CEC Feroz Khan chairs District Capex review meeting

Takes stock of physical, financial achievements, stresses on completion of works within set timelines, adherence to quality parameters
KARGIL, SEPTEMBER 07, 2021 Chairman and Chief Executive Councillor, LAHDC, Kargil Feroz Ahmad Khan chaired a review meeting of the District Capex Budget 2021-2022 at Council Secretariat here today during which he took stock of the physical and financial progress of different departments ending August, 2021.
Executive Councillor for Toursim Er Phunsok Tashi, Executive Councilor for Social Welfare Aga Syed Hassan Arman Mosavi, Executive Councillor for Works Aga Syed Abbas Razvi, Chief Planning Officer Abdul Hadi, Superintending Engineer Er Ved Prakash, Assistant Commissioner Development Ghulam Muhammmad, Executive Engineers of R&B-II, Mechanical, I&FC, PHE, REW, KDA, PWD Division Sankoo, PDD, officers of Education, Health, Youth Services and Sports, Degree Colleges, MC Kargil, Social Welfare, Handlooms, Handicrafts, ITI, Labour Welfare, Information , District Motor Garages, Nutrition (ICDS), Kargil Development Authority , Zanskar Development Authority, Tourism, Agriculture, Command Area Development, Horticulture, Animal Husbandry, Sheep Husbandry, Fisheries, Forest, Soil Conservation, Rural Development Department, Cooperatives, DIC, Food Civil Supplies & CA, Wild Life Conservation and State Self Employment were present during the meeting.
During the course of the meeting, the CEC took brief from the the concerned departments about the status of physical and financial achievements achieved so far besides the status of the pace of works presently.
The meeting was informed that under Major Works, out of the approved outlay of Rs 18786 lacs, 50 percent of the funds to the tune of Rs 7022.91 lacs has been released out of which an expenditure of Rs 994.68 lacs has been incurred while the anticipated expenditure by the end of September, 2021 is expected to be Rs 5129.94 lacs.
Under Machinery and Equipments, out of the approved outlay of Rs 1635.00 lacs, Rs 430.50 lacs have been released so far out of which the total expenditure by ending August 2021 is Rs 92.50 lacs while the anticipated expenditure by ending September is expected to be Rs 264.50 lacs, the meeting was informed.
During the meeting, CEC Feroz Ahmad Khan expressed satisfaction over the physical progress and directed the concerned officers to expedite the financial expenditure at earliest possible by the end of September of this year. He further directed to focus on the revenue and capital components and to show maximum achievements before the end of the financial year.
The CEC also assured officers that the issue pertaining to material procurement will be taken up with the Geology and Mining Department.
CEC Khan directed the concerned officers to complete the pending works of different schools in the district, adding he instructed to frame a committee of concerned Lecturers to check the usability of equipments and materials procured for science laboratories for schools in the district. He also directed to frame a Stock Checking Committee pertaining to the distribution of sports equipments.
Regarding the construction of Assembly Hall at the Council Secretariat, CEC Khan directed to ensure proper sound system of the hall. He further directed to complete Zanskar Sarai Baroo by the end of the year.
The CEC also stressed officers to ensure proper monitoring of works especially with regard to the adherence of quality and quantity parameters so that durable public utility assets are created on ground.
Addressing the meeting, the Deputy Commissioner and CEO, LAHDC, Kargil Santosh Sukhadeve said that maximum expenditure must be achieved within the stipulated timelines, and it must be ensured that all bills are submitted timely while the quality of works is continuously monitored by the concerned departments.
