Chandigarh, December 28 – Deputy Chief Minister of Haryana, Sh. Dushyant Chautala said that the ‘Haryana Scheduled Rates’ of the Public Works Department has been increased by 21.18 percent after 33 years. if we compare the item by taking an average lead of 5 km in case of Earthwork, then the HSR rate in the year 1988 was Rs.170 per cubic meter which has been increased to Rs.206 per cubic meter in the year 2021.
Sh. Chautala said this in response to a question raised by a member of the House during the winter session of Haryana Vidhan Sabha here today.
The Deputy Chief Minister stated that HSR 2021 is applicable from the gazette notification issued on May 3, 2021. The nomenclature of some items in Chapter 7, 15, 17, 20, 21 and 27 has been amended vide notification dated August 6, 2021. Also, some new items have been added to these chapters HSR. The rates have been revised after a period of 33 years in 2021 whereas the last ceiling premium on some items was revised in 2011. A General increase or decrease in rates on account of HSR 2021 as compared to HSR 1988 cannot be worked out mainly due to the reason that many new items have been included in HSR 2021. However, some tenders relating to road works, bridge works and building works, which were invited on HSR 1988 ceiling premium before the gazette notification, and were opened after the notification. They were compared with HSR 2021 and it was found that there was a cost overrun of about 15 to 18 per cent for road works, about 19 to 21 per cent for building works and about 18 to 21 per cent for bridge works.
In case of Earthwork, if we compare the item by taking an average lead of 5 km, the rates of this as per HSR 1988 was Rs. 170/- per cum and the same item as per HSR 2021 is Rs. 206/- per cum, which is 21.18% above than the rates of HSR 1988 rates.
The tenders in PWD B&R are invited online through NIC portal in a transparent and competitive manner where the bidders are free to quote the rates as per their assessment of the tender. Mentioning of rates of tenders on the floor of the house will not be appropriate. Now the estimates are framed based on HSR 2021 and the budget provisions are made accordingly.
