The 10th meeting of Gurugram Metropolitan Development Authority was held under the chairmanship of Haryana Chief Minister, Mr. Manohar Lal.

Approval received for the budget proposal of about Rs 1894 crore for the year 2022-23

– Detail discussions were held on the agendas which included increasing the capacity of water treatment plant, strengthening the network of water drainage and master sewer line, CCTV surveillance among others

– Discussions also took place regarding connecting Leg-2 and Leg-3 with Najafgarh Drain and construction of dam on the drain

Chandigarh 24 June :- The 10th meeting of Gurugram Metropolitan Development Authority (GMDA) was held today under the chairmanship of Haryana Chief Minister, Mr. Manohar Lal. In this meeting held at the Public Works Rest House, Gurugram, the budget proposal of GMDA for the financial year 2022-23 was approved for about Rs 1894 crore. Projects designed to improve the city’s infrastructure, enhance civic services and contribute to a better environment, were discussed in detail, among many others. Apart from this, the progress of the ongoing projects along with the proceedings of the last meeting was also reviewed by the Chief Minister.

In this meeting, Union Minister of State for Statistics and Program Implementation, Rao Inderjit Singh, Urban Development and Housing Minister, Dr. Kamal Gupta, Transport Minister Sh. Moolchand Sharma, MLAs Sudhir Singla, Rakesh Daulatabad, Sanjay Singh and Satyaprakash Jarawata and many other senior officers were present.

High quality CCTV cameras will be installed at 258 locations in the second phase of Smart City Gurugram.

In the meeting, the beginning of the second phase of installation of CCTV cameras by GMDA was also discussed in detail. GMDA Chief Executive Officer Sudhir Rajpal said that in the first phase, 1160 CCTV cameras have been installed at 214 places in the district, which have been connected to the Integrated Command and Control Center. In the second phase, 258 locations have been identified by GMDA in coordination with the Police Department, which require installation of 2722 CCTV cameras. Higher quality CCTV cameras will be installed at these places than ever before to identify the criminals as well as keep an eye on the violators of the traffic rules. For this, the captive optical fiber network will have to be expanded by about 300 km. The project will cost around Rs.99.93 crore from AMC and O&M together. Shri Rajpal informed that from January to May this year, e-challans were sent to 2,16,771 people who violated traffic rules through Integrated Command Control Center, from which an amount of more than Rs 70 lakh has been recovered as fine. Apart from this, 1640 stolen vehicles have been traced from January to May this year with the help of these cameras. The Chief Minister said that in future, half of the revenue collected from challan in Gurugram would be spent on road safety and the remaining half on crime control.

100 MLD will be built in Chandu and 90 MLD capacity water treatment plant will be set up in Basai, approval given in the meeting

It was informed in the meeting that at present there is a water treatment plant of 270 MLD capacity in Basai. Keeping in view the future water supply demand, another 90 MLD capacity water treatment plant will be set up there, which will increase the water capacity in the district. Apart from this, construction of an additional 100 MLD capacity water treatment plant at village Chandu was also approved in the meeting. An estimated amount of Rs 295 crore will be spent on setting up these two treatment plants and this work will be completed in 3 years.

Under the master sewerage scheme, the sewerage system will also be strengthened, STPs will be set up in Baharampur and Naurangpur

It was also discussed in the meeting to strengthen the sewerage system in the district. Approvals were accorded to set up STP of 100 MLD capacity at Baharampur for sewage discharge of sector 58 to 76, laying of master sewer line of 12 km length in Sector-77 to 80 and 40 MLD STP plant at village Naurangpur in the district. Apart from this, laying of master sewer line of 26 km from Sector-104 to 115 has also been approved. The Chief Minister emphasized on reuse of treated sewage water and said that in view of the water scarcity, priority is now being given to re-use treated sewage water all over the world. He also stressed on collection of rain water and to judiciously use this to recharge the ground water. He also pushed the need for water conservation.

