Union Minister for Environment, Forest and Climate Change chairs meeting with States

Chandigarh, October 11,2022

– The concrete steps taken by Manohar Lal led the government to mitigate air pollution levels caused by stubble burning in Haryana have once again gained praise from the Environment Ministry.

Union Minister for Environment, Forest and Climate Change, Sh. Bhupender Yadav while chairing the meeting on crop residue management and air pollution control in the Delhi-NCR region today said that dedicated efforts of the state government to decrease the stubble burning graph have certainly yielded positive results.

The meeting which was held through video conferencing was attended by Chief Minister; Sh. Manohar Lal, ministers and higher officials of various departments from Delhi, Punjab and Rajasthan.

“Haryana has also laid special emphasis on reducing the increasing pollution levels as a result of which there has been a drastic reduction in the use of diesel run-generators in housing societies of Gurugram,” added Sh. Bhupender Yadav.

Speaking on the occasion, the Chief Minister assured Sh. Bhupender Yadav that to ensure stubble management in the state, various schemes are being implemented effectively at the ground level.

While putting forth his demand before Sh. Bhupender Yadav, the Chief Minister said that the deadline given to the brick kilns regarding the use of clean fuel in the Haryana NCR region should be extended till March 31, 2023.

Sh. Manohar Lal further ensured Sh. Bhupender Yadav that the State Government will also give more impetus to the efforts already being taken to control air pollution.

While sharing the demand raised by the industrial organizations regarding the high cost of using clean fuel, the Chief Minister urged the Union Minister for making a provision to provide a loan facility from the bank at a viable rate of interest to the industrialist for setting up the technologies required for use of clean fuel.

The Chief Minister also urged Sh. Bhupender Yadav to ensure the CNG-PNG supply in the industrial areas of Haryana NCR region like Israna, Samalkha, Gohana, Jhajjar etc at the earliest.

Haryana has formulated a special framework for stubble management

The Chief Minister said that to control stubble burning, the State Government has implemented a framework which includes In-situ Crop Residue Management, Ex-situ Management, Effective monitoring, enforcement and wide reach of  Information Education and Communication (IEC) activities.

He informed that in Haryana paddy is grown in about 4800 villages and the villages have been divided into three colour zones namely green, yellow and red.

Under In-situ management, 23 lakh MT crop residues will be utilized through various machines and decomposers and 13 MT crop residues will be utilized under ex-situ management. So far only 83 incidents of stubble burning have taken place. Farmers are being continuously made aware of the ill effects of stubble burning, informed the Chief Minister.

Plans are being made to procure Paddy Straw on MSP

The Chief Minister said that soon a tender would also be floated for the use of 20 lakh MT of torrefied biomass pellets in the thermal plant.  Working in the direction of finding a permanent solution for stubble management, the State government is also making a plan to buy Paddy straw at MSP. This will directly benefit the farmers along with giving them an option of earning additional income.

This year, 7146 machines have been made available for stubble management

Sh. Manohar Lal said that a total of 72,777 machines have been provided to farmers through CHCs and individually for stubble management in the last 4 years.  However, this year only, 7146 machines have been made available, these include baling unit, super seeder, zero till seed cum fertilizer drill etc.

An incentive amount of Rs. 1000 per acre to farmers for bailing (In-Situ Management) is being given by the State Government and along with transportation charges of bales at Rs. 500 per acre limited to a maximum of Rs. 15,000 to Gaushalas. Special provision for additional top-up assistance of Rs. 500/MT in addition to the current provision of assistance at Rs. 500/MT thereby, a total of Rs. 1000/MT is being provided to the cluster identified by IOCL for 2G ethanol plant for supply of roughly 2 lakh MT residue management, informed the Chief Minister.

This festive season, only green crackers will be allowed in Haryana

The Chief Minister informed while strictly adhering to the orders of the Supreme Court and National Green Tribunal (NGT) to control air pollution in the NCR region, Haryana State Pollution Control Board has prohibited the manufacturing, sale and use of all kinds of firecrackers except for green crackers.

Hassle-free procurement of Bajra is being done in the state, Chief Minister

Under Bhavantar Bharpayee Yojana, Bajra farmers to get Rs. 450, Manohar Lal

So far Haryana has procured 59,414 Mt Bajra

Chandigarh, October 11 – Haryana Chief Minister, Sh. Manohar Lal said that hassle-free procurement of Bajra is being done in the state. This year the State Government is procuring the Bajra at the Minimum Support Price of Rs 2350 per quintal, while in the State Mandis, the same is being procured at Rs. 1850-1900 per quintal.

