, Manpower Augmentation and Talent Acquisition, Transaction Advisory Services, Support review, preparation and implementation of policies and any other professional services, as per requirements of Government Departments, PSUs, Boards, Organizations,  Institutions and Bodies.

National Institute for Smart Government (NISG) is a not-for-profit company set up in 2002 by the Government of India (GoI) on the Public-Private-Partnership (PPP) model with Secretary, Ministry of Electronics and Information Technology (MeitY) as its Chairman. NISG is shaped as an institution of excellence in e-governance to assist governments for ushering in smart governance, process reforms and digitalisation. NISG has been at the forefront of e-governance initiatives in India and contributed towards improvement in government processes and establishment of service delivery systems resulting in faster and simpler service delivery to end-users including citizens and businesses.