Master storm water drainage system will be built in Sector-68 to 80, Sector-37C and 37D and Sector-112 to 115.

In the meeting, approval was given while discussing the project of laying master storm water drainage network for rain water drainage in Sector-68 to 80, Sector-37C and 37D and Sector-112 to 115 of Gurugram. Administrative approval of Rs 124.70 crore was also given for this project.

Centralized Integrated Water Management System will be implemented

Not only this, it was agreed to prepare a detailed project report of the Centralized Integrated Water Management System project under the Smart City Initiative. The project will cost about Rs 18 crore. For this a pilot project was started in June-2020 under which 31 underground water tanks and 8 direct pipelines were added on the 1200 mm pipeline currently laid between Basai’s Water Treatment Plant and Dundahera. This pilot project was completed in December-2021 and gave encouraging results along with positive feedback from the consumers. Monitoring of water supply was done at 39 places through Jal Mitra App. Now under the new proposal, Chandu Budhera Water Treatment Plant will be connected to Sector 5 with 900 mm pipeline which will cover over 90 underground tanks present in Sectors 9, 9A, 7, 4 12, New Colony etc. Apart from this, 1300 mm pipeline from Water Treatment Plan Basai to boosting station in Sector 16 and further to Sectors 17, 18, 19, 24, 25,25A, 26, 26A, 27,28, 29, 30, 32, 39, 43, 45 which includes 237 underground tanks in this network is also proposed. CEO GMDA outlined that this initiative will help in equitable distribution of water, reduce non-revenue water, monitoring water quality in the area among other benefits offered by CIWMS.

A 7.5-meter-wide service road will be built on both sides of Dwarka Expressway.

A proposal was also made in the meeting to construct a 7.5-meter-wide service road on both sides of Dwarka Expressway. The decision in this regard was taken in the 7th meeting of the Authority. There will also be a provision of surface drain and street light along the proposed service road. The length of the one-way service road will be around 15.30 km. The estimated expenditure on this project will be Rs 119.15 crore. The project will start from the meeting point of CPR and NPR and will be extended till Delhi-Haryana border.

In the meeting, the budget proposal of Rs 1894 crore of GMDA for the financial year-2022-23 was also approved.

GMDA Chief Executive Officer Sh. Sudhir Rajpal also presented the budget proposal of GMDA for the year 2022-23 in the meeting. It was informed that during the said period, GMDA will receive cess and charges, including water bills and water tank charges, booking of Tau Devi Lal Stadium, traffic management, one percent share in stamp duty and revenue of about Rs 1265 crore from EDC. During this period, GMDA has proposed an expenditure of Rs 1893.86 crore, out of which Rs 402.46 crore on infrastructure development, Rs 153.95 crore on mobility, Rs 32.72 crore on urban environment, Rs 173.50 crore on social infrastructure, Rs 17 crore on GIM infrastructure, water supply, Rs. It has been proposed to spend Rs 465.54 crore on operation and maintenance of sewerage etc., Rs 537.21 crore as capital expenditure on road, drinking water supply, sewerage, drainage, green belt and parks, etc. Thus, there is a shortfall of Rs 628.77 crore in the budget for the financial year 2022-23 which will be met from the grant from the government and corpus fund.

SPR will be upgraded

In the meeting held under the chairmanship of the Chief Minister, approval was given to upgrade the Southern Peripheral Road from village Ghata to NH-48 via Vatika Chowk. It is proposed to construct 8 flyovers and 6 lane carriageway and 6 lane service road on this road.

Leg-2 and Leg-3 drains from Gurugram will be connected to Najafgarh Drain

In the meeting, the Chief Minister approved the proposal to connect Leg-2 and Leg-3 of Gurugram to Najafgarh drain. He said that to prevent waterlogging of thousands of acres of land adjoining Najafgarh drain, there is a proposal to build a lake there. An STP will also be built along this lake. Apart from this, a decision has been taken by the government of Delhi to desilt the Najafgarh drain, which will help accelerate the flow of water and solve the problem of water logging here.