Under the Bhavantar Bharpayee Yojana an amount of Rs 450 will be paid to the farmers so as to ensure that farmers do not face any loss, said Sh. Manohar Lal while inaugurating the newly renovated media centre at Haryana Civil Secretariat, Chandigarh today.

During this, Transport Minister, Sh. Mool Chand Sharma, Cooperation Minister, Dr. Banwari Lal and Urban Local Bodies Minister, Dr. Kamal Gupta also remained present.

The Chief Minister said that adequate arrangements have been made by the government for the smooth procurement of Kharif crops. The arrangement for crop lifting has been strengthened so that other farmers can timely bring their crops to the State Mandis.

Responding to the question, the Chief Minister said that HAFED is also procuring Bajra. The adverse weather conditions certainly caused some problem in the procurement of crops but now proper arrangements for smooth procurement has been ensured in every Mandi.  Till October 10, 2022, 59,414 MT of Bajra has been procured in the state, informed Sh. Manohar Lal.

Notably, as per Chief Minister’s directions, the Deputy Commissioners are making regular visits to the Mandis so as to ensure farmers do not face any problems.

E-kharid Haryana Mobile App for farmers launched

Notably, for the convenience of the farmers, the Chief Minister launched the e-kharid Haryana Mobile App. This bilingual app is available on the  Google play store the farmers are getting real-time data regarding the number of crops registered, gate pass issues, and the quantity they can bring for procurement.

Any farmer can get these details by entering their mobile numbers registered on the Meri Fasal Mera Boyra portal. The farmers can also raise their grievances on this App.

Furthermore, through this app, the farmers can immediately download J-form anytime anywhere. He can also check the status of the payment. A toll-free number has also been shared for the help of the farmers. The app also has a feature for sending district-specific notifications.

Chief Minister inaugurates newly renovated media centre at Haryana Civil Secretariat

The media Centre is equipped with hi-tech facilities

Chandigarh, October 11 – Haryana Chief Minister, Sh. Manohar Lal today inaugurated the newly renovated media centre at Haryana Civil Secretariat, Chandigarh. During this, Transport Minister, Sh. Mool Chand Sharma, Cooperation Minister, Dr. Banwari Lal and Urban Local Bodies Minister, Dr. Kamal Gupta also remained present.

Speaking on the occasion, he said that as media plays a pivotal role in ensuring quick dissemination of information to the masses and while acknowledging the same newly renovated media Centre has been equipped with hi-tech facilities.

“Director General, Information, Public Relations and Languages Department, Dr. Amit Agrawal had prepared the blueprint for the renovation of this centre after holding meetings with the media persons.  As per the requirements shared by the media persons, hi-tech facilities have been ensured in this media Centre,” said Sh. Manohar Lal.

He said that technical and IT requirements related to print, electronic and social media have been made available in the media centre.

Haryana, Punjab Chief Ministers to meet over SYL issue on October 14

We’ve right over SYL waters; will claim it at any cost, Sh. Manohar Lal

Chandigarh, October 11 – Haryana Chief Minister, Sh. Manohar Lal will be holding an important meeting with the Punjab Chief Minister regarding the Sutlej-Yamuna Link (SYL) Canal on October 14 at 11.30 pm.

“We will try out best to amicably resolve the matter with Punjab Chief Minister. We have time and again raised the SYL issue before the Centre also. We’ve right over SYL waters and we are going to claim it at any cost,” said Sh. Manohar Lal.

He further said that the SYL water is very important for Haryana. Now fixing a deadline to resolve this issue at the earliest has become very essential, said Sh. Manohar Lal while inaugurating the newly renovated media centre at Haryana Civil Secretariat, Chandigarh today.

During this, Transport Minister, Sh. Mool Chand Sharma, Cooperation Minister, Dr. Banwari Lal and Urban Local Bodies Minister, Dr. Kamal Gupta also remained present.

Notably, Chief Minister has been making concrete and conscious efforts to resolve the SYL Canal matter. Sh. Manohar Lal through a demi-official letter dated May 6, 2022 had requested the Union Minister of Jal Shakti to convene the second-round meeting of the Chief Ministers of both states at the earliest to discuss this issue. Besides this, he had also written a demi-official letter to Home Minister, Sh. Amit Shah, requesting him to organize a meeting of the Chief Ministers of both states over the same issue.

Earlier also Sh. Manohar Lal had written three demi-official letters to the Punjab Chief Minister for the meeting. However, now another positive effort would be made from his side to meet his Punjab counterpart on October 14.
