Tackles issues raised by the opposition during the discussion
Maintained the dignity of the house
Chandigarh, March 7- Haryana Chief Minister, Sh. Manohar Lal today gave a befitting reply to every issue raised in the discussion on the address given by Governor, Sh. Bandaru Dattatraya on the first day of the Budget Session of the Vidhan Sabha. At the same time, he also showed his unique art of keeping the democratic values alive by maintaining the dignity of the House despite the sweet-sour debate in the House.
During the discussion in the session, when the Haryana Prevention of Unlawful Conversion Bill, 2022 was introduced in the House on March 4, a strange situation arose when the former Speaker and MLA of the Vidhan Sabha, Dr. Raghubir Singh Kadian, got agitated and tore a copy of the bill. Vidhan Sabha Speaker, Sh. Gian Chand Gupta took strong cognizance of this and suspended Dr. Raghubir Kadian for the remaining period of the session with the consent of the House, calling it an insult to the legal document placed in the House. But today, on repeated requests by Leader of Opposition, Sh. Bhupinder Singh Hooda to cancel the suspension of Dr. Raghubir Singh Kadian, the Leader of the House showed generosity to maintain the dignity of the House by cancelling the decision to suspend Dr. Raghubir Singh Kadian and sent an example of keeping democratic values alive.
Work given to 5,41,000 persons in the last one year under MGNREGA
Responding to Sh. Ram Kumar Gautam who said that work is not being provided under MGNREGA putting Haryana in fourth place, Chief Minister said that every person seeking work under MGNREGA has been given work. In the year 2021-22 till February 2022, there were 6,75,487 applicants and 6,74,947 persons were offered employment, out of which 5,41,000 persons worked under MGNREGA.
The Chief Minister, while discussing the Governor’s address, welcomed the criticisms made by the members of the opposition and said that he is also in favour of criticisms, provided they are constructive. He said that some people keep creating obstacles, but the present government will continue to talk about public welfare and public interest.
The Chief Minister said that he will present the budget tomorrow. Earlier, he held eight pre-budget meetings and received written suggestions from 550 persons. The government has studied these suggestions and has included good suggestions in the budget.
Giving a direct reply to the issue raised by the Leader of Opposition of the National Capital Region Planning Board, the Chief Minister said that the NCR Board was formed in 1985, at that time there were 8 districts in Haryana and in 2013, Bhiwani, Mahendragarh, Karnal, Jind, Panipat were included. The NCR Planning Board provides loans to the states at an interest rate of 7 to 8 percent. The economic condition of Haryana is good and loans are being received from other agencies at the rate of 6.9 percent. The development projects of Gurugram cannot be compared with the projects of Bhiwani, and Mahendragarh districts.
Left parties are provoking Anganwadi workers
Similarly, on the issue of Anganwadi workers, the Chief Minister said that some political people belonging to Left parties are instigating these workers to sit on dharna. Talks were held with various unions and their demands were accepted and 65 per cent workers are on duty. He clarified that Haryana is giving highest honorarium to Anganwadi workers and helpers as compared to other states except Telangana. He said that the Central Government has now issued guidelines for uploading the data of children on the mobile app. Training will be given to Anganwadi workers in this regard and they will be given one time amount of Rs. 1000. Similarly, on retirement, Anganwadi worker will be given Rs 1 lakh and helper Rs 50,000. Apart from this, the dearness rate will also be added every year in the share of honorarium given by the state government to Anganwadi workers and helpers. This has not been done in any state.
Giving a direct reply to the issue raised by Sh. BB Batra from the opposition, on the issue of Parivar Pehchan Patra (PPP), the Chief Minister said that in the PPP data available on the HREX portal, 8.87 lakh people have declared themselves unemployed. He said that every year 4-4.5 lakh educated youth leave, out of which more than half are engaged in self-employment, while two lakh are in search of employment and this data increases every year.
The Chief Minister said that in order to get educated members elected to Panchayati Raj Institutions, a fight was fought last year till the Supreme Court and the court considered it right and also asked other states to follow it. The government took the decision to increase the participation of women in PRIs to 50 percent instead of 33 percent reservation, which has also been taken up in the court and they hope that the court will take this decision of Haryana on the lines of the decision taken on the educated panchayats.
The Chief Minister also informed about the Common Eligibility Test for Group C and D posts and other important decisions taken by the State Government including the case of stranded students of Haryana in Ukraine. In the end, all the members were requested that the address of the Governor should be passed unanimously and a proposal of this recommendation should be sent to the Governor on behalf of the Vidhan Sabha Secretariat.
